This Invitation for Expressions of Interest follows the General Procurement Notice for this project published in section “Procurement Opportunities” on the EBRD website on 20 January 2016.
Elektroenergien Sistemen Operator EAD (“the Employer”, “ESO EAD”) intends to use the proceeds of the Grant, provided by the Kozloduy International Decommissioning Support Fund (“KIDSF”), administered by the European Bank for Reconstruction and Development (“the Bank”), to cover the costs of the project for Construction of a new 400 kV power line from TPP Maritsa East 2 (s/s Maritsa East) to s/s Plovdiv (“the Project”). ESO EAD established a Project Management Unit (PMU) in order to manage, coordinate and monitor all aspects of the Project implementation.

The PMU Consultant shall assist the PMU during the procurement preparation and implementation of the Project through:
Status of the Selection Process: Interested Consultants are hereby invited to submit expressions of interest.
Assignment Start Date and Duration: The Assignment is expected to start in the second quarter of 2016 and the estimated total duration is 36 months.
Maximum Budget Available for the Assignment: EUR 90,000 (ninety thousand euro) (excluding VAT).
This Consultancy Assignment will be financed with grant resources from KIDSF and shall be free from any and all taxes, custom duties or other fees or mandatory payments arising in or as a result of performance of services in the country of the Assignment (Bulgaria).
Funding: The contract will be financed from a grant from the Kozloduy International Decommissioning Support Fund (“KIDSF”).
Eligibility: Consultant selection will be carried out in accordance with the EBRD Procurement Policies and Rules and will be open to firms from any country. The proceeds of the KIDSF Grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Employer's country.

The Expression of Interest should not exceed 30 pages.
One (1) original and two (2) copies of the Expression of Interest – in English language and an electronic copy, shall be submitted to ESO EAD in an envelope marked: EXPRESSION OF INTEREST for PROJECT MANAGEMENT UNIT CONSULTANT ON THE IMPLEMENTATION OF PROJECT “New 400 kV power line from s/s Plovdiv 400 KV to s/s Maritsa East 400 KV”, not later than 12 May 2016, 14:00 local Bulgarian time.

The selection will be made from the responses to this notification only and based on the evaluation of the short-list firms’ proven experience and current expertise related to the assignment. Short-listed Consultants will not be asked to submit proposals. Only the highest-ranked Consultant will be requested to submit technical and financial proposals, if invited to negotiate the contract, subject to availability of funding.
A firm (and/or its associates and affiliates) selected for this consultancy assignment, will be requested to limit its role to that of Consultant and disqualify itself from work in any other capacity except that of consulting services for follow on services within the Project.
