Project management for smaller projects.
The contracting authority invites tenderers to a competition for a framework agreement for the procurement of project management, project work and construction management for investment projects.
The aim of the procurement is to cover the municipality's need for assistance with carrying out investment projects. The contracting authority normally has approx 30 to 50 active projects that range from concept choice reviews (KVU) to the construction of the facility/building. The investment budget for 2016 is approx. 250 000 000 NOK.
Project management in the early phase, until BP1.
Project management in the preliminary project, execution and guarantee phase, from BP1 until the end of the guarantee phase and project management in the engineering design phase (engineering design manager).
Construction management and SHA management (coordinator in the engineering design phase (KP), coordinator in the execution phase (KU) and the builder's representative).
The assignment includes project management for the construction of a new school/culture centre at Tangvall in Søgne municipality. See the specifications in the tender documentation's chapter 5.
The service provider shall ensure Statsbygg's requirements in connection with local supplementary project management.
The assignment's extent and limitations:
In this assignment, H140 Supplementary project management production, the service provider shall deliver project management and follow up contracts related to various parts of the Project manager — Production's organisation.
The Project manager — Production's organisation structure is presented in the attached organisation plan. An organisation chart that has not been approved/is being prepared is to be enclosed as these provide a more correct description of the organisation at the start of the internal work than organisation charts that are already approved.
In addition to project managers, Statsbygg also supplements follow up of the construction site with internal resources such as construction managers, Safety, Health and Work Environment — Coordinator Executor (SHA-KU), control engineers from Project Groups, staff functions such as progress planning and interface planner (ITB).

The objective of the procurement is to enter into framework agreement with 8 to 10 tenderers for project manager services in construction and property. The contract shall cover small and large maintenance projects, alterations and minor new constructions.
OUS estimates that the annual turnover for project management will be approx. 50 000 000 NOK to 70 000 000 NOK.

Oslo University Hospital Health Trust (henceforth also referred to as OUS) shall enter into parallel framework agreements for project management, building and construction works.
Investment projects are planned for a value of 700 000 000 NOK per year in the framework agreement period. The value of the project management is expected to amount to 10 % of this value.
OUS' projects are multifarious and various in relation to scope, duration and costs. The framework agreement shall cover the Contracting Authority's requirement for project management for the entire spectrum of projects. The requirement for project management services are related to OUS* construction projects properties and other projects in connection with OUS' administration and operation of the properties, as well as internal projects. The majority of the projects relates to construction projects.
The contract will include renovation projects, additions, new buildings, and repairs/maintenance. Many of the projects are technically complicated and require competence with works for hospitals in operation. 30 % of the existing buildings are also listed. The Municipal Undertaking for Educational Buildings and Property's projects are multifarious and various in relation to scope, duration and costs. The framework agreement shall cover the Contracting Authority's requirement for project management for the entire spectrum of projects. The requirement for project management services are related to construction projects at the Municipal Undertaking for Educational Buildings and Property's properties and other projects in connection with the Municipal Undertaking for Educational Buildings and Property's administration and operation of the properties, as well as internal projects. The majority of the projects (approx. 9 out of 10) relates to construction projects.
