ROAD SECTOR DEVELOPMENT PROJECT.

OBJECTIVE:Social Engagement IssuesSpecialistshall makearrangements to: ?) establishing effective communication between the Project management group, local road services and World Bankthat provides financing for the Project, and ??) development and launch of engagement management strategy in interactions withlocal communities and local authorities in order to take into account their opinion throughout this Project realization, to respecttheir rights and toprevent social tension.
Ukraine has receivedfinancing from the International Bank for Reconstruction and Development (IBRD) underthe Loan Agreement ? 8549-UA (US$ 560 million) towardthe cost of Road Sector Development Project (hereinafter ?Project).
Project will be implemented under general supervision of State Road Agency of Ukraine (hereinafter ?Ukravtodor). Ukravtodor created a Project Implementation Unit (hereinafter ? PIU) for day-to-day management and coordination of theProjects financial management, reporting and other Project related activities. PIU shall be responsible for general coordination ofactivities and reporting under the Project.
Implementation of the Project shall be regulated by the Decree No.70 of the Cabinet of Ministers of Ukraine"On the Procedure of Initiation, Preparation, Monitoring and Implementation of Projects of Economic and Social DevelopmentofUkraine Supported by International Financial Organization" dated 27.01.2016, other legal acts of the Cabinet of Ministers ofUkraine, orders of Ukravtodor and Project Operations Manual.
The main areas of responsibility will be:
(a) diagnostics of current problems in the areaof cooperation with local communities where the Project is realized by means of social studies
(b) key stakeholder groups and affected groupsidentification
(c) development of systematic approach to thecooperation with key stakeholder groups for building a constructive dialogue;
(d) Assist PIU and regional administration in safeguardsplanningand implementation;
(e) Ensure all subprojects are properly screened and categorized; and for sites requiring Landacquisition and resettlement. SupportPIU in carrying out social impact assessments and preparation of resettlement plans (RPs)following the Resettlement Framework prepared forprojects implemented by Ukravtodor;
(f) Assist the PIU in tracking safeguardscompliance, identifying breaches in compliance, and formulating corrective action plans as required;
(g) Plan and implement consultations with the project affectedpeople and other stakeholders in accordance with the World Bank's Safeguard's Policy and Ukrainian resettlement policies;
(h) As part of the annual work plans, prepare communications planfor disseminating information on consultation, design, construction activities throughout the project area;
(i) work with the government's and the Bank'sofficials to gather and analyze data and statistics needed for social monitoring of the current situation aimed at preventingcommunication crises and impairment of the rights of local communities;
(j) development of standard procedures ofcooperation between the parties, getting feedback from the representatives of local communities;
(k) organization of public hearings to discuss Project decisions,public access to results of such hearings and getting the feedback from the community's representatives
(l) prepares analytical reports for the Bank;
(m) closely coordination with the Bank's team, PIU and local road services too share ideas/bestquality practices and ensuring, that systematic issues have detected and addressed as needed
(n) performs otherassignments as required under the Projects;
(o) Ensure all grievances are registered, and records are kept on how grievances were resolved.Provide section on GRM implementation for incorporation in semi-annual reports on safeguards implementation to PIU and WorldBank.
Social Engagement Issues Specialist providesthe services directly in the PIU premises.
Social Engagement Issues Specialistwillreport to Ukravtodor and also to PIU.Social Engagement Issues Specialistis required to complete monthly time sheetsto identify thetime spent.
? Workplace equipped with PC and telephone;
? Access to Internet, photocopier, printer and scanner;
? Projects related documentation;
? Relevant Bank documentation.
REQUIRED EDUCATION ANDQUALIFICATIONS
? Should have post-graduation in social development or equivalent with extensive experience inworking with communities, community mobilization, conducting social studies of public opinion and social monitoring;
? At least 5 years of experience in the areaof social communications, PR and social engagement
? Successful cases on work with publicopinion
? Fluent English, and in Ukrainian language,including knowledge of social impact terminology relating to the Project;
? Experience and Knowledge social engagementissues and Policies in projects of internationalagencies, international financial and donor organizations will provide an advantage;
? Advanced level of PC skills, knowledge andpractical skills of using standard MS packages (MS Word, Excel, Power Point), emailand databases;
? Experience working on the social issues(including gender, citizen engagement/beneficiary feedback) of development projects, preferably infrastructureprojects.
? Strong communication skills with bothgovernment partners and communities (rural and urban). Experience working in a variety of sectoral contexts (e.g. transport,infrastructure) in both project design and implementation.
? Experience in conducting public events (round tables, public hearings, trainings) all overUkraine
PLACE, DURATION ANDREMUNERATION
The services shallbe provided in the city ofKyiv until December 31, 2018 with possibility of extension. The services will be providedon a full-time basis.
