GENERAL PROCUREMENT NOTICE
Road Sector Development Project

The Government of Ukraine has applied for financing in the amount of US$560 million equivalent from the World Bank toward the cost of the Road SectorDevelopment Project, and it intends to apply part of the proceeds to payments for goods, works, relatedservices and consulting services to be procured under thisproject.
The project will include the following components:
Component 1: Road Rehabilitation andSafety Improvement
Rehabilitation and safety improvement of selected sections of the M03 highway, including road infrastructure such asbridges, interchanges and bypasses, site supervision of all civil works, acquisition of equipment, and financing the cost of anyland acquisition and resettlement necessary for execution of the foregoing works.
Component 2: Maintenance of Core National RoadCorridors
Maintenance ofselected sections of core national road corridors, including road infrastructuresuch as bridges, interchanges and bypasses,improvements for road safety, design and site supervision of all civil works.
Component 3: Network Managementand Development
This component will finance institutional support to implementation of road management reform and cover the followingareas:
3.1 Preparation andimplementation of an integrated road safety and network management system including a system for tolling, weigh-in-motion systemfor axle load control and automatic speed enforcementcameras
3.2 Provision of institutional capacity buildingsupport for maintenance management
3.3 Provision of support for the preparation of feasibility studies, detailed design and bidding documents and associated socialand environmental safeguards documents and instruments in compliance with the Bank's Safeguards Policies for selected priority roadimprovement schemes including, sections of the Lviv toKherson road.
3.4 Provision of Project management and implementationsupport including, inter alia, the carrying out of technical audits, safety audits,financial audits, and of design reviews, all through provision of technical assistance required thereforand the financing of Incremental Operating Costs.
The following goods, works and consulting services will be procured under the project:
Road improvement (reconstruction, capital repair, construction) between Kiev and Kharkiv to motorwaystandard including civil works for the improvement of selected sections on M03 highway. The roadwill be built to a category 1standard which is a four lane divided highway with high safety specifications including central crash barriers and side crashbarriers where required. The project will finance allnecessary road infrastructure such as bridges, interchanges and bypasses, andfinancing the cost of any land acquisition and resettlement necessary for execution of the foregoingworks.
In addition, the maintenance on approximately of 840 km of the country's most strategic road network isenvisaged. This will include the M-06, M-07 and M-03 sections, which are the main international and domestic corridors. These roadshave been improved over the last decade and are generally in good or fair condition. This will be done through 5 year performancebased maintenance contracts, the objective of these contracts is to maintain the roads in good condition through regular routinemaintenance, timely periodic maintenance and necessary road safety improvements.
2. Consulting services:
- Construction supervision services for road improvement contracts;
- Project management services for OPRC maintenance contracts;
- Consultancy Services for Network Management andDevelopment.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans andIDA Credits, dated January 2011 and revised July 2014, and is open to all eligible bidders as defined in the guidelines.Consulting services will be selected in accordance with the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, dated January 2011 and revisedJuly 2014.
Specificprocurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB)procedures and for contracts forconsultancy services will be announced, as they become available, in UN Development Business andalso on the web site of the State Road Administration of Ukraine.
