1. Project Description This is a partnership project between Natural England, the Environment Agency and Wessex Water the purpose of which is to: i. let and manage a contract to evaluate the delivery of the River Avon Restoration Plan (Phase 1: 2010-2015), both at the overall plan, and also at the project level, in meeting Water Framework Directive Protected Area objectives and Site of Special Scientific Interest favourable condition for morphology and natural hydrological processes. ii. ensure that the evaluation report outlines the areas where challenges have been identified and/or opportunities missed and to recommend better working practices that can be implemented in the next round of restoration projects (2018-2021). 2. Objectives of the Collaboration between the Parties The objectives of the collaboration between Natural England, the Environment Agency and Wessex Water, are set out below: To complete the following tasks: Task 1: Complete contract documentation to enable successful procurement and contract to be awarded to appropriate consultant. The services are for Professional Services to support Defra's administration and governing of the design and construction of a new base at Natural England's (NE) Humberhead Peatlands, National Nature Reserve (NNR). This contract is designed to provide a suite of professional services to advise the Employer on the best course of action with regards to achieving a value-for-money outcome and as far a reasonably practical ensuring the Supplier delivers its obligations under its contract with Defra. • Professional Services provided by the Consultant are as follows: • Project Management (PM) Services to assist in the delivery of the project including contract advisory role, contract management of an NEC3 Option A, liaison with the NE / NNR stakeholders responsible for the site. Defra will be looking to Mott MacDonald to assist in the validation of Early Warning Notices, Change Requests and Compensation Events submitted by Supplier, as well as assisting with the preparation of Project Managers Instructions. • Cost Consultancy/Quantity Surveyor (QS) Including services to assist the Project Sponsor, Procurement and Legal team to develop the NEC3 Construction Contract. The ranges of services for the QS role are applicable to a new build of works related to this project. The role involves at Pre-contract Cost Advice and Cost Management Duties. Both role(s) will report to Natural England's Project Manager and will assist in the different reporting and in the management of risk. The role will also involve as far as reasonably practical ensuring that works are delivered to programme and in scope. The Defra Project Sponsor will ultimately retain the sign-off rights with regard to accepting Compensation Events (issued by Supplier), issuing Project Manager Instructions (to Supplier) related to the Defra-NEC3 construction contract.

This application is with regard to the ongoing project to determine a proposed extension to the Suffolk Coast & Heaths AONB as per the NE Board decision linked here: http://www.naturalengland.org.uk/about_us/ourpeople/neboard/meetings/december2013/default.aspx} . We have now reached a critical stage in the project and are currently preparing the necessary technical assessments for submission to the NE Board meeting of 14 June 2017 to determine boundaries for subjection to statutory Consultation planned from July onwards. Natural England staff have been undertaking this work with ongoing advice and mentoring support from suitably qualified and experienced consultants (Alison Farmer Associates - {ref. SRP approval 09/25.07.14}. We now require the continuation of this advice and mentoring support for the remainder of the project period through the award of a further contract.
