Waste Procurement Competitive Dialogue Support

Cornwall Council is currently preparing to re-tender its Waste and Recycling Collection, Street and Beach Cleansing Contract. This contract will terminate 31st March 2020, and the Council is considering its route to market. The Council is therefore currently seeking Expressions of Interest for a Competitive Dialogue procurement specialist in the waste management field, to lead the procurement process and provide expert advice regarding the Competitive Dialogue process, stages and requirements. The consultant will be required to provide advice to the Council regarding the Competitive Dialogue process and documentation, manage the procurement process specifically relating to Competitive Dialogue, and to be part of the dialogue sessions. Please note that there is an attachment provided which interested parties need to complete and attach to the Expression of Interest. Replacement/Refurbishment of Par Athletics Track

Following the commissioning of a full track survey earlier this year, Cornwall Council is seeking to appoint a suitably experienced, qualified and accredited Principal Contractor, following a competitive procurement process over the coming months, to undertake a full replacement of the 400m Running Track at Par in Mid Cornwall, as well as, budget permitting, undertake the refurbishment of some of the associated track and field equipment and facilities. The Council intends for the actual works on site to commence at the beginning of March 2017 and be completed during the Spring months of 2017, prior to the commencement of the main athletics meeting season. Accordingly, the Council wishes to invite interested Contractors and/or their nominated sub-contractors, to attend a 'Market Engagement Event', which has been arranged to take place on Friday 30th September, 2016, to be held on site at Par Athletics Track, commencing at 10 am and assembling in the Sports Pavilion prior to that time. This event will include a full tour of the site and allow for an inspection of the existing facilities, site access and security and so on. The other main purpose of this event is to work collaboratively with the Council Officers present, their colleagues from Leisure Services, and the Council's recently appointed external Consultant, to help ensure that the Council will be in a position to issue a suitably detailed formal tender document, in due course, and ensure all necessary supporting information will be able to be supplied to interested Contractors to help inform their subsequent bid for the works. Attendance at this event is at the Contractors own expense but the event is designed to be mutually beneficial and interactive and help to try and ensure greater clarity and understanding, for all parties, of the requirements and process to be followed, as well as negate the need for any Contractor visits to need to occur either individually or collectively during the more formal tender process that will ensue. Par Athletics Track is easily accessible by either Road or even Rail with the mainline Railway station at Par situated very close to the main track entrance and next to that entrance there should be adequate free parking. Time Credit Plan for Vulnerable Adults

Cornwall Council is searching for a development partner to help it create a new system of 'Time Credits' for a cohort of vulnerable adults. Time Credits are a form of Time Banking. They are a proven means of encouraging people with complex needs to engage in volunteering and social action as part of building their confidence and social networks. We are looking for an experienced supplier to support the setup, development and growth of a local Time Credits model as well as the recruitment and training of a local Time Credits Co-ordinator who will oversee day to day operational management of the project. Our plan is to develop a model that will support active citizenship and community resilience through providing accessible volunteering opportunities for some of our most vulnerable people. The Council is looking to use its arrangement with Bloom (previously called NEPRO), to source a development partner who can help us implement this approach locally.
