The consultingservices ("the Services") are for assessment and preparation of Environmentaland Social Impact Assessment (ESIA), and Resettlement Policy Framework (RPF) for the scope of works covering the construction of new 400kV transmission backbone overhead linestarting at New 400 kV Nkhoma Substation. One branch is running to the west to Zambia, the other one to the north passingsubstations Kasungu and New Bwengu up to Tanzania. A preliminary ESIA hasalready been prepared as part of first phase of the feasibility study and will be available to the consultantafter contractaward. The indicative TORs for thecurrent assignment can be downloaded under Tenders at www.escom.mw. ESCOM now invites eligible consulting firms("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide informationdemonstrating that they have the required qualifications and relevant experience to perform the Assignment. The shortlisting criteria are: 1.     Experience in projects with comparable professional background and shall demonstrateknowledge of the special technical aspects of power transmission technology. 2.     The Consultant shall have and be able to document a strong background in environmental andsocial science, environmental engineering and management. Relevant experiencefrom environmental and socio-economic assignments ininfrastructure and energy projects is mandatory. 3.     Desired qualifications include: (a) Fluency in English (b) Knowledge and understanding ofthe World Bank's Policy on Involuntary Resettlement (c) Experience of working with international organizations and projects 4.      Workexperience in low income developing countries, especially countries of Eastern Africa will be an important asset. 5.     The following key staff willbe required for the assignment: a.    Environmental Assessment Specialist and Environmental and Social Supervisor (Team Leader), b.    Environmental Assessment Specialist c.    Nature Protection/Biodiversity Specialist(s) (EIA) d.    Social Assessment Specialist (SIA / RPF) e.    Legal Specialist (RPF) f.      Non key staff like cultural/historical and social expert, national coordinator of nationalenvironmental team etc. might be included in the offer. The consulting services ("the Services")include provision of expert support in the design, capacity building, implementation and monitoring & evaluation for the DemandSide Management (DSM) and  Energy Efficiency activities of the project ("component")being managed by the Electricity Supply Corporation of Malawi Limited (ESCOM). The Services include: Provide advisory services to ESCOM on the marketing research which will be used for selectingareas/customers, planning forthe promotion/ sensitization of products, planning for monitoring / evaluation and identification of project implementationchallenges and risks. Provide criteria and justification selection of targeted areas/ customers by taking into account impact, levels of acceptanceand implementation challenges and existing direct and supporting infrastructure. Recommend and justify component (s) that will be implemented under this project with proposedtechnical designs ,specifications and installation plandDesign Marketing Communication strategies for the selected products / components and recommendincentives if any that may be required to promote customeracceptance of the recommended component (s) / product(s). Support ESCOM with supervision of works , monitoring and evaluation  of theproject Support ESCOM in building human and technology capacity in planning, implementation, monitoring  and evaluation of DSMproject ; and ESCOM now inviteseligible consulting firms ("Consultants") to indicate their interest in providing the Services. InterestedConsultants shouldprovide information demonstrating that they have the required qualifications and relevant experience to perform theServices/Assignment.
