This solicitation is being conducted under Simplified Acquisition Procedures (SAP) as a Request for Quote (RFQ) No. F3QCCM6235A001. This solicitation will be solicited under Full and Open Competition. SMALL BUSINESS SIZE STANDARD(a) NAICS: 335921(b) No. of Employees: 1,000(c) Dollars: REQUIREMENT: Request purchase of the Multimode Fiber and Accessories in accordance withthe attached Purchase Description dated 17 August 2016. Justification for Soliciting from a Brand Name: The 402nd Software Maintenance Group (SMXG) / Flt C has a requirement for multistrand and multicolor fiber and fiber cassettes. The multistrand fiber optic cables connect to the breakout boxes which enable either 6 connections for the 12 strand and 12 connections for the 24 strand fiber cable. They require high speed fiber and Panduit, the OEM in which they own the proprietary data rights also. Panduit has discovered previously unknown properties of multimode fiber optic light sources that made it possible to create a fiber optic cable that more fully compensates for the chromatic/modal effects that limit data speeds. Panduit is the brand name or equal minimum essential characteristics listed on the Purchase Description that will meet SMXG's requirement. Justification for Brand Name:The items in this order that are being restricted to a particular brand are the robots and ICI. The Government is requiring the robots be of the brand Fanuc and the ICI be of the brand Rockwell Automation. Utilization of these brands is essential to prevent duplication of cost (formalized robotic and controls training and spare parts) and time delays (operator and maintenance robotic and controls on job training (OJT)). Placing other robotic and ICI in the 402 CMXG equipment lineup is not mission effective or cost effective and places additional robotic and controls training and support burden on the Government as Fanuc robots and Rockwell Automation ICI are currently fielded and have been the focus of many years of training, experience, and support efforts. The amount of production time lost to realize the same level of experience obtained with Fanuc robotics and Rockwell Automation ICI would be unacceptable. The procurement of other products would result in discontinuity and lack of uniformity within the 402 CMXG equipment lineup and would result in additional robotic and controls training, support, and lost production cost. For these reasons, it is necessary for the 402 CMXG to continue to utilize Fanuc and Rockwell Automation products to continue to be able to produce assets on-time and on- budget to support the war fighter. Manufacturer: The solicitation/requirement is being issued sole source to: Galiso, Inc.22 Ponderosa CourtMontrose, CO 81401 Justification for Sole Source Only: The Hydrostatic test systems are used for DOT certification of overhauled fire suppression vessels. The automatic test system is down due to it's antiquated electronic controller, which is why the upgrade for this system is needed. Production has been limited because of the sole use of the manual system. The upgraded system from the manual to the new REC4/Open Test Console will be more reliable and will provide the opportunity to produce more AF fire bottles and hand-held fire extinguisher cylinders in less time than the manual system. The new system will eliminate any user error due to hand calculations required with the manual system. Market research was conducted for other sources that service Galiso hydrostatic equipment which determined that Galiso was the only source that possessed certification to DOT regulations and knowledge of operating program. Galiso Inc is the only source that has the technical knowledge, programming knowledge, and regulatory certifications to evaluate and upgrade the hydrostatic test systems. Galiso, Inc. is the OEM.
