This is a combined synopsis/solicitation for services in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. The United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) located at the United Nations Buildings in Bangkok, Thailand is seeking the expression of interest of a Consultant firm for the implementation of a Project Management Office (PMO) to establish, set up and facilitate the implementation of the ESCAP PMO, including developing the PMO guidelines, gaining stakeholder agreement to the project plans, and developing a Microsoft Server plan and monitoring tools to support the execution of the ESCAP Administration Projects including multi-million and multi-year architecture/engineering capital projects and global service delivery projects. ESCAP Administration requires the set-up of a PMO to do thorough planning and analysis prior to project initiation. ESCAP requires project controls that closely monitor, manage risks, identify and provide timely, efficient and effective solutions to issues. The Consultant firm shall manage the implementation of the PMO and supply the skills necessary for the Project and Program Management including the Management of the project Scope, Schedule, Budget, Quality, Procurement, Risk, Change, Requirements and Monitoring. In particular, the Consultant firm shall provide Risk Mitigation, Project Planning, and incorporate processes into the PMO to ensure the success of the PMO.
