Surrey County Council is seeking to appoint a single strategic framework Consultant to provide a wide range of multidisciplinary services for Lot 1 and multiple suppliers for Lot 2 Services.

Lot 1 — Professional Services — will include provision of resources (specialists) to deliver Preliminary and Detailed Design for infrastructure projects, major transport civil projects and other schemes. The consultancy services under this Lot will be provided in the form of business analysis and development alongside contract development and support.

Lot 2 — Specialist Technical Services — will cover provision of ad-hoc technical support and general professional advice and technical assessments.

The framework be let for 4 years (initial term of 2 years with an option to extend by a further period of 2 years). A number of other authorities may make use of this framework as specified at section. VI.3) Additional information.

Professional Services Framework will encapsulate the following 2 levels (Lots) of service:

The consultancy services under this Lot 1 will be provided in the form of business analysis and development alongside contract development and support to deliver Preliminary and Detailed Design for infrastructure projects, major transport civil projects and other schemes. This Lot will comprise the following subcategories:

— Design, contract preparation and site supervision of Bridges and Structures, maintenance and strengthening schemes;

— Design of Carriageway Structural Maintenance, including carriageway reconstruction, resurfacing and drainage improvements;

— Design for the maintenance, replacement and strengthening of Bridges and other structures including culverts, retaining walls and embankments;

— Design for the improvement, maintenance and replacement of drainage infrastructure and systems both on and off highway;

— Design of Road Restraint Systems (Vehicle and pedestrian);

— Structures and Geotechnical Services;

— Drainage / Flood Alleviation Strategy and Design, Hydraulic Modelling;

— Local Economic Partnership (LEP); Local Transport Plan (LTP) Schemes.

The Specialist Technical Services Lot will comprise of consultancy services to provide ad-hoc technical support and general professional advice and technical assessments, which will include, but not be limited to:

— Asset Planning;

— Asset Management Strategy;

— Accident Investigation and Prevention and Route Safety Schemes;

— Business Management Plan/ Engagement;

— Business Strategy and Vision;

— Client CDM Advice;

— Development Management, Statutory Highways and Transportation Consultee;

— Ecology and Environmental Assessments / Advice;

— Economic Assessment and Appraisal;

— Geotechnical Advice Geotechnical Surveys, Ground Radar surveys, Ground Infiltration testing Asbestos survey and testing;

— Highway structures and Geotechnical Asset inspection and assessment;

— Hydrogeology and hydrology, Contaminated Land-related Advice;

— Infrastructure Technical Design;

— Land Agent services;

— Public Consultation and public engagement services;

— Public Realm;

— Planning Services;

— Quality Assurance;

— Quantity surveying services, Cost Planning Services;

— Restrain system restraint systems on Local Authority Roads;

— Risk Assessment (including for the design of roads);

— Road Safety Audits and Road Space Audits and parking related client support;

— Support for Public Engagement and Consultation;

— Support for Parking Strategy and Design;

— Surveys (Including, Geotechnical surveys, Topo-, Ground investigations, Landscape architectural surveys, Bio-surveys, Land Surveys);

— Technical Assessment Surveys, Specialist inspection and assessment;
