Difi's aim is to give good and concrete guidance in green procurements. In 2017 we will develop a technical system for concrete environment guidance and a set of criteria. This shall be launched with content in the fourth quarter of 2017. We need assistance to develop this content. In particular, we need assistance for the development of a set of criteria for buildings and transport and evaluation models and tools.

The procurement consists of three separate deliveries. Tenders can be submitted for one or more of the lots. Difi will set high requirements for expertise within the following contract areas:

1. Development of a set of environment criteria and guidelines for transport.

2. Development of a set of environment criteria and guidelines for buildings, sites and property.

3. Development of evaluation models and tools.

Background:

Public transport procurements or procurements that involve transport have an impact on the environment that we would like to minimise. Technology is developing fast and we now have electric ferries, electric buses and other vehicles with different forms of more environmentally friendly propulsion technology. We cannot predict future transport needs or technology, but a combination of different systems must be used to reach the environmental targets. Public services such as public transport, district nursing, patient transport, waste collection, road maintenance and winter stand-by ought to front and influence this development. There ought to be concrete requirements for, amongst other things, energy use and emissions.

The content of the assistance:

Difi will develop a set of environment criteria within transport during 2017 and 2018. A minimum of one set of environment criteria is planned to be completed for the fourth quarter of 2017. The first set of criteria that shall be developed will be within the light vehicle category. Other areas that can have sets of criteria developed are transport services (CPV code 60000000), waste transport (CPV code 90000000) and transport equipment (CPV code 34000000). Difi will manage the criteria development work itself, but there is a need for environmental assistance, assistance with lifecycle assessments and calculations, as well as assistance with implementing the process.

Most of the need for assistance from consultants for the first set of criteria will be in June, August, September and October. I.e. we expect a 30-50 % position in June and a 70-100 % position in August, September and October.

Option:

Assistance with the development of further sets of environment criteria within transport, e.g. transport services, waste transport and transport equipment, as mentioned in the assignment. Difi would like to develop environment criteria that can be used for the procurement of buildings and services for buildings. The criteria are meant as a tool for public contracting authorities, so that they can easily set environment requirements and criteria in their procurements.

Surveys carried out by Difi show that environment criteria are rarely used in public buildings, sites and property (BAE) procurements. We are now carrying out a zero point analysis for BAE, which will form the basis for measuring further development.

The content of the assistance:

Difi will develop a set of environment criteria for buildings in 2017. Difi will manage the criteria development work itself, but there is a need for environment assistance in the field and assistance in implementing the process. Background:

Taking the environment into consideration often requires several assessments both as regards the supplier market and what shall be delivered. Experience shows that it can be challenging for contracting authorities to specify clear requirements that can be adhered to and criteria with appropriate weighting and communicate these unequivocally in the tender documentation, so that tenderers can prepare a tender that best suits the contracting authority's needs.

It can also be time-consuming for contracting authorities to evaluate the received tenders.

The set of tools shall support LCC's calculations as a part of the evaluation.

Difi requires assistance with the preparation of mathematical models and calculations, as well as the technical implementation of them. The technical implementation will be carried out by consultants in another contract as well as internal resources.

Competence is wanted in the use of standardised and structured information that can be sent and reused in other IT systems, such as contracting authorities' competition tools (KGV). We would like knowledge of/experience with technical and semantic inter-operability, preferably within the procurement area.

Most of the need for developing the tools will be in September, October and November. The start of the assistance will be 14 August. Good dialogue will be needed with the consultant(s) on which tools shall be developed. The assistance can be divided between several consultants in order to fulfil the competence requirements.

Evaluation will look into the Norwegian MFA's initiatives to ensure policy coherence for development. The main purpose of the evaluation is to contribute to increased knowledge about: 1) The initiatives done by the MFA and other Norwegian development actors to ensure policy coherence for development, and 2) The dilemmas in relation to the intersection between objectives of the development policy and other policy areas, and how these have been addressed by Norwegian actors. An evaluation shall be made of two sub-trials.

