Ministry for Foreign Affairs of Finland has planned minor refurbishment works to be implemented in the Embassy of Finland in Tokyo locating in the address 3-5-39, Minami Azabu, Minato-ku, Tokyo 106-8561, Japan.The refurbishment works comprise interior construction and decoration works, heating, ventilation, air-conditioning, plumbing and electrical installations.

The Ministry for Foreign Affairs of Finland wishes to conclude a services contract with a qualified expert for the project management of the above mentioned refurbishment works.

The scope of contract includes the project management tasks during the implementation of the refurbishment works as scheduling, coordination and control of the works, quality control and reporting about them to the Client.

The refurbishment works are scheduled to start in May 2016 and to be completed in November 2016. The contract for the Project Management is scheduled to start in April 2016 and end in November 2016.

The Framework agreement shall stay in force until the end of year 2018. The Balticconnector project is a gas infrastructure project aiming to interconnect the Finnish and Estonian gas networks in a joint project of Gasum and the Estonian gas transmission system operator Elering Gaas AS. The purpose of the procurement procedure is to award a framework agreement for the provision of engineering, project management and procurement services (hereinafter referred to as “EPM Services”) required for Pre Investment Decision (hereinafter referred to as “PRE-FID”) phase of Balticconnector project. Gasum Oy (“Contracting authority”) submitted a contract notice to the electronic database (www.hankintailmoitukset.fi and Tenders Electronic Daily TED) regarding Balticconnector Engineering, Project Management and Procurement Services (“EPM Services”) on 25th September 2015. Gasum Oy has announced its withdrawal from the Balticconnector project on 2nd October 2015. Simultaneously the Ministerial Committee on Economic Policy has announced that State of Finland will establish State-owned company whose mandate will be to implement Finland’s part of Balticconnector pipeline project. The Finnish Government has given the Prime Minister’s Office the mandate to establish the new company for the project on 8th October 2015. The company is called Baltic Connector Oy. Balticconnector pipeline project, according to the information available, will be continued without interruption. However, due to its withdrawal, Gasum Oy shall no longer be responsible for executing the framework agreement on EPM services to be concluded with the awarded tenderer. Instead, according to the press release by the Ministry of Employment and the Economy, the State-owned company shall be responsible for the execution of the Balticconnector pipeline project and, consequently for the EPM services framework agreement. Thus, the candidates participating in the procurement of EPM services should acknowledge that from now on Gasum Oy shall be acting on behalf of the State-owned company only as an intermediator and Gasum Oy will not purchase any of the services. Moreover, the candidates wishing to participate in the procurement procedure must adhere to the change of the contracting authority, i.e. the contract, if awarded, will be concluded with the State-owned company. If the procurement procedure is discontinued and the contract is not awarded for any reason whatsoever, Gasum Oy, Elering Gaas AS and the State-owned company shall not pay any compensation to the candidates or tenderers for participating in the procurement procedure. Therefore, the candidates submitting a request to participate accept, that no compensation, costs or expenses shall be paid to a candidate or a tenderer in case the procurement process is discontinued or there a decision on non-award is made. Due to changes mentioned above, it is decided that a supplementary contract notice will be published. Due to this the new time limit for requests to participate is 26 October 2015 at 12:00 p.m. (Midday, EET, Local time in Finland). No other changes have been made to the procurement documents.

The Balticconnector project is a gas infrastructure project aiming to interconnect the Finnish and Estonian gas networks in a joint project of Gasum and the Estonian gas transmission system operator Elering Gaas AS. Project planning support from the EU within the framework of the CEF program was agreed in May 2015. The Directive 2004/17/EC of the European Parliament and of the Council on the coordination of entities operating in the water, energy, transport and postal services sectors, (hereinafter referred to as the "Sector Directive ") and the Finnish Act (349/2007) on Public Contracts by Contracting Authorities In the Water, Energy, Transport and Postal Services Sectors (hereinafter referred to as the “Act on Contracts in the Utilities Sector”) were applied to this procurement. Balticconnector project is one of the projects included in the PCI list of the EU’s CEF program. Balticconnector project is currently in the development stage. The purpose of the procurement procedure was to award a framework agreement for the provision of engineering, project management and procurement services (hereinafter referred to as “EPM Services”) required for Pre Investment Decision (hereinafter referred to as “PRE-FID”) phase of Balticconnector project. Since there has been only one candidate who has met the pre-qualification criteria, Contracting Authority has decided to discontinue the procurement procedure under the provisions of the relevant national and EU law. Discontinuing the procurement procedure does not endanger the equal treatment of the candidates. A new procurement procedure with modified minimum requirements has been commenced by publishing a new contract notice on 25th September. The discontinuation decision has been sent to all participants on 15 September 2015.
