DPS1000-Provision of specialist Sound & Vision consultancy to the Houses of Parliament

Parliament’s Audio and Video Programme will see an investment in new equipment, production and distribution methods as well as archive solutions to support improved services and access for Members, Parliamentary staff, media organisations and the public.
To deliver the programme, the services of expert project managers and technical and engineering consultants will be required, to assist in the detailed specification and management of a range of complex sound, vision and online media projects.
The Authority is working within budget constraints, and a continual need to deliver value for money. There is a driver to consider off-the-shelf solutions as the preferred options, and consultants must be able to advise on the state of the market, independent of manufacturer, or custom-built solutions. To support the programme, consultants may be required to produce options papers which identify a variety of appropriate solutions at different price points, in order to meet the constraints within which the Authority is operating.
Consultants who provide drafting or other advice when developing specifications should note that they will only be permitted to bid for the supplies contract if they can demonstrate clear segregation of information between the different sections of their organisation (i.e. have and maintain effective “Chinese walls”).
This notice is to set up a Dynamic Purchasing System (DPS) for sound and vision consultants. Individual contracts awarded under the DPS will be subject to further competition amongst those suppliers on the DPS.

Genesis Housing Association Ltd (GHA) is putting in place a call-off Framework for the procurement of energy and water and provision of the associated contract management services. The Framework is for use by, but not limited to, housing associations, local authorities, registered social landlords, arm's length management organisation and other landlords governed by the Public Contracts Regulations 2015. The Framework shall consist of a single lot with a minimum of one and a maximum of eight suppliers.

Each supplier shall provide the full range of services relating to the procurement of energy and water and the management of the associated contracts including, but not exclusively, the receipt and validation of bills. In particular, each Framework panel member shall provide:

Energy and water procurement services:

— Putting in place and managing contracts for the provision of energy and/or water on behalf of Framework users. Energy and water may be procured through an EU compliant supply framework or through a competition conducted by the Supplier on behalf of one or more Framework users.

Contract management services:

— The provision of energy and/or water contract management services including, but not exclusively, bill validation services for bills issued based upon remote meter reading systems. The intention is that energy and water supplies will be monitored through the use of remote meter reading technology. Where meters are not read using remote meter reading technology the Supplier shall provide a transitional service, the duration of which is not limited, to validate paper based invoices where necessary. The services, manual and digital, will involve ensuring the charges, data, and other information associated with energy and water bills are accurate and appropriate.

GHA's Framework will provide landlords with a ‘single point’ solution to their energy and water procurement service needs. However, not all Framework users will want a complete solution immediately. These users shall be able to use the Mini Competition procedure to call off just one or more element of the service, for example gas procurement, and add other elements through mini competition at a later stage.

Framework users shall be able to instruct the Supplier to go to the entire market as frequently as they wish. Alternately, they can direct the Supplier to use a particular energy and/or water supply framework such as the Genesis Energy Supply Framework.

The Secretary of State for the Foreign and Commonwealth Office (FCO), the Secretary of State for the Department for International Development (DFID) and the British Council (BC) (the Procuring Bodies) have a requirement for global, secure, resilient, flexible and scalable voice and enterprise wide data network communication services. These services are required to connect ministerial headquarters and other head offices in the United Kingdom with their respective embassies, consulates and other office locations totalling approximately 550 sites in 170 countries.

It is currently envisaged that this requirement will be split into lots covering (1) Network services and (2) Voice services.

The Partners have a requirement for a global, secure, flexible and scalable voice and enterprise wide data network connectivity services linking their ministerial headquarters and other head offices in the United Kingdom with their respective embassies, consulates and other office locations totalling approximately 550 sites in approximately 170 countries throughout the world.

Network services will include: the provision of data network services (wide and local area), internet access, encryption, network optimisation, access to cloud providers.

The Partners have a requirement for a global, secure, flexible and scalable voice and enterprise wide data network connectivity services linking their ministerial headquarters and other head offices in the United Kingdom with their respective embassies, consulates and other office locations totalling approximately 550 sites in approximately 170 countries throughout the world.

The Voice services will include: the provision, maintenance and support of required infrastructure (e.g. handsets, PBXs), call handling (e.g. contact centres), unified communication tools and cloud based telephony solutions. The Procuring Bodies envisage that there may be opportunities for the Voice services to retain elements of the current core Mitel telephony solution.
