Assignment Title: Performance and Value Chain Analysis of Selected Sectors
Reference No. (as per Procurement Plan):2A.2.5.2
The Republic of Serbia has received financing for a loan from the World Bank (WB) toward the cost of the Competivenessand Jobs Project (Project) andintends to apply part of the proceeds for consulting services.
The Project, aims to improve the effectiveness andcoordination of selected public programs to alleviate constraints to competitiveness and jobs, including investment and exportpromotion, innovation, active labour market programs, labour intermediation, and activation of social assistance beneficiaries. This Project is implemented by three ministries ? the Ministry of Economy (plus itsdevelopment agencies), Ministry of Education, Science and Technological Development, and Ministry of Labour, Employment, VeteranandSocial Affairs. The central institution responsible for coordination of the project is Public Policy Secretariat (PPS) with theassistance of Project Implementation Unit (PIU) established in PPS, as a technical coordination unit of the project. PPScoordinates the gathering and processing of the results of monitoring, reporting, fiduciary functions and safeguard procedures inclose cooperation with the institutions participating in the Project. Ministry of Economy is responsible for the achieving resultswithin Component A2. This Component supports implementation of the program for investment and exportpromotion.
Objective of the Assignment
The overall objective of the assignment is to create a knowledge foundation within theMinistry of Economy by conductingevidence-based and well-targeted sectorial analyses. This assignment aims to improve the targeting of employment generation,competitiveness enhancement and investment attraction in Serbia by improving the information base and tools on which suchinterventions rely. The information produced by this assignment willhave immediate application in the day-to-day interventions, butalso in longer-term policy design of Ministry of Economy and agencies that are operating under the competencies of the Ministry ofEconomy.
Inorder to implement this Scope of Work and achieve set objectives, the Consultant will implement its activities in closeharmonization with other activities implemented by other consultants, all working simultaneously on developing the strategicframework for investment promotion and export development. The Consultant will particularly closely cooperate and coordinate itsactivities with activities of experts working on the issues related to export development (Specialist for Policies for IncreasingExport and Positioning at Foreign Markets) and investment increase (Specialistfor Policies on Attracting Foreign DirectInvestments). These two consultants have proposed the most promising manufacturing sectors with apotential to drive a sustainablegrowth and development of Serbia's economy through enhanced international competitiveness and exporting activities. The finalselection of manufacturing sectors has been completed in cooperation with business sector at a Conference held on June 6, 2016. Thefour selected manufacturing sectors are: food processing industry, wood and furniture industry, rubber and plastics, machinery andequipment. In addition, due to time constraints, the Consultant is obliged to closely cooperate, coordinate, harmonize andimplement simultaneously its activities with the activities of the Consultancy firm engaged in development of sector policydevelopment strategies by providing input (sector performance analysis, and sector value chain analysis) for development of sectorpolicies. These analyses will also be used as baseline assessment in the work to be completed by the Specialist for Establishmentof the System of Internationalization of Serbian Economy and Specialist for Improvement of SMEE Competitiveness.
Experience and Qualifications
The Consultant needs to be highly qualifiedprofessional, creative and experienced firm or organization to develop Performance and Value ChainAnalysis for Selected Sectors. Inaddition to the organizational capacities and proven relevant experience, the Consultant's key staff is required to have individualexperience in the appropriate field. The assignment includes not only development of the Performance and Value Chain Analysis, butalso the clear articulation of the findings and directions in communicating to the key actors for their understanding and supportof these strategies/actions. The Consultant needs to have the capacity to assign a team of people that will work on thisassignment.The qualifications of presented staff supposed to be related to the assignment.
· Working experiencein thefield of conducting economic analyses ? at least 5, preferably10 years
· Proven experienceinconducting analyses of Serbia's real sector potentials, capacities, and competitiveness (focus on sectorial approach), preferablyfollowed by recommendations
· At least five references ofprevious work and/or experience under similar Scope of Workconducted during the previous 10 years
· Proven ability to easilyobtain data crucial for both quantitative and qualitative analysis ? primarily firm-level data (Serbian Business Register Agency),export data (Customs, Statistical Office of the Republic of Serbia), macro-economic and sectorial data (Statistical Office of theRepublic of Serbia), data for analysing global trends (access to international databases and other data sources)
· Already established network of branches orpartnerships with organizations on local level
Preferably 15 years ofprofessional experience in working with companies, municipalities, industry experts, academic institutions, internationalorganizations, and public administrationon economic development projectsPrevious experience insimilar projects, including performance and value chain analysis, and established knowledge in areas of economic development,project management, monitoring, and evaluationPrevious experience inmacroeconomic analysisand established knowledge about key macro factors of enabling business environment, such as institutions andinfrastructure, labour market efficiency, education and innovation, competition protection, attraction of foreign investments,inspections, etc
Preferably 8 years of professional experience in working with policymakers and other key stakeholderson economic development projectsPrevious experience in realsector of economyand established knowledge about key micro factors of success of enterprises, especially in at least two of thefour selected sectors - food processing, wood and furniture, rubber and plastics andmetal and equipment industries - with a focus on development programs and business strategies, production processes, newtechnologies, implementation of quality systems and standardsExperience in field workwith companies and municipalities.
At least 3 years ofprofessional experience in working with policymakers and other key stakeholders on economic developmentprojectsPrevious experience inconducting evidence-based, both quantitative and qualitative analyses of real sector of economy, especially in the areas ofagriculture, forestry and industry with a focus on internalization, competitiveness, and productivityPrevious experience inanalysing economy structure, potential for integration into value chains, and global trendsPrevious experience incritical success factor analysis and gap analysis.
Itis expected that the Consultant conducts allactivities and completesthe assignment in the period of twelve months upon the date of Contract signing. The estimated time effortfor the assignment is 700 man days for the period of 12 months.
The PPS nowinvites eligible Consulting Firms to indicate their interest in providing the Services.
Interested Consulting Firms should provide information demonstrating that they have the requiredqualifications and relevant experience to perform the Services.
Consulting Firms may associate with other firms in the form of ajoint venture or asub-consultancy to enhance their qualifications.
Expressions of interest from eligible Consulting firms/joint ventures (consortia) should specify thefollowing relevant information:
(i) Short introduction of the firm/joint venture (consortium);
(ii) Core business and years in business;
(iii) Qualifications in the field of the assignment (in case of a "joint venture (consortia)", such evidence isrequired for all members of the "joint venture (consortia)", while in case of a sub-consultancy, it is required only for theleading firm);
(iv) Technical and managerial organization of the firm;
(v) General qualifications and number of relevant key staff.

AConsulting firm will be selected in accordance with the Selection Based on the Consultants' Qualifications (CQS) method set outin the World Bank's Guidelines: Selection and Employmentof Consultants under IBRD Loans and IDA Credits& Grants by World Bank Borrowers January 2011 Revised July2014.
