Specialist Position (individual Consultant)
CEBU BUS RAPID TRANSIT (BRT) PROJECT
The Philippine Government through theDepartment of Transportation and Communications (DOTC) has embarked upon a program of development and implementation of Bus RapidTransit (BRT) in the Philippines. The development and implementation of BRT in the Philippines, beginning with the Cebu BRTProject, is supported by the World Bank with additional funds provided by the Clean Technology Fund (CTF)and the PhilippineGovernment
The Cebu BusRapidTransit (BRT) system will operate along both a dedicated transitway and in mixed traffic segments (using transit priority andimprovements at intersections where possible). The Project Corridor is about 23 km long from Bulacao to Talamban, including SouthRoad Properties (SRP). This system is expected to open during 2018, and carry 330,000 passengers in its opening year, the majorityof whom will be existing jeepneyriders upgrading to the new service. The project also includes Area Traffic Control (ATC) systems,traffic engineering, intelligent transportation systems, urban realm enhancements, project management, outcomemonitoring, and BRTconcept dissemination
It isproposed to engage an individual consultant, a procurement specialist, to support the Cebu BRT ProjectImplementation Unit (PIU) duringthe implementation. The specialist will undertake the following tasks:
Review and update the Procurement (sub) Manual under thePIP;Formulate a Procurement Work Plan for the project with time-bound actions and coordinate accomplishment ofkey procurement actions;Provide assistance to PIU staff on procurement undertakings for theproject, such as but not limited to: procurement planning, preparation of bidding documents/request for proposals, procurementconferences, evaluation, awarding and contracting under the Loan Agreements and PIP;Ensure all procurementsare conducted in accordance with the relevant procurement guidelines and proceduresHelp design a servicecontract procurement approach that can provide meaningful preference in the bidding process to existing operators, so asto enablethem to become active participants in and supporters of thenew transport system
The Cebu BRT shall be implemented by the Project Implementation Unit (PIU) to be supported by theNational Project Management Office (NPMO). The DOTC Procurement shall undertake all procurement activities. The ProcurementSpecialist shall be reporting to the officer in charge of procurement.
The consultant will have the following specialization and expertise: 1. Bachelor's degree in law orengineering or management or any related fields (master's degree will be an advantage); 2. minimum general procurement experienceof ten (10) years with at least three (3) years' experience in internationalcompetitive procurement of works, goods, and consultancyservices using guidelines of international financing institutions (i.e. WB/ADB/JICA).
The contract is for 12 person months on a full time engagement, over a 12calendar month period and shall commence seven (7) calendar days upon the receipt of Notice to Proceed (NTP).
The DOTC now invites eligible individuals ("Consultants"), local or internation, to indicate their interestin providing the Task. Interested individuals should provide information demonstrating that they have the required qualificationsand relevant experience to perform the Tasks by submitting their Expression of Interest ("EOI") and Curriculum Vitae("CV").
