Cornwall Council is currently preparing to re-tender its Waste and Recycling Collection, Street and Beach Cleansing Contract. This contract will terminate 31st March 2020, and the Council is considering its route to market. The Council is therefore currently seeking Expressions of Interest for a Competitive Dialogue procurement specialist in the waste management field, to lead the procurement process and provide expert advice regarding the Competitive Dialogue process, stages and requirements. Cornwall Council is seeking to appoint consultants to a Framework Agreement consisting of 3 Lots that will be used to undertake services relating to the built environment that include Development Management, Project Management, Cost Management, Site Supervision, Health and Safety Assessment and Multi-Disciplinary Construction Design. This procurement process is to appoint consultants to the Framework that are capable, under NEC3 forms of contract, of carrying out services on behalf of the Council . Tenderers appointed to the Framework may be asked to provide works and services to all departments and wholly owned companies of the Council and potentially to other public sector bodies in Cornwall across the geographical area of Cornwall and Plymouth as described in the OJEU Contract Notice and Schedule 12 of the Framework Agreement. Lot 1 - Development Management The Development Manager will be appointed to act on behalf of the Client in the management of the development process throughout the Project lifespan, from the emergence of the initial concept to the completion of the client brief, monitoring and review of the design and construction process by others commissioned by the Capital Projects group and the transition of the project into the operational phase. Lot 2 - Project Management and Design The Consultant appointed to Lot 2 will be engaged to act on behalf of the Client in the management of construction projects through the Project lifespan, from the emergence of the initial concept, through design, construction and operational phases. It is the intention of this procurement that it will be possible, through the call off process appoint the Consultant to take responsibility for: 1) Project Management of the Employer or Organisations construction or civil engineering works project; 2) Pre and post contract Cost Management (QS) services; 3) Site Supervision services; 4) Multi-disciplinary Construction Design; Each of the four principle disciplines will have a defined scope as set out in the tender documentation that applies to the various Project stages under which call off contract may apply. Lot 3 - Health and Safety Assessment The Scope of Lot 3 of the Framework sets out how the Consultant shall undertake site assessments, monitor and report on activities to ensure that this duty is carried out. Such duties include assessing and reporting on the site health and safety performance of Contractors to ensure site activities are being conducted in a safe manner and in compliance with current regulations. It is expected that as a minimum 10-20 sites will be active concurrently, however during the school's summer holiday period the number of sites can peak at over 60 sites each requiring assessment at least once every 2 weeks. In their tender responses consultants must clearly demonstrate their ability to manage the work load. If a Tenderer submits a Tender for Lot 3, that Tenderer may not submit a bid for any other Lot.

Overview Inyanga-Tech Ltd is an innovative business start-up developing new methodology for the exploitation of tidal energy on a commercial scale with a focus on efficiency and cost reduction. The company is undertaking a Concept and Feasibility Study on a novel invention for harnessing tidal energy. Tenders are invited to support 1 lot of work supporting this development- Marine Design Consultant. The Concept and Feasibility Study includes a techno-economic analysis of the innovation in the context of a commercial array to assess and challenge the effectiveness of the design process. The project has distinct work packages looking at all aspects of a commercial scale tidal array. The focus of the project is on a 30MW array but optimisation towards 100MW and 200MW commercial arrays will also be considered with a view to techno-economic scaling. During the concept phase other strategies are considered to determine if this is the most viable integration solution- this is analysed against a baseline case. Project Design Philosophy The project is the product of many years of hard-earned experience and the key drivers in developing this project are: 1. The need to reduce complexity thereby reducing costs, improving reliability and improving availability, 2. Creating a competitive market, 3. The need to reduce installation and O&M costs (especially lifecycle O&M costs), 4. The need to reduce balance of plant costs, 5. Better understand the commercial drivers for commercial arrays, 6. Achieving cost reduction and optimisation through weight reduction. Project Summary The Concept and Feasibility phase of the project will kick off on 4th January 2018 and conclude in June 2018. The budget for the Concept and Feasibility Study is 65K GBP. Expression of interest are sought from experienced contractors with a strong track record and understanding of operating in the challenging conditions experienced in high tidal flows as follows: Marine Design Consultant- extensive background experience of operations and design support to projects in the tidal energy sector. A strong understanding of the market drivers in developing a competitive cost of energy. Strong installation and supporting design experience combined with focused design are the key selection criteria. Shortlisted suppliers will be provided with a project summary package on exchange of confidentiality agreements. Deadline for Expressions of Interest and Capability Shortlisting Questionnaire is 06th December 2017 and submission of tenders is 15th December 2017. The project is receiving grant funding and will be governed by compliant procurement process. A Capability Shortlist Questionnaire will be provided on receipt of Expression of Interest.

Replacement/Refurbishment of Par Athletics Track

Following the commissioning of a full track survey earlier this year, Cornwall Council is seeking to appoint a suitably experienced, qualified and accredited Principal Contractor, following a competitive procurement process over the coming months, to undertake a full replacement of the 400m Running Track at Par in Mid Cornwall, as well as, budget permitting, undertake the refurbishment of some of the associated track and field equipment and facilities. The Council intends for the actual works on site to commence at the beginning of March 2017 and be completed during the Spring months of 2017, prior to the commencement of the main athletics meeting season. Accordingly, the Council wishes to invite interested Contractors and/or their nominated sub-contractors, to attend a 'Market Engagement Event', which has been arranged to take place on Friday 30th September, 2016, to be held on site at Par Athletics Track, commencing at 10 am and assembling in the Sports Pavilion prior to that time. This event will include a full tour of the site and allow for an inspection of the existing facilities, site access and security and so on. The other main purpose of this event is to work collaboratively with the Council Officers present, their colleagues from Leisure Services, and the Council's recently appointed external Consultant, to help ensure that the Council will be in a position to issue a suitably detailed formal tender document, in due course, and ensure all necessary supporting information will be able to be supplied to interested Contractors to help inform their subsequent bid for the works. Attendance at this event is at the Contractors own expense but the event is designed to be mutually beneficial and interactive and help to try and ensure greater clarity and understanding, for all parties, of the requirements and process to be followed, as well as negate the need for any Contractor visits to need to occur either individually or collectively during the more formal tender process that will ensue. Time Credit Plan for Vulnerable Adults

Cornwall Council is searching for a development partner to help it create a new system of 'Time Credits' for a cohort of vulnerable adults. Time Credits are a form of Time Banking. They are a proven means of encouraging people with complex needs to engage in volunteering and social action as part of building their confidence and social networks. We are looking for an experienced supplier to support the setup, development and growth of a local Time Credits model as well as the recruitment and training of a local Time Credits Co-ordinator who will oversee day to day operational management of the project. Our plan is to develop a model that will support active citizenship and community resilience through providing accessible volunteering opportunities for some of our most vulnerable people. The Council is looking to use its arrangement with Bloom (previously called NEPRO), to source a development partner who can help us implement this approach locally.
