The selected consultants must be experienced in undertaking Employers Agent Services on a variety of new build refurbishment and regeneration projects. Services may include (without limitation) drafting project plans, managing site acquisition, building and scoping design and planning services, procurement of developers, preparing employer's requirements and tender documentation, acting as Employer's Agent/Client Representative under the Building Contract/Development Agreement, managing handover, benchmarking performance and organising post project completion reviews. The Framework will be divided in to 2 lots; each Lot will be awarded a non-exclusive Framework Agreement. 1 consultant shall be appointed for each Lot. The same consultant will not be appointed for both Lot 1 and Lot 2. Lot 1 is for a Strategic and Project Employer's Agent to oversee the implementation of the development programme and Lot 2 is for a Project Employer's Agent to be employed on a project by project basis to fulfil the role of Employer's Agent/Client Representative under the Building Contract/ Development Agreement. The Strategic and Project Employer's Agent will be required to fulfil the role of Project Employer's Agent on individual projects. In September and October 2016 work was carried out to integrate a number of asset datasets for drainage items in to one asset list for Cumbria. This was provided to a supplier to use as part of an additional winter cleanse contract. As part of this contract the supplier clarified the asset items and added additional asset items discovered to the inventory. The revised inventory therefore represents the latest information on the network showing 134,933 gully assets. Dedicated software has been introduced to manage the gully and drainage assets. This software, provided by KaarbonTech systems, provides the authority with central access to the inventory, cleansing information and oversight of the field operations. The Highways Strategy has identified that the drainage inventory is critical for developing our asset based approach. This is a need to review and update the remaining asset inventory. Additionally, there is limited knowledge of the pipework and connections the gully network utilises. There is only very limited information on existing culverts and chambers on the network.
