Medway Council wish to invite consultants to tender for an Internal Audit opportunity.

The Internal Audit Team began a series of probity reviews in Medway Schools in 2012 and a consultant was appointed on a trial basis in January, delivering four reviews and is finalising a further one; there are 34 reviews still to be completed.

The requirement is for a consultant to undertake between 11 and 15 reviews, on the basis that each review should take no more than 12 working days and some should come in with fewer days.

Medway Council seeks an appropriately qualified and experienced consultant to produce a Ward Open Space Improvement Plan for Medway - a study of the replacement costs and investment priorities of Medway’s open spaces assets.

With an increasing population Medway Council needs to ensure there are high quality recreational spaces for its residents to access and enjoy.  Section 106 contributions responding to growth are key means of delivering new or enhanced open spaces.  Greenspace Development needs to ensure its Section 106 negotiations with developers are robust and defendable.

Consultants are invited to submit a quotation to meet the Council’s requirements set out in the project brief attached to this Invitation to Quote (ITQ).

The Contract is anticipated to commence upon 21st November 2016 and continue for a period of 5 months unless terminated in accordance with the Conditions of Contract.  Ideally, all works should be completed before spring 2017.

Medway Council are seeking to commission an arts consultancy to develop and manage a creative public realm programme to enhance the masterplan and to add a sense of place and purpose to the spaces.


Through a competitive tender process LDA DESIGN, a multi disciplinary consultancy, landscape architect led, were appointed in April 2015 to take forward the Chatham Placemaking masterplan. LDA Design will work closely with the appointed arts consultancy in identifying creative public realm opportunities through a phased approach, with support on highways from Project Centre.

Medway Council seeks to engage an appropriately qualified and experienced consultant to produce a Playing Pitch Strategy for Medway following Sport England guidance, as detailed in the Specification of Requirement (Document 2) and in accordance with these instructions (Document 1) and the Council's Terms and Conditions of Contract. With an increasing population Medway Council needs to ensure there are high quality outdoor sport facilities for its residents to access and enjoy. The last study of playing pitch needs, condition and provision was completed in 2012. This is deemed out of date by Sport England for the requirement of completing an up-to-date Playing Pitch Strategy which is also a requirement of the Local Plan development and approval process. Consultants will be expected to complete Stages B to D (including draft Action Plan) of the Sport England guidance. Consultants are invited to submit a quotation to meet the Council's requirements set out in the project brief attached to this Invitation to Quote (ITQ). The Contract is anticipated to commence upon 12th June 2018 and continue for a period of 12 months unless terminated in accordance with the Conditions of Contract. Ideally, all works should be completed before spring 2019. Procurement of a design consultant to produce a high level master-plan and design to RIBA stage C/D (3) for the scheme, and to act as an agent for Medway Council when working with the contractor, and the second for a contractor to deliver the works. This will be delivered in 3 phases: Phase 1 — will be carried out by the consultant and will produce an overview strategy, establishing how areas will interact and their separate functions. Phase 2 — will be carried out by the consultant and will consist of design to RIBA stage C/D (3), with sufficient technical information for tender issue to potential contractors to enable them to submit an accurate fixed price tender for implementation. Phase 3 — will be carried out by the contractor to deliver the works. The consultant will also act as the council's agent and will work with the contractor to ensure the works are completed in line with the design at RIBA stage C/D (3) in phase 2. The main area to be covered by the Master-plan is the Chatham Waterfront Civic Space, stretching from the River Medway and the Waterfront Pumping Station towards the Bus Station, the Paddock and the north-western entrance to the Pentagon Shopping Centre. The Master-plan also includes the primary route from the Chatham Waterfront Civic Space to Chatham Rail Station, encompassing Military Road and the intersection with the High Street. The Chatham Waterfront Civic Space is a key area for Chatham, with various landscapes and functions that allow for a range of development opportunities. This area has a busy footfall attributable to the Bus Station and the Pentagon Shopping Centre, which is intensified by the proximity of the High Street and Chatham Rail Station. Footfall will increase further with the installation of a digital Big Screen on the Waterfront Pumping Station, as the area will have increased appeal as a leisure destination. The Paddock area is a key asset as it forms an informal focal point for young people taking part in a wide variety of activities. The key aim of this future Master-plan is to develop and integrate the focus area into the wider environment in order for it to become well connected, but at the same time assure its own identity as a central destination. The wider area has often been divided into different ‘quarters', each one with a different focus.
