About DIFI

Direktoratet for forvaltning og IKT (Difi) develops, administers and operates several IT systems, including joint national components. The responsibility for this work comes under the Department for IT Operations and Development (IDU). IDU is divided between two locations, Oslo and Leikanger. The development projects are primarily carried out in 1 or both of these locations.

IDU is involved in the entire life-cycle of the IT systems in Difi, from the early requirement specifications to operation and administration. This work involves, amongst other things: Strategic further development of IT systems, requirement specifications/advice for specifying requirements, design and architecture of IT systems, programming, technical testing, technical documentation, administration of IT systems, including troubleshooting and error recovery.

The work with the development of IT systems is organised as a project with methods from flexible and test driven development and dev-ops. We work in accordance with the ITIL principles for operation and follow-up.

Development happens with internal capacity in combination with hired consultants. Our need will vary between increasing internal development capacity and obtaining expertise when we do not have this ourselves.

DIFI's IT systems

Difi has a broad portfolio of IT systems that cover many different purposes and requirements.

Difi develops and administers joint national systems on behalf of the Ministry of Local Government and Modernisation (KMD), for example, the ID-port, the contact and reservation register and systems within e-commerce/e-invoices (ELMA). We have an internal development teams that work on this with flexible methodology. The teams solves assignments from the joint components' development portfolio, including both new development and the administration of existing systems.

Difi also administers and develops a number of services, guidelines and portals that are aimed at inhabitants and public administration. Examples of such services are data.norge.no, anskaffelser.no, kvalitet.difi.no and difi.no

In addition Difi has several internal IT systems, both self-developed and off-the-shelf products, which shall support different work processes in Difi. Work is being carried out to integrate, further develop and adapt the internal IT systems in order to get more efficient utilisation.

Difi has a clear focus on information security, universal design and availability on the different platforms. Our systems shall be available for everyone through universal design and it shall be possible to use them on tablets and mobiles.

The length and extent of the purchasing system.

This is a permanent purchasing system that will run until DIFI chooses to end it.

The need for the service is expected to be approx. 6 250 000 NOK excluding VAT. The estimate is based on historical figures and the previous need. There is no procurement obligation and there can be large variations in the extent from year to year. The contract is subject to budget changes in the framework agreement period.

The preliminary project phase will be carried out in 2 stages..

The service in the preliminary project phase shall be carried out in the period 2nd quarter of 2017 — 3rd quarter of 2019. Most of the service will be carried out up until 3rd quarter of 2018, but with an extended preliminary project period due to the expected time for the city planning matter. The matter is expected to be dealt with politically in the 4th quarter of 2019.

The contracting authority has an option to extend the contract for the execution phase on the same terms.

The competition is for the procurement of an engineering design group and a planning consultant. See the attached performance description in annex 1 for further details on the assignment.

Background:

KVU and KS1 were the decision basis for the city council matter 1088/16, in which a decision was made to implement the preliminary project phase for a new large city emergency doctor surgery. The documents indicate an investment need of approx. 4 000 000 000 NOK. Omsorgsbygg has the builder role (operative executor) in the project.

As Omsorgsbygg was not involved in the process before the KVU and KS1, Omsorgsbygg carried out an independent assessment in autumn 2016 of the matter's actual sides, with assistance from Metier AS.

Omsorgsbygg has, with assistance from Metier, prepared a governing document for the preliminary phase document. The governing document provides an overview of the central conditions of the project and shall clarify the project's aim, frameworks and prerequisites, see annex 5.

Omsorgsbygg would like to carry out the preliminary project phase in 2 stages:

— Stage No 1 involves updating programme documents and carrying out a sketch document (with the subsequent new calculations and uncertainty analysis). This is to ensure a sufficiently ‘mature’ project before the engineering design services are started at preliminary project level. This is planned to be carried out in the 3rd quarter of 2017.

— Stage No 2, with ordinary preliminary project work, starts, according to the plan in the 4th quarter of 2017, with the expected completion during the 3rd quarter of 2018. When the preliminary project, including the governing document for the construction phase, has been prepared and KS2 has been carried out, a decision can be made on commissioning the construction phase.

The completion date in the KVU document is set to 2022. Omsorgsbygg considers that 2023 is now more realistic than 2022, based on the current uncertainty regarding, amongst other things, the development process. However, if the development work can be done quicker than what Omsorgsbygg assumes in this first analysis, the completion date can also be earlier.

On behalf of Client, KA (Kirkelig arbeidsgiver- og interesseorganisasjon), COWI hereby invite laboratories to bid on carrying out a series of fire tests to verify performance of current, modified and new fire control systems for exterior and interior protection of, primarily but not limited to, 19th century churches in Norway. These tests cover water based systems for suppression or extinguishing.

The specification for this procurement contest is based on a previous investigation on the potential of modifying or designing new fire control systems to fit needs of this category of church buildings. Procurement procedure is ‘competitive dialogue’ as of EU ruling August 2016: Negotiations shall be held with each tenderer prior to price bids.

Test series may be performed indoor or outdoor, or mixed. Most tests shall be done with a full scale façade test rig while flashover/post-flashover tests shall require a suitable enclosure. Estimated number of tests are 20 indoor, 10 ‘out-door’, 5 flashover/post-flashover and 15 no-fire tests (spray coverage etc.).

Contractor shall collaborate with COWI on detailed plan for execution of tests. COWI shall make separate supply contracts with system providers of specimens.

Along the large main waterways in Eastern Norway, comprehensive flood safety systems for protection of the infrastructure, the settlement and the agricultural land were established in the period from 1960 to 2005. The systems are currently protecting major social values, but the Norwegian Water Resources and Energy Directorate (NVE) is lacking an overview of the conditions on most of them. The systems' age call for systematic inspections, in order to present a foundation for more extensive maintenance and potential upgrades.

The contract in this tender notice involves the collection of data and status registration for 20 flood protection systems and 14 pumping stations in the Eastern Region. The assignment will include archive search, field work and contact with the municipalities/landowners. Information shall be presented about the technical conditions of the systems, specific current protection measures, the current safety level/pumping capacity, development plans, as well as inspection/emergency routines related to the systems.

The contract also involves an assessment of upgrading requirements, safety level recommendations in connection with potential upgrading and a cost estimate thereof for the involved systems. If relevant, an assessment shall also be made on where the emergency overflows should be located.
