Radio Frequency Defensive Aids System.

Fixed-wing aircraft. The C-130J Project Team, part of the UK Ministry of Defence (the Authority), intends to award contract amendments to contract HTPT2B/1189 to Lockheed Martin Aeronautics Company (‘the Contractor’) for the requirements detailed below in connection with the Radio Frequency Defensive Aids System project following the trial kit installation undertaken by the Contractor (VTN reference 2013/S 124-213611 dated 25.6.2013):
— Provision of aircrew and ground maintenance training package.
— Upgrade to the Synthetic Training Environment to replicate the RF DAS TKI.
— Design and development of C-130-J validation test rigs that replicate displays and controls within the aircraft environment.
— Design, development and installation of an integrated aircraft data recording facility.
— Design, development and installation of a Countermeasure Dispense Switch using Government Furnished Equipment from the C-130K.
— Technical support to the RF DAS Operational Test and Evaluation flight trials.
It is considered that this contract can be placed using the Negotiated Procedure without Prior Publication of a Contract Notice pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011). This is for reasons connected to exclusive rights held by the Contractor concerning access to and use of embedded confidential and proprietary information required to give effect to the works, including but not limited to design data developed for the C-130J aircraft.
