This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2). The Space and Missile Defense Advisory and Assistance Services (SMDA2S) acquisition, Solicitation Number W91260-13-R-0003, was conducted in support of the US Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT) and supported agencies for their various missions such as: Space; Missile Defense; Global Strike; Information Operations (IO); Cyber Operations (CO); Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR); Transformational Communications Architecture (TCA); Friendly Force Tracking; Integrated Joint Special Technical Operations (IJSTO); Commercial Imagery; and related missions. The scope of the SMDA2S effort provides Advisory and Assistance Services (A&AS) in the following major functional areas: Infrastructure and Organizational Support; Intelligence; System Engineering and Integration; Integrated Logistics; Emerging Technologies; Operations; Exercise Planning and Execution; Training; Communications; Staff Support; and Test & Evaluation. The SMDA2S source selection was conducted as a Total Small Business Set-Aside in accordance with FAR 15.3, as supplemented by DFARS 215.3 and AFARS 5315.3. A Best Value Continuum - Tradeoff Process was utilized and in accordance with the SMDA2S Solicitation, four factors were evaluated: Factor 1 Management, Factor 2 Mission Capability, Factor 3 Past Performance and Factor 4 Cost. The relative importance of each factor was as follows: Mission Capability was more important than Management, and the two combined were more important than Past Performance. The non-Cost Factors, combined, are significantly more important than the Cost Factor. However, cost is still a major consideration in the source selection decision. The award was executed on 21 May 2015 to Alpha-Omega Change Engineering (AOCE), Boecore Inc. (Boecore), PeopleTec Inc. (PeopleTec), and Summit Technical Solutions LLC (STS), for a total program ceiling of $496M. The principle place of performance shall be established and supported in Colorado Springs, CO. Synopsis: The US Army Medical Research Acquisition Activity (USAMRAA), acting on behalf of the Defense Centers of Excellence (DCOE) for Psychological Health (PH) and Traumatic Brain Injury (TBI) intends to acquire by contract non-personal services. The general DCOE requirements include: Outreach/Transition Support Contract Call Center support to individuals directly or indirectly affected by PH and TBI. DcoE seeks contractor support to establish and maintain a 24 hours a day, 7 days a week (24/7) Outreach/Transition Support Contact Call Center Program that provides a toll-free number for a broad range of users, including Service Members and Veterans and their families, caregivers, military leaders, clinicians, employers, researchers, educators, and community members at both CONUS and OCONUS locations. The DCoE Outreach/Transition Support Contact Call Center Program will be staffed by professionals who are trained, certified, and licensed in varying careers that support the mental healthcare profession, i.e. social workers, etc., to bridge the transitional knowledge gap between identification and receipt of Mental Health Services. THIS IS A REQUEST FOR PROPOSAL The U.S. Army Medical Research Acquisition Activity (USAMRAA) on behalf of its customer activity, the U.S. Army Medical Materiel Center, Europe (USAMMCE) has recurring requirements for medical consumable and disposable items. Most of these items are issued by USAMMCE to fulfill needs at hospitals and clinics in Europe and the medical units stationed and deployed throughout Southwest Asia. In accordance with Federal Acquisition Regulation (FAR) Part 13.303-2, USAMRAA and Contractor(s) will enter into a Blanket Purchase Agreement (BPA) under the terms and conditons of Simplified Acquisitions. BPA's shall also support any agency within the Department of Defense Medical Community. The Government's objective is to award at least three, but possibly more BPAs.