One is being carried out by Kompetanse Norge, who shall carry out a trial with module structured preparatory adult education (FVO, sub-trial 1).

The other is being carried out by the Directorate of Education (Udir), who shall carry out a trial with module structured sixth form education (sub-trial 2). The main question for the evaluation is whether FVO and module structured subject and vocational training will give better results than the current schemes as regards participation, completion, learning results and work connections/transition to education.

In addition to getting answers as to whether the trials give better results for each individual participant than current schemes, the ministry would like to have a number of other questions highlighted on the learning offer and cooperation forms (c.f. the tender documentation) and in what way the offer possibly creates better results.

Sub-trial 1 shall be carried out in two phases, with phase 1 commencing at the start of the academic year in autumn 2017 and phase 2 commencing 2 January 2018. (see annex 1, the contracting authority's description of the assignment for a description of the phases).

Sub-trial 2 is not divided into phases and is planned to start in the counties 1 September 2017. The Directorate of Education estimates that it will take approx. 2-4 months from when the counties have received a promise of participation in the trial until there are participants in the educational trials.

It is important to note that the trials with module structured sixth form education are not entirely in place yet. Tenderers must keep themselves up-to-date on any changes in the process, from Kompetanse Norge and the Directorate of Education respectively.

The Ministry of Education and Research is aware that there can be challenges involved in uncovering the effects in such a trial, particularly with a start-up in autumn 2017, c.f. the main question for the evaluation. The ministry would therefore like to be open in this notice for discussions on system proposals using different methods and data sets, which can, as far as possible, give answers to any effects of the trials.

In addition to highlighting the above questions, the ministry will also be open to tenderers submitting a sub-tender with a draft of a research design, in which an effect evaluation can be implemented at a later date. In sub-trial 1, for example, we are open to this being in place in phase 2. The plan is that local NAV offices shall participate in phase 2 of sub-trial 1. In phase 2 there can be an opening for a design that can, to a larger degree, uncover effects. This draft can be further developed in 2017 in cooperation with the contracting authority. If such a design is not put into place during 2017, the ministry reserves the right to stop this part of the evaluation. The ministry requests separate prices for such a sub-tender.

The ministry also reserves the right to downscale the project financially during the procurement process if the received system proposals are not considered to give satisfactory answers to the main problems.

The Norwegian Tax Administration has a central role in the Norwegian society through their responsibility for setting and collection of taxes and duties and running a central National Register. This involves management of large quantities of information about organisations and individuals, which sets high requirements of information security.

The area of user quality covers competence that ensures an intuitive and effective user experience for those with tax and duties obligation, and for the Norwegian Tax Administration's own employees.

This area of the framework agreement should cover the Contracting Authority's need for assistance in the discipline of electronic learning.

A decision has been made to use the tool Zephyr as a support tool for the test processes in Statsbygg. Zephyr is an additional module for the JIRA tool. Testing here means that all new or changed parts of a system (system components) shall go through a structured, predictable and traceable test system, in which the actual result is assessed against the expected result. This applies to both system changes as a consequence of deviations (errors or shortcomings) or changes for new or changed functionality.

— Change management — assistance with changes for the implementation of new ICT systems.

— System management — assistance with the management of ICT systems. Typically assignments will be reporting and qualifying errors and changes, dialogue with suppliers during system tests, acceptance testing for error recovery and developed changes as well as assistance with production setting.

The objective of the review is to obtain knowledge about the income formation processes in the value chain for Norwegian and foreign movies and TV series offered in Norway. The review shall also demonstrate how the income and the related costs are divided between the various segments in the value chain for Norwegian and foreign movies and TV series. The review shall provide the participants an objective knowledge base which shall form the basis for the further process for financing and accessibility of Norwegian movies and TV series in the digital market, and provide the Ministry of Culture a better basis for following-up the Audio-visual Media Services Directive (AVMSD).
