The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-cost factors. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed, or similar, product to industry or Government agencies. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Price will be evaluated based on the total proposed price, including options, (if any). The camera shall allow data to be collected more than one wavelengths simultaneously without scanning the spectrograph, as opposed to a single element detector which can only collect data at one wavelength at a time. The camera shall have all of the following minimum requirements: - Quantum efficiency of 95% at 600 nm or higher for high sensitivity- Pixels at either 1600 x 200 pixels or 1600 x 400 pixels- Frame rate at minimum 30 frames per second at full vertical bin- Dark count rates of 0.01 electrons per pixel per second (e/p/s) or less- Readout noise of one (1) electron or less in EM mode for low noise operation- Clock-induced charge of 0.002 electrons per pixel per frame or less- Digitization of 16 bits for all readout speeds- Software for acquiring spectra must be compatible with Windows 7- Software library for custom software development, with LabWindows or C compatibility. CLIN 0002 Spectrograph: The Government requires one (1) spectrograph for delivery to Adelphi, Maryland that conforms to all of the following minimum requirements: - Resolution of 0.1 nanometers (nm) or better (at 500 nm with 1200 lines per millimeter (l/mm) grating and ten (10) micron slits, measured in the center of the focal plane)- focal ratio of 4 or less for high light collecting efficiency- a turret for holding three (3) gratings inside the spectrograph to enable rapid change of gratings- communication type must be Universal Serial Bus (USB) 2.0- Wavelength accuracy of 0.1 nm (with 1200 l/mm grating)- Wavelength repeatability of 0.015 nm (with 1200 l/mm grating)- Gratings 1200 l/mm, blazed for 500 nm, 600 l/mm, blazed for 1000 nm- two (2) input ports; one (1) with a manual slit, one (1) with Fiber Connector (FC) fiber optic input- include an adapter for connecting a subminiature A (SMA) fiber holder and an adapter for connecting a fiber connector (FC) fiber holder- two (2) output ports; one (1) with a manual slit, (1) one that connects and is compatible with the digital camera in CLIN 0001 (vii) Delivery is required no later than two (2) month after contract award. The Technical element of the evaluation will first be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. Any warranty conditions must be stated. Camera must meet new equipment performance specification as well. Bidder shall specify "factory new" or "demonstration model" with bid and show New Camera Price to assist in the evaluation. b) Delivery time - faster (down to one (1) month).  The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): Service and Maintenance of the Heidelberg Freeform DWL2000 and VPG200++ Advanced Lithography Systems as listed below: (vi) Description of requirements: C.1 Background: The required service is for maintenance of a Government owned DWL2000 Freeform and VPG200++ Heidelberg Laser lithography systems which are primary tools supporting nanofabrication at Army Research Laboratory cleanroom. C.2 Objective: The periodic maintenance service on the above mentioned complex lithography systems required for optimal tool performance. C.3 Requirement: C.3.a The performance of both systems will depend on a carefully planned and properly executed program pf preventative maintenance and corrective service. C.3.b Two (2) scheduled maintenance visits annually for the DWL2000 freeform and four (4) scheduled maintenance visits annually for the VPG200++ shall be included.(1) Each maintenance visit shall involve a comprehensive inspection and optimization of the system. C.3.c.1 Vendor shall provide unlimited phone support and remote access assistance as necessary.Issues requiring on-site technical support shall be addressed within five (5) business days of a reported problem. Support shall be limited to thirty (30) days of on-site service for each system. C.3.c.2 Since above tools have unique capabilities, ten (10) days of research and development labor shall be provided for each system during the annual contract period. C.3.d Vendor/Contractor personnel shall be escorted during the period of their on-site service. (vii) Performance required: Two (2) scheduled maintenance visits annually for the DWL2000 Freeform and four (4) scheduled maintenance visits annually for the "VPG200++". After Receipt of Order (ARO).
