The key objective of the consultancy is to provide support to a lead international consultant in achieving the goals of the GMS: Capacity Building for HIV/AIDS Prevention Project. In particular, the national consultant is expected to support the international consultant in implementing programmes to strengthen capacity of the institutional and human capacity of the National AIDS Programme. The national consultant will contribute to the design of a multi-pronged capacity development strategy and plan, with an M&E framework. As well, the national consultant will assist in identifying and managing technical assistance to assist with these tasks and with the production of a training curriculum and other materials and tools. The national consultant will also deliver assist the international consultant in developing 2-3 modules of training (as relevant to training needs) to build capacity of national and sub-national government staff.  The trainings will deal with thematic issues such as the HIV and migration/mobility linkage, technical issues including programme planning and financial management, and testing and counselling. NATIONAL CONSULTANT (Third National AIDS Spending Assessment (NASA) in Myanmar)

I. Background The National Strategic Plan for HIV/AIDS 2011-2015 in Myanmar, developed in 2010, has been revised in 2013 and extended until 2016. More commonly known as “NSP II”, it has three main goals: To reduce new infections of HIV; To provide care and support to people living with and affected by HIV; and To alleviate the socio-economic and human impact of AIDS on the individual, family, community, and society. To achieve these goals, the NSP II identifies three strategic priorities, namely: Strategic priority I: Prevention of the transmission of HIV through unsafe behaviour in sexual contacts and injecting drug use Strategic priority II: Comprehensive Continuum of Care for people living with HIV Strategic priority III: Mitigation of the impact of HIV on people living with HIV and their families The plan also involves three cross-cutting interventions: Health (including private sector health services), non-health and community systems strengthening Favourable environment for reducing stigma and discrimination Strategic Information, Monitoring and Evaluation, and Research The national multisectoral response to HIV and AIDS in Myanmar is implemented by the Government in collaboration with partners including national and international non-governmental organizations, bi- and multilateral agencies, private sector and civil society. Overall, there are approximately 40-45 organizations involved with the national response in Myanmar. The most important sources of funding for the national response to HIV and AIDS in Myanmar are the GFATM, 3MDG, bilateral and multilateral donors. Myanmar has yet to adopt a decentralized fiscal system for financing development initiatives at the regional, provincial or commune levels. Myanmar, like other Member States, have committed to submit to the United Nations’ Secretary General, through the UNAIDS Secretariat, a progress report on the achievement of the 10 High Level Meeting targets that countries aim to reach by 2015. The Global AIDS Response Progress (GARP) includes four main elements of information, namely: Indicator data to measure progress made with the national response; A narrative report describing progress, challenges and recommendations; The National Commitments and Policy Instrument (NCPI); and The National Funding Matrix summarizing AIDS spending by funding source. Myanmar’s first NASA exercise was back in 2005, and the second one in 2014 for the years 2012-2013. This exercise is aimed at the years 2014 and 2015. 2014 NASA exercise was very successful and provided much-needed detailed information regarding HIV expenditure as well as detailed data to properly complete the GARP funding matrix. Moreover, this year’s exercise assessing National Aids Expenditures 2014-2015 will be very valuable for the development of National Strategic Plan III and its Operational plan as well as the redaction of the new Global Fund Concept Note. II. Objectives The overall objective of the assessment is to capture health and non-health related financial flows and expenditures related to Myanmar’s national AIDS response. Specific objectives include the following: (a) to gather data to assess HIV and AIDS financing flows and expenditure in 2014 and 2015; (b) to make data that are needed to fill GARP funding matrix available; and (c) to develop national capacity to conduct NASA and strengthen the national resource tracking system to provide continuous key information on HIV/AIDS resource flow in Myanmar. III. Methodology A globally recommended methodological approach will be used using six variables (financing sources, financing agents, functions or AIDS Spending categories (ASC), production factors, providers of services and intended beneficiaries). This will allow building the foundations for a national expenditure tracking system that will ensure financial data is regularly collected and used to make decisions about investment of limited resources to address the epidemic. IV. Scope of Work Two consultants, one international and one national, will be hired for this assignment. They will work hand in hand to apply NASA methodologies that have been developed by UNAIDS to assess the financing flows and expenditures in Myanmar for the past two years (2014-2015). The