The assignment is for the preparation of a development plan with an impact assessment for Approach Road West part 2 and Approach Road Konnerud. The aim of the planning work is to facilitate a new approach road between Konnerud and the centre of Drammen, with a connection to the E134 by the Strømsås tunnel.
The consultant shall assist in the planning process up until the approved development plan with an impact assessment and the compete detailed plan with the accompanying data basis is handed over to the contracting authority.
The Contracting Authority will enter into framework agreement with several Tenderers for the delivery of planning and engineering design services to small and medium sized assignments in the South Region.
The aim of the framework agreement is to assist the Contracting Authority professionally and with processes connected to assignments if the Contracting Authority does not have the capacity to carry out the work. The Contracting Authority shall at short notice be able to order services with conditions in accordance to this contest.
Demand will primarily be in connection with work in:

— Preliminary projects/feasibility studies;
— Municipal sector plans;
— Impact assessments;

— Construction plans;
— Preparation of tender documentation for contracts;

The framework agreement comprises 14 major subjects that the Tenderer must deliver competence in, these are further described in chapter D of the tender documentation.

The Norwegian Public Roads Administration, Southern Region, will enter into framework agreements for traffic and transport analyses for the entire region.
The framework agreement is divided in 4 disciplines and includes the following assignments:
— Part 1: Transport analyses includes modelling/maintenance, calibration, calculations and analyses when using the NPRA's national model system; the National Transport Model (NTM), the Regional transport model (RTM), the sub-area model (DOM) and the Freight Model.
— Part 2: Traffic calculations includes modelling, calibration, calculations and analyses when using AIMSUN, SIDRA and equivalent modelling tool on mesco and micro-level.
— Part 3: Traffic surveys includes planning, implementation and analyses of various traffic and transport surveys.
— Part 4: Cost-benefit analyses includes calculations of priced consequences by using EFFEKT.

The tenderer must submit tenders that include the following four areas in the framework agreement:
1. Electro engineering design of tunnel and road lighting systems
2. Preparation of construction schedules, tender documents and quantity assessments
3. Construction management
4. Traffic management.
The mission comes to preparation of zoning and environmental impact assessment for Tilfart Route west part 2 and Tilfart Route Konnerud. The purpose of planning is to facilitate new tilfartsveg between Konnerud and Drammen center with connection to the E134 at Strømsåstunnelen.
The consultant will assist in the planning process until approved zoning and environmental impact assessment and complete detailed plan with associated data base are handed principal.
Principal will enter into a framework agreement with several suppliers for the delivery of planning and engineering services to small and medium-sized missions in Region South.
The purpose of the MoU is to assist the Principal academic and process statistics in connection with the commission if the Principal does not have the capacity to perform the work. The principal shall at short notice could order services with conditions pursuant to this competition.

The contracting authority would like tenders for quality assurance and traffic calculations with DOM Agder, analyses of traffic consequences and area strategy, measures and barrier concepts as well as preparation. The aim of the procurement is to get a professionally good decision basis for choosing a system.
