NOTICE OF PROPOSED PROCUREMENT

The Department of National Defence has a requirement for the provision of homemade explosive training.

There are security requirements associated with this requirement. For additional information, consult Part 6 - Security, Financial and Other Requirements, and Part 7 - Resulting Contract Clauses. For more information on personnel and organization security screening or security clauses, bidders should refer to the Industrial Security Program (ISP) of Public Works and Government Services Canada (http://ssi-iss.tpsgc-pwgsc.gc.ca/index-eng.html) website.

For services requirements, Bidders must provide the required information as detailed in article 2.3 of Part 2 of the bid solicitation, in order to comply with Treasury Board policies and directives on contracts awarded to former public servants.

The Crown retains the rights to negotiate with suppliers on any procurement.

Documents may be submitted in either official language of Canada.

This is a combined synopsis solicitation for the U.S. Department of Justice, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for an individual instructors for Explosive Specialist/Program Technical Specialist/Academic Instructors for the ATF National Center for Explosives Training and Research (NCETR) based on knowledge and experience. Course participants will cover a broad range of students.
ATF intends to award multiple Blanket Purchase Agreements (BPA) for Explosive Specialist/Program Technical Specialist/Academic Instructors. "The BPA will be covering a five-year period that will be available for placing calls/orders for services at ATF National Center for Explosives Training and Research (NCETR) located in Huntsville, AL.
Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring services on an as-needed basis from qualified sources that are readily available and services and thus eliminate the need for repetitive costly re-procurements. There is no minimum or maximum guaranteed quantity. All calls/orders must be acknowledged by the selected vendor/instructor in order to be retained on the ATF BPA calling list.

Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) Contract Department has a requirement for Demonstration and Assessment Team (DAT) at NSWC IHEODTD for engineering and technical support services.  This program leverages Discovery, Investigation, and Innovation of Science and Technology (S&T) efforts to explore potential solution sets for existing and future warfighting capability gaps.  The DAT assists the S&T community to identify, exploit, and enable war fighting solutions through leveraging the S&T communities and bridging/linking these efforts to warfighter identified capability gaps.  The DAT requires technical services in support of Project and Technical Integration Teams.  This entails coordination of operational forces to include; warfighter workshops and other engagement activities; preparation and facilitation of Technology Demonstration/Assessment planning and readiness meetings; analysis and reporting of warfighting/warfighter inputs and concepts; spectrum/frequency management; Human Resource Protocol Protection (HRPP) compliance support; and other compliance activities to support the S&T community.  This is a competitive requirement under NAICS code 541330 and FSC code R425.  An IDIQ MACC RFP (CPFF and Cost), with a 20% small business subcontracting goal will be posted on FBO.gov in the second quarter FY17.  The anticipated period of performance for this requirement is five (5) years.  The Government intends to award up to three (3) indefinite delivery indefinite quantity (IDIQ) contracts.  At this time a draft RFP will not be released.  If you are interested in being notified at the time this RFP is released, please provide your company name and email address (es) to Julie Jacko at Julie.jacko@navy.mil.
