Poland Green Economy Financing Facility for Leasing (Poland GEFF)

Assignment Start Date and Duration: The Assignment is expected to start in February 2017 and has an estimated overall duration of 18 months.

Project Description:

The EBRD has supported the development of the sustainable energy finance market in Poland since 2011 through Polish Sustainable Energy Financing Facilities (PolSEFF I and PolSEFF II), PolSEFF Leasing and most recently through Poland Residential Energy Finance Facility (PolREFF). The EBRD is now launching a framework operation of up to EUR 350 million of the EBRD financing for Green Economy Transition investments (GET) - Poland Green Economy Financing Facility ("GEFF" or the "Facility"). The Facility will be allocated to leasing companies and banks in Poland for financing of energy and resource efficiency, renewable energy, water and waste management projects and the promotion of high performance standards for technologies and services via intermediated financial instruments to support transition to a green economy (GET technologies and services). Under the Facility, the Participating Financial Intermediaries (PFIs) will provide financing for GET investments to eligible sub-borrowers: private sector businesses, including small, medium and mid-cap enterprises as well as private municipal service companies.

The Poland GEFF is highly additional and complementary to the recently approved Poland Residential Energy Financing Framework (PolREFF) that targets energy and resource efficiency improvements in the residential sector and will be the first EBRD facility focused on promotion of resource efficiency projects in Poland. The proposed Framework will capture the demand created under PolSEFF and PoSEFF Leasing but not satisfied due to end of both programmes. The Poland GEFF will help PFIs to continue to expand offering the equipment with higher performance standards. Leveraging on the knowledge and the product confidence built under PolSEFF and PolSEFF Leasing, the PFIs will be encouraged to further proceed with introduction of resource efficient projects without financial incentives whilst expanding the scope to include water efficiency and waste management and minimisation technologies in Poland.

Assignment Description:

The implementation of Poland GEFF will be supported by a dedicated technical cooperation ("TC") package separate from the already ongoing TC assignment supporting implementation of the PolSEFF II and PolREFF. The Bank now intends to engage a consulting company (the "Consultant") to support the implementation of Poland GEFF by carrying out a number of key tasks to establish and maintain an infrastructure to implement the Facility; undertake coordination work; and monitor and report on the proposed investments (the "Assignment").

The support delivered through the Assignment will be essential for the implementation of the Facility by raising awareness among PFIs and their clients of best available technologies and benefits of resource saving investments. The Assignment will therefore play an important role in developing and maintaining a necessary infrastructure that enables the PFIs and ultimate beneficiaries to quickly identify eligible assets. The Assignment shall enable the EBRD to record and report on the energy and resource savings achieved by the investments financed under the Facility. Furthermore, the Assignment shall enable the EBRD ensure that its procurement policies and rules are applied for investment projects that are subsequently implemented by private municipal service providers.

The selected Consultant is expected to provide the following services:

a) Establish an operational base in Warsaw and develop, maintain and update the operational tools, web-based tools, Operations Manual, related forms, documents, reports and work-flows adapted to the Facility;

b) Update, maintain and further populate the revised Technology Selector (formerly known as List of Eligible Materials and Equipment) that includes pre-defined categories of technologies with specific minimum technical and environmental characteristics proven to result in fundamental and straightforward improvements in energy, water and material efficiency;

c) Prepare a communication plan and promote the Facility through communication activities and establishment of the Facility website;

d) Identify industry sectors that may benefit from resource and energy efficiency technology upgrades with the purpose of further development and population of the Technology Selector;

e) Review all projects implemented by private municipal service companies and prepare statements by a certified procurement expert that the procurement process has been undertaken in accordance with the applicable procurement rules;

f) Liaise with the EBRD as necessary to monitor and report on the implementation of the Facility.

Status of Selection Process: Interested firms or groups of firms are hereby invited to submit expressions of interest.

Assignment Start Date and Duration: The Assignment is expected to start in February 2017 and has an estimated overall duration of 18 months.

Cost Estimate for the Assignment: EUR 295,000 (exclusive of VAT). Subject to availability of funding, the performance of the selected Consultant and the specific needs of the Bank the Assignment.

The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Funding Source: The Assignment is expected to be funded by the EBRD Shareholder Special Fund (SSF) and a bilateral donor. Please note selection and contracting will be subject to the availability of funding.

