The Socialist Republic of Vietnam has applied for an AdditionalFinancing from the International Development Association (IDA) towardthe costof the Urban Water Supplyand Wastewater Project, andintends to apply part of the proceeds to eligiblepayments under a contract (Package MOC-2C.01) for consulting servicesfor preparationof the project feasibility studies, basic engineering designs, detailedengineering designs, cost estimates, bidding documents, and institutionaldevelopment analysis and design ("the Services") under a technical assistance ("TA") for preparing apriority investment ? the proposed Mekong Regional Water Supply SecurityProject.
The consulting services (the "Services")include thefollowing specific tasks, inter alia:
1. The Consultant will conduct a full reviewof, and comment on, the Pre-Feasibility Studies recently completed byaconsultant firm engaged by the Ministry of Construction. In doing so theConsultant is expected to consider and/or modify as necessary all reasonableoptions proposed therein, and recommend a final and optimal investment optionfor the Project;
2. For the selected financial andtechnical options of roughly USD 400 million, the Consultant is expected toprepare feasibility study reports according to generally accepted internationalstandards for the entire project andfor individual Provincial sub-projects. As a requirement, these studies willtake adequate account of institutional and safeguards outputs, the latter beingprovided by a separate consultant under the same TA source of financing.
3.The Consultantwill, for the selected option, perform various detailed engineering surveys andinvestigations (geotechnical, geodesic, hydrogeological, water quality, etc.);and develop detailed engineering design, cost estimates and biddingdocumentation for civil works for, as a minimum, 30 percent of the Projectscope of work.
The Services will be completed within 18months, and areexpected to cover a selected group of any of the following which are located Southwestof the Hau River (under Phase 1 of the proposed Project), namely the provincesof An Giang, Hau Giang, Soc Trang, Bac Lieu, Ca Mau, Kien Giang, and the cityof Can Tho.
The Management Board of TechnicalInfrastructure DevelopmentProjects under the Administration of Technical Infrastructure ? Ministry ofConstruction now invites eligible consulting firms ("Consultants") toindicatetheir interest in providing the Services. Interested Consultants should provideinformation demonstrating that they have the required qualifications and relevantexperience to perform the Services.
The shortlisting criteria are: i) generalexperience in implementingproject preparatory technical assistance in the water supply sector, including developmentof pre-feasibility/feasibility study reports, detailed engineering design (toinclude internationally accepted hydraulic modeling of the distributionnetworks), bidding documentation (relevant experience in river basin-based orregional water supply projects would be an asset); and ii) experiencein theregion.
Theattention of interested Consultants is drawntoparagraph 1.9 of the World Bank's Guidelines:Selection and Employment of Consultants under IBRD Loans and IDA Credits &Grants by World Bank Borrowers dated January 2011, revised July 2014("ConsultantGuidelines"), setting forth the World Bank's policy on conflict ofinterest.
To enhance their qualifications, Consultantsmayassociate with other firms in the form of a joint venture or a subconsultancy. Consultantsare required to clearly indicate the form of their associations (joint ventureor subconsultancy) in their expressions of interest. In case of jointventure,all members shall be jointly and severally liable for execution of thecontract.
It is noted that the Client proposes VietnamWater,Sanitation and Environment Joint Stock Company (VIWASE) to be a NominatedSub-consultant for this contract given this firm's exceptional qualifications,experience and knowledge on the Project backgrounds. VIWASE is expected tocarry out the following specific services (but not necessarily limited tothese) under the contract: (i) geotechnical soils samples and tests, (ii)geodesic / topographic surveys, (iii) water quality testing, (iv)hydrogeological investigations, (v) social / community intermediationactivities, (vi) baseline survey field work, (vii) inventory and acquisition ofthe relevant existing GIS databases available for the Mekong Delta Region,(viii) support to the social and environmental safeguards requirements, (ix) assistlead consultant in determining pragmatic and realistic water demand projectionsusing demand management principles, and (xii) inventory and provide details ofdesalination water treatment plants in and around the Mekong Delta Region. TheTerms of Reference will elaborate the role and responsibilities of thisproposed Nominated Subconsultant and a provisional sum will be arranged for thispurpose. Consultantshowever are not requested to mandatorily accept VIWASE in their proposals and mayobject this Nominated Subconsultant and propose any other qualifiedSubconsultant(s) which they deem more appropriate.
A Consultant will be selected in accordancewith the Bank'sQuality- and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
