Four Authorities in SE Wales have undertaking a collaborative procurement process for a Technical Surveys Database Management service. The Technical Survey Database Management service will include both individual site work and area work packages, providing technical survey database management information to the Contracting Authority, in line with the service as detailed within the Specification Requirements (Invitation to Tender Document). The contract scope includes management of a contractor delivering scanner survey information across the whole highway network (several thousand Km.). It will also involve delivery of associated reports to the client in either electronic or hard copy format for use with clients' asset management systems. The measurement of surface characteristics by specialist contractors may be carried out in several tranches. The database management function will focus on the effective co-ordination of contractor activities, assembling data for client review.

The Council hereby gives notice to the market that it intends to undertake the following procurement process in order to establish a contract for Highway Asset Management Consultancy Services in order to further develop and enhance the highway asset management framework for all Welsh Local Authorities and Local Government. Prospective tenderers are advised to refer to information note attached to this PIN which provides additional information on the background to the project requirements.

The purpose of this procurement process is to provide the 22 Local Authorities in Wales including for Welsh Government on behalf of the County Surveyors Society Wales (CSSW), with the necessary professional services in connection with Highway Asset Management Planning. The Local Authorities including for Welsh Government are seeking Consultants that have the necessary experience and expertise in the development of highway asset management planning and processes. Further information on the core aims and objectives of the project are outlined within the attached information note.

It is anticipated that contracted services will commence from the 1.2.2018 for an initial period of 3 years (with an option to extend for a further period of up to 2 years at 12 monthly intervals).

This is a notification of the Award of a Framework for the Provision of Arboricultural Surveys for a previously advertised opportunity. Caerphilly County Borough Council require suitably resourced, qualified and experienced tree surveying consultants in order to undertake tree surveys across our landholdings. Survey types will include a variety of settings and environments, depending on the land-holding department responsible for the tree stock in question. Most typically these will include (but not be restricted to) Highways, Schools,Parks, Cemeteries, and Housing or Sheltered Housing estates. Depending on the site, the frequency of anticipated surveying will vary from those occasional sites warranting annual inspection, to those requiring regular cyclical assessments - most typically between every two to four years. CCBC has a legal duty of care to fulfil with regard to regular assessment of those trees that may potentially affect members of the public, users of public highways or footways, or those resident at or employed at or visitors to Council held properties; or the occupiers/visitors of adjoining properties. Any arboricultural surveyor or firm of surveyors approved within the framework will be expected to assist the Council in meeting this legal duty to the highest professional standards as required by the various relevant pieces of UK legislation and national guidelines concerning better practices within the tree care sector.

Service and Maintenance for Air Quality Monitoring Stations and Technical Support for the Enviman Co

The Council has a statutory duty under Part IV of the Environment Act 1995 to regularly review and assess air quality within their areas and to determine whether or not the air quality objectives are likely to be achieved. In fulfilment of the Council’s statutory duties, Caerphilly County Borough Council currently operate 5 continuous air quality monitoring stations throughout the Borough. The amount of air quality stations may increase or decrease during the contract period. The air quality monitoring stations provide real time, ambient air quality data for public dissemination. This data serves to ensure that Caerphilly County Borough Council is regularly reviewing and assessing air quality in the Borough and fulfilling Part IV of the Environment Act 1995 for the pollutants of concern, namely nitrogen dioxide (NO2) and respirable particulate matter (PM10). Although not a statutory duty at present, Caerphilly County Borough Council also monitors PM2.5 at one of its air quality monitoring stations due to concerns raised by local residents from the operation of a nearby opencast mine. One of the Council’s monitoring stations, namely Hafod-yr-ynys is included in the UK Automatic Urban and Rural Network (UK AURN) which was established by DEFRA and the Devolved Administrators. The network provides information on the concentrations in air of a number of pollutants set down in UK and European legislation. The primary function of the AURN is to provide data in compliance with the EU Ambient Air Quality Directive (2008/50/EC) which provides a framework of compliance against legally compliant binding limit values and target values. The data collated and reported by the AURN is more widely used by scientists, policy makers, local authorities and consultants to enable them to make informed decisions on managing and improving air quality for the benefit of health and the natural environment. Two of the Council’s air quality monitoring stations are included within the Welsh QA/QC contract, namely High Street Blackwood and White Street, Caerphilly. The Welsh QA/QC contract is currently operated by Ricardo AEA on behalf of the Welsh Government. The principles of the network are very similar to those of the UK AURN. To this end, with 3 of the 5 monitoring stations included in the Welsh and UK AURN contracts, it is imperative that data capture remains as close to 100percent as is possible. You must have experience in servicing and maintaining air quality equipment (namely Teledyne M200E chemiluminescent NOx analysers and MET One BAM 1020 Particulate Matter monitors) and be able to provide the relevant support detailed in this document for the Enviman Comvissioner Software. The Enviman Comvissioner software is a real time data management software suite. It accesses the monitoring stations via mobile link and extracts the data in to its own databases for reporting purposes. The Council operates the Enviman Comvissioner LT version and it is used in conjunction with the Enviman Reporter System. The successful tender will be required to provide technical support for this system during office hours. The Council may require new machines to be purchased during the course of the contract either to replace an old machine or to add to the existing stock. Advice, guidance, sourcing and supply of these machines will be requested via the successful company as part of this contract. The subsequent servicing and maintenance of any new machines will also need to be included within this contract and priced accordingly at the time of purchase in line with the pricing schedule.
