A Framework agreement will be set up for The University of Cambridge with the intention of delivering a large prorportion of the Programme of Capital Works covering major and minor construction projects and refurbishments. Duration of the framework agreement in year (s) 5 extended as a 2 + 1 + 1 + 1. This will be for certain types of work set out in more detail in the Pre-qualified questionnaire which will be sent to participants of the PIN on various lots. The provision will be for Professional Services (consultancy and construction) to support works which could include specific developments of laboratories, offices, housing and commercial build. Projects could be located on one or more sites in Cambridge and surrounding area. The specific projects that may be procured under this Framework Agreement cannot be clearly defined at this stage. The Framework will be divided into the following Lots. Lot 1 Cost Manager including Supervisors Role with the Option of a Principal Designer Lot 2 Project Management including Supervisors role with the option of a Principal Designer Lot 3 Architectural Services with the option to act as a Lead consultant, Acoustic Consultant and Landscape Consultants. Lot 4 Principal Contractors A further PIN will be published to conduct a ‘Soft Market Test’ for Building Services Engineers incorporating Structural and Civil Engineers, Electrical Engineers and Mechanical Engineers and Building Management Systems Engineers. LOTS will be subdivided into value to encourage Small and Medium Enterprises to participate. The timeline on the PQQ process on the Lots is not defined and will not be published until this PIN closes. The University reserves the right to fast track some defined Lot's, alter the Lot titles and also stipulate a maximum number of Lots that can be applied for within the framework at the Pre Qualification Stage. Estates Management supports the University's capital project plan that supports ambitions to develop research facilities, accommodate increasing numbers of graduate students and make better use of its current accommodation. The estate is currently valued at 1 900 000 000 GBP (Insurance Replacement Cost) and its broad and complex nature presents many demanding challenges, for example some buildings are 800 years old, Grade I Listed and protected by English Heritage, whilst others are new with highly sustainable building fabrics and state of the art buildings management systems.

The Cambridgeshire and Peterborough CCG are commissioning a CCG-Wide Minor Eye Conditions Service from a single provider that will sub-contract with local Optometrists to provide the Minor Eye Conditions Service from their Optometrists Practices (Opticians). Referrals will be received from GPs, Optometrists, Secondary Care Providers, patient self-referrals. Patients can be signposted to the service from GPs, MIUs, Emergency Eye Services, 111 and other relevant services.

The Conditions that will be seen and treated in this service are all Minor Eye Conditions that do not need to be treated within a Consultant led setting. All the conditions treated fall within the core skill set of the Optometrists. Additional accreditation will be mandatory prior to providing the service. 15 Expressions of interest from local Optometrist practices CCG-Wide to provide the service will need to be submitted as part of the Tender response.

The contract is for three (3) years with no option to extend. The total estimated value of the Contract is 645 000 GBP and the indicative activity for the service is set out in the tender documentation.

·         Part refurbish & part replace the existing heating distribution

·         Replace or refurbish the existing fan convector units

·         Refurbish the existing AHU’s

·         Refurish the existing DHWS & CWS distribution

·         Modify the controls to suit

The work will be undertaken in phases over a period of three years.

The Department will employ an engineering consultant to design, specify & oversee the works.

Both of these sites may require specialist sub-contracts contractors & minor builders work to access the services & complete the replacement or refurbishment.  It is expected that the appointed M&E contractor will act in the role of main contractor with responsibility to co-ordinate & manage sub-contractors as required.

The appointed M&E contractor will be responsible for commissioning new equipment & ensuring the continued operation of existing services during the works..
