The Government of Balochistan has received a Grant from Pakistan Partnership for Improved Nutrition Multi-Donor Trust Fund (PPIN), administered by theInternational Development Association (IDA) forimplementing Enhanced Nutrition Programme for Mothers and Children through BalochistanNutrition Programme, Department of Health. The overall objectives of the Balochistan Nutrition Programme for Mothers and Children (BNPMC) is to improve thenutritional status of children under five years and that of pregnant and lactating women by improving the coverage of effectivenutrition interventions with a priority focus on malnourished amongst the poor and other disadvantaged, including women,nutritionally vulnerable groups, ethnic and religious minorities, and socially marginalized occupational and settler groups inseven (07) districtsnamely; Panjgoor, Nushki, Zhob, Killa Saifullah, Kohlu, Sibi and Kharan of Balochistanprovince.
As part of the Project, the services require development and implementation of aCommunication and Public Information Campaign for improving nutritional behaviors and practices, witha focus on the importance ofimproving maternal nutrition as well as infant and young child feeding practice, The social and behavior change communication will be targeted to various audiences. The task includes the development anddelivery of a defined and effective package of services focusing Social and Behavior Change Communication (BCC) for various targetgroups.
BNPMC invites eligiblefirms/joint ventures of firms to indicate their interest to develop & implement the Communication Strategy & undertake thePublic Information Campaign as mentioned inthe Terms of Reference. Firms those who have not valid registration with APNS, PID andPBA will not be entertained.
Interested Firms must provide documentary evidence in support offollowing parameters indicating thatthey are qualified to perform the services :-
IncorporationCertificate for National firms/Organizations/Communication Institutions only (from Security Exchange Commission ofPakistan);Two page note clearlymentioning providing an understanding of the task and an outline for of the planningand execution of the foreseen Social andBehavior Change Communication and Public Information Campaign for improved nutrition andhygiene, in the above said selected districts;Have experience of working infield of strategic social and behavior change communication for at least seven (07) years;List of last 5 years similarprojects implemented along with duration of project, total funds, audience and certificates/award if anyList of key staff along withsigned CVs proposed forexecution of this assignmentDetails of In ? houseresources/production capacity;Evidence/address and contactperson for showing Organizational presence at Provincial Level;Media industryaffiliations;List ofAssetsCopies of last three yearsannual Audit Reports
Consultants are encouraged to provide only materials mentioned aboveand to avoid submitting generic promotional material.Firms/Organizations may make association(s) or Joint Ventures (JVs) to enhance their qualifications, however, Lead Firmmust beclearly mentioned in the EOI. In case of Joint Venture, experience of all the firms in the JV will be considered for evaluation.Incase of JV, a legal agreement may be provided stating roles and responsibilities of each JV firm.
The selection of firms shall be made in accordance with the proceduresset out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, (January 2011) throughQuality and Cost-Based Selection (QCBS).

Or through email. Expressions of interest must be delivered to the address belowby 10th May, 2016, during office hours (9Am to 4:00PM). Failure toprovideeither of above said documents will debar firms/bidders from the process.
