The Authority wishes to procure a Framework Agreement for use by itself and its affiliates, pursuant to which it is envisaged that contracts will be let to Providers within the Framework for the provision of design services for new build housing and associated external work. Under the Framework Agreement the Authority and each of its affiliates will have the option to call off contracts with individual Providers as and when works are required, though Providers should note that, under the Framework Agreement, neither the Authority nor its affiliates shall be under any obligation to award contracts to any or all appointed individual Suppliers on the Framework. The Framework will also be available to joint ventures in which the Authority or any of its affiliates participates. The Council is committed to building strong communities and is increasingly moving towards a commissioning model of service delivery. For that reason we are seeking an experienced Consultant who will support staff groups with the development of initial business cases for the development of staff mutual organisations. It is important that the business cases ensure effective community focus, which could include options for inclusion of community representation within the ventures.

 

The Council is looking to move away from directly delivering some services. The Council is looking to engage an organisation experienced at working with local authority staff groups, in the field of Health and Social Care, to undertake thorough options appraisals and deliver detailed business cases. The business cases must be sufficiently robust to demonstrate the commercial and constitutional viability of each venture and be used to access external funding to support the establishment of the new organisations.

 

There are two Projects initially which the Council is interested in commissioning this support for. The Council may commission further similar Projects included within the Agreement up to a maximum total value of £50,000 but there are no guarantees of any additional Projects.

 The Council is seeking to implement an APL covering the entire geography of North Yorkshire. This is for the consistent delivery of specialist short-term consultancy support (typically one to ten days over three months) to community groups.

An APL will be used by the Council’s Stronger Communities to award all work for consultancy and specialist support to community groups in relation to 12 Lot specialisms.
