The Fleet Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to solicit on a 100% small business set-aside basis for sales consultation services and training materials in support of recruiting training for the Navy Recruiting Command, Millington, TN. These services include providing recruiters with consultative problem-solving, face-to face sales situations, and taking the recruiter through the steps of the sales cycle. Professional sales methodology (of which NRC will require Government Purpose Rights) is required to properly train and equip the Career Recruiter Force to manage and deploy a diverse group of recruiters (sales people), assure that standard and consistent recruiting skills are used in the field, and to employ advanced management skills such as coaching for continuing professional development/success of the recruiter force. The curricula to be procured under this acquisition includes all training materials required to conduct classroom, virtual, computer-based, distance instructor lead, and/or blended training, e.g., instructor lesson plans, student guides, slide presentations, job aids, video, exercises, role-plays, case studies, and skill reinforcement aids. The period of performance for this contract will consist of a base period of 12-months with four 12-month options totaling 60 months if all options are exercised. The Navy intends to solicit for a Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract. Interested vendors will be asked to submit cost and technical proposals and will be evaluated on a best value basis with technical more important than price. Solicitation N00189-11-Q-Z039, with its respective amendments, will be available to download at later date at the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil). The applicable NAICS code for this requirement is 611430 and the Small Business Size Standard is $7.0 million. The proposed contract is 100% set aside for small business concerns.
