DETAILED ENGINEERING DESIGN, COST ESTIMATION ANDPREPARATION OF BIDDING DOCUMENTS FOR CONSTRUCTION, PROCUREMENT OF GOODS AND CONSULTING SERVICES
The Department of Transportation and Communications (DOTC) will develop and construct the first Bus RapidTransit (BRT) system in Metro Manila that will run from Quirino Highway to Manila City Hall, passing along Quezon Avenue(27.7 km). The projectaims to provide faster journey times through a higher quality mass public transport system. The corridor isof strategic importance, not ony because of its high volume of travel, but also because of its connections with Light Rail Transit(LRT) 1, Metro Rail Transit (MRT) 3 and the Philippine National Rail (PNR). This is a transport system with around 300 buses andwill serve an estimated 279, 476 daily total passengers when it will be launched in 2018. There will be 32 stations alongthecorridor and a bus will be made available at each station every two to five minutes.
In addition, the Republic of thePhilippineshas received financing from the World Bank toward the cost of the Cebu BRT Project, and intends to apply part of theproceeds to fund the Consulting Services for the Detailed Engineering Design of the Manila Bus Rapid Transit project. TheConsulting Services will provide expertise for a period of four (4) months covering Detailed Engineering and Design, CostEstimation and Preparation of Bidding Documents for Construction, Procurement of Goods and Consulting Services.
In light ofthis, DOTC now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. InterestedConsultants should provide information demonstrating that they have the required qualifications and relevant experience to performthe Services. Theshortlisting criteria are as follows:
a) experience of the consulting firm in constructiondesign for the last ten (10) years prior to the issuance of the Request for the Expression of Interest;and
b) have entered into and completed at least two (2) similar contracts for the last five (5)years.
The attention of the interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines:Selection and Employment of Consultants [under International Bank for Reconstruction Development (IBRD) Loans and InternationalDevelopment Association (IDA) Credits & Grants] by World Bank Borrowers, Selection and Employment ofConsultants, January 2011,(Consultant Guidelines) setting forth the World Bank's policy on conflict of interest.
Consultants may associate withother firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will beselected in accordance with the Quality-and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