Eligibility: There are no eligibility restrictions.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with previous project experience related to:

1. implementation of similar facilities or assignments related to energy efficiency, water efficiency and waste management projects;

2. marketing and capacity building experience ideally with a financial services and financial products focus;

3. energy and resource efficiency financing (lending and leasing) expertise and good knowledge of the market for energy and fuel saving, water and material efficiency technologies, preferably in Poland.

The Consultant’s expert team is expected to include key experts as follows:

Key Expert 1: Project Manager with preferably 10 years or more previous professional experience in

· energy efficiency project management;

· project implementation planning including experience related to energy management, renewable energy, energy efficiency financing schemes; water efficiency and waste use minimisation and management;

· experience in public outreach and marketing;

· experience of working with banks in developing countries;

· language skills: Fluent in spoken and written English. Polish language skills are an advantage);

The Project Manager should demonstrate a good knowledge of the local market and the ability to cover wider geographical reach and capacity to mobilise experts quickly.

Key Expert 2: Engineer(s) with preferably 8-10 years (or more) previous project experience in leasing of energy efficiency, renewable energy, water efficiency and waste minimisation equipment; including a) experience of commercially-based sustainable energy projects financing and calculation of greenhouse gas emission reduction for such projects; and b) knowledge of EU, international and local relevant environmental standards in relation to sustainable energy. The Engineer(s) should be fluent in spoken and written English and Polish languages.

Key Expert 3: Communications and Marketing Expert(s) with previous project experience and skills in a) the development and promotion of web applications; b) marketing of financial products in cooperation with financial institutions and/or vendors; and c) fluent in spoken and written English and Polish languages..

Key Expert 4: Public Procurement Specialist with previous project experience in procurement of goods and works preferably in the energy/resource efficiency sector. The Procurement Specialist should have an in-depth knowledge of the Polish national procurement and concessions law and knowledge and experience of applying IFI procurement procedures and rules.

Key experts shall spend a minimum of 75% of their time in Poland. Any home-based activities shall require justification.

GISi teenused hõlmavad laiemas mõttes kõiki GISi etappe, nagu nõustamine, arendamine, tugi ning lauaarvutite, serverite, mobiilse tehnoloogia jaoks mõeldud GISi teenuste häälestamine ja hooldamine, samuti Frontexi muude GISiga mitteseotud süsteemidega integreerimine.

Wszelkie prace powinny odbywać się w uzgodnieniu i współpracy z Wykonawcą lub Wykonawcami zaangażowanymi w realizację usług dla poszczególnych projektów realizowanych w GUGiK, a także z organami administracji publicznej, jednostkami naukowo-badawczymi oraz innymi podmiotami prowadzącymi własne rejestry z zakresu tematycznego projektów (np. sieci uzbrojenia terenu, itp.)

Zadania:

1) Wsparcie w zakresie projektowania, rozwoju i utrzymania architektury SIG.

2) Opracowanie i aktualizacja założeń oraz dokumentacji projektowej w zakresie aktualnego i zmieniającego się stanu prawnego, w tym wprowadzanie zmian dotyczących założeń funkcjonalnych systemów realizowanych w ramach projektów.

3) Tłumaczenie w niezbędnym zakresie dokumentów z języków obcych na język polski i z języka polskiego na języki obce.

4) Wsparcie Zamawiającego w zakresie opracowania jednolitego modelu jakości dla danych zewnętrznych, które będą pozyskiwane w projektach oraz określeniu dopuszczalnych wskaźników jakości.

5) Wsparcie w zakresie organizacji przedsięwzięć.

6) Wsparcie w zakresie przeprowadzenia postępowań przetargowych, w tym m.in. dotyczących budowy i modyfikacji systemów oraz pozyskania, weryfikacji i konwersji danych przestrzennych i opisowych oraz narzędzi do kontroli jakości.

7) Wsparcie w zakresie nadzoru nad realizacją i wdrożeniem produktów projektów w tym m.in. dotyczących modyfikacji istniejących systemów informatycznych, narzędzi dot. metadanych, systemów zarządzania danymi oraz narzędzi do kontroli jakości.

8) Opracowanie i weryfikacja dotychczasowych założeń analitycznych, technicznych oraz wymagań funkcjonalnych poszczególnych elementów/produktów projektów.

9) Świadczenie pomocy prawnej w zakresie stosowania prawa przy realizacji projektów.
