Overview of FIRSTProject and Sub-component 1(b): Ministry of Scienceand Technology (MOST) received the loan from World Bank based on the FinancingAgreement No. 5257-VN dated 25th, 2013 to implement the project"Fostering Innovation through research, science and technology ? FIRST" projectis to support science, technology and innovation in Vietnam by designing andpiloting of STI policies, enhancing the effectiveness of project-aided researchand development institutions, and encouraging the development of innovativetechnology enterprises. In order tocompletethe mission and objectives of developing monitoring and evaluation frameworkfor the performance of Research and Development (R&D) organizations inVietnam, FIRST-NASATI SPMU is hiring 01 international consultant in monitoringand evaluation according to World Bank's guidance on hiring individualconsultants. II. Objective of theservice: Objective of hiring aninternational consultant in monitoring and evaluation of S&T organizationsis to analyze theinternational best practices in monitoring and evaluation of S&Torganizations that can be applied in Vietnam and to propose a monitoring andevaluation model for Vietnam. III.           Scope of theservice: Theinternationalconsultant performs the following tasks: Develop an analytical framework and a work plan toanswer the following questions: How is the monitoring andevaluationof S&Torganizations applied in the advanced countries such as for example the USA,Japan, South Korea and some leading countries in Europe such as France orGermany; and how is it applied in some transitional countries such asforexample Hungary, China, Thailand? What are the applicable levels? Whymust themonitoring and evaluation of S&T organizations be conducted? Which examplesare the best applicable in Vietnam? How do those countries conduct monitoring andevaluation of S&T organizations: Who requires monitoring and evaluation ofS&T organizations? Which organizations must be monitored and evaluated? Whoperforms the monitoring and evaluation? What methodology is used for themonitoring and evaluation? What is the process of monitoring and evaluation? Whatare the results of monitoring and evaluation and who are users of theseresults? What is the necessary condition to carry outmonitoring and evaluation of S&T organizations in the countries performingmonitoring and evaluation of S&T organizations? What lessons can be learned and applied to develop aS&T monitoring and evaluation framework for Vietnam? These questions aresuggestions, theinternational consultant can consider to add more issues if needed. Theconsultant must develop an analytical framework and a detailed plan to performanalyzing the international practices in the most efficient manner. Obtain and analyze relevant information throughdocuments, databases, Internet and other appropriate means; develop initialoverview of monitoring and evaluation of S & T organizations in anumber ofcountries and identify what practices are suitable tobe applied in Vietnam; Identify some countries or regions which performmonitoring and evaluation of S&T organizations that are suitable to Vietnamto learn; Analyze in-depth monitoring and evaluationof S&Torganizations in some countries, including the provision of practicalexperiences for Vietnamese professionals of at least two countries byconducting study tours to these countries; Identifyand describe in detail the best practices,then propose recommendations on monitoring and evaluation of S&Torganizations model for Vietnam, based on the analysis results; Sum up and develop the final analysis to clearlyanswer the questions mentioned above; Attend meetings and report as required byFIRST-NASATI- SPMU; Perform field trips and activities as required tocomplete the task; In the course of implementation, internationalconsultant must coordinate and report the progress regularly to members ofFIRST-NASATI-SPMU. Experience andqualification requirements Mandatoryrequirements: MinimumMaster's degree; Ability and have at least 10years experience in monitoring and evaluation; Experience in performinganalysis and international comparisons; Ability to effectivelyinteract and collaborate with related parties to perform duties; Advanced skills in using computerprograms: MicrosoftWord, PowerPoint, Excel, and the Internet; Proficient in Englishspeaking and writing; Prefer: Experience in S&Tevaluation; Good knowledge of S&Tpolicies and the level of policy implementation at government, agencies andresearch institutions; have insights and contacts of organizations that performmonitoring and evaluation of S&T in some countries; Have knowledge of the S&T policies andorganizational structure in Vietnam. V. Deliverables andreporting duties Internationalconsultant is responsible for preparing the following reports: Report anoverview of monitoring and evaluationactivities of research organizations in the world after 04 weeks fromthe dateof signing the contract; Summary report of monitoring and evaluation system ofeight (8) selected countries after 02 months from the date of signingthecontract; Report an in-depth analysis of at least 3 to 4countries that have experiences and approaches in monitoring and evaluation ofresearch organizations which are especially useful for Vietnam two weeks afterthe completion of the study tours, latest after 04 months from the date ofsigning the contract; Proposea model for monitoring and evaluation ofS&T organizations for Vietnam based on the analysis results, after 04months from the date of signing the contract. VI. Inputs -        The work duration is not to exceed 05 monthsexpectedly starting from May 2015. The consultant may work at his/her own facility oratFIRST-NASATI-SPMU office. The consultant must be in Hanoi at least 2 times toattend meetings with FIRST-NASATI-SPMU and other Vietnamese experts or topresent reports. Funding for consulting service is apackage to pay forindividual consulting fees, travel expenses, accommodation from theconsultant's country to Vietnam, fees for conducting research and survey atsome of the selected countries for in-depth analysis. Consultant/consulting organization will be providedwith all documents related to the project content such as FA, ProjectImplementation Manual (PIM), project work plan. FIRST-NASATI-SPMU will appoint an expert in relatedwork to support the consultant to implement the work. VII. Schedule andwork location After the contract is signed, the consultant will bemobilized to perform the analysis of international best practice of monitoringand evaluation of S&T that can be applied in Vietnam and to propose a modelfor monitoring and evaluation for Vietnam. Implementation plan is to becompleted within 05 months from the date of signing the contract. The mobilization of consultantto support performingthe analysis of international best practice of monitoring and evaluation ofS&T can be applied in Vietnam and proposinga monitoring and evaluationframework for Vietnam based on the plan content for developing a monitoring andevaluation of R&D organizations framework in Vietnam.
