The United States ARMY Contracting Command, Aberdeen Proving Ground (ACC-APG), MD 21005, intends to solicit and award a Cost Plus Fixed Fee (CPFF) / Firm-Fixed-Price (FFP) modification to IDIQ contract, W15P7T-12-D-A010, to increase the contract ceiling and extend the ordering period by 12 months through 30 June 2016. This action is intended as a sole source award directed to Raytheon Company, 6260 Guardian Gateway, Aberdeen Proving Ground, MD 21005 in accordance with FAR 6.302-1 and 10.USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency
This effort is for the Air Defense Interrogators (ADI) to include the AN/TPX-57(V) family of ADIs, Mode 4/5 FMS Interrogator Sets, Cooperative Aviation Surveillance Sensor (CASS) and Man Portable Air Defense System (MANPADS). This requirement also includes associated spare parts, sustainment, engineering support services, technical repair support, training, and technical manuals for the ADI. The ADI is an Identification Friend or Foe (IFF) system used to make the initial classification of all targets and to perform re-classification of targets when their identities must be re-confirmed as a result of positional changes or flight path cross-overs.
The proposed source is Raytheon Company, 6260 Guardian Gateway, Aberdeen Proving Ground, MD 21005. Raytheon is the original developer and the only known source that produces the AN/TPX-57(V)1 & 2 ADI, which are Non-Developmental Items (NDI), and possesses the level III technical data package for the ADI. The Government does not possess level III technical data package (TDP) for the ADI.