financing flows need to be accounted by reconstructing the financial transactions among the six economic entities described for the financing, production and consumption functions (as described in the “National AIDS Spending Assessment (NASA): Classifications and Definitions”. To produce the results expected under these TOR, the consultants will conduct a survey involving all of the institutions involved in the response to HIV and AIDS at different levels. In particular, the national consultant will work to support the international consultant and be carrying out the following tasks: Participate in the training for the NASA Team members, actively participate in the discussion to plan the assessment in detail and update mapping of institutions involved with national response. Assist with organization and facilitation of NASA launch meeting to introduce NASA to respondents and to present the data collection tools and guidance notes. Assist with organization and facilitation sessions with finance and programme staff in respondents’ entities in order to facilitate data submission, where needed. Assist with collection of responses, checking of their completeness and quality control of data provided and following up with the respondents if needed. Conduct mapping of the submitted data with the NASA codes and enter the identified transactions into the data processing file. Prepare tables/graphs/charts for the NASA Validation meeting and the NASA report and GARP financial reporting matrices. Assist in maintaining and updating NASA database throughout the assessment. Assist with organization and facilitation of the NASA validation meeting. V. Expected Deliverables The expected outputs or products of this consultancy include: A draft one-page map of institutions involved in Myanmar’s national response to HIV (by 3 February 2016). According to the NASA Team division of labor, completed and quality checked data collection forms and related data processing files (by 20 February 2016) List of the assumptions used during the NASA and well-described estimation strategies. Submitted graphs, charts and tables for the NASA report – as directed by the Lead Consultant Deadline for the preliminary graphs by 22 February 2016 (for the validation meeting) Deadline for the final graphs by 24 February 2016. Additional data collected and sent to Lead consultant, if needed. TSF consultancy completion report by 30 March 2016. VI. Expected level of effort and timeframe: The national consultant will be engaged for 30 days in this initiative from 1 February to 30 April 2016. S/he will work very closely with the international consultant to provide support and learn about NASA methods and tools. VII. Collaboration and reporting: The consultant will work under the overall supervision of the UNAIDS Country Coordinator and the day-to-day supervision of the Strategic Information Adviser and Investment and Efficiency Adviser. The national consultant will closely together with the international consultant and coordinate efforts effectively with the NAP and partners. VIII. Qualifications: University degree in health economics, M&E, accountancy, social sciences or a related field; At least three years of professional experience in research and M&E and in collection, management and analysis of data; Experience with management and analysis of financial data a major asset; Good understanding of HIV epidemics and national responses; a knowledge of the Myanmar context is an asset; Experience with conducting surveys in developing countries and with the management and analysis of large quantitative data sets; Excellent analytical, management and coordination skills; Outstanding interpersonal, communication and facilitation skills; Proficiency in spread sheets and word processing applications; Fluency in English and Myanmar. Title:  National Consultant (Community System Strengthening) Duration: 12 months Period: October 2015 to September2016 Location: Yangon Contract type: Consultant Contract Background Meaningful involvement of communities, especially of people living with HIV and key affected populations (KAPs) – men having sex with men (MSM), transgender people, people who use drugs and sex workers, women and youth ‐ has played a central role in the fight against HIV since its beginning and is recognized as an essential element in an effective HIV/AIDS response. Community involvement has many benefits: it ensures a much greater reach; and its contributions – in terms of money, material and manpower – can be mobilized to improve the lives of people both infected and affected by HIV. The community also has a right to be involved in decisions that affect their every‐day lives. The recognition for community involvement is reflected in the Myanmar National Strategic Plan (NSP) II for HIV and AIDS (2011‐2015) and its revised version 2011‐2016. The Plan has shown a considerable increase in the number of, and role of, groups providing services and information comprised of people living with HIV/AIDS (PLHA), men who have sex with men, female sex workers, people who use drugs, faith‐based groups, and the local community. It also acknowledges the need for intensive and long‐term support required for capacity building and development of organizational and governance structure of community‐based organizations (CBOs). To support the implementation of the NSP II, UNAIDS Country Office (UCO) Myanmar has facilitated this Community System Strengthening (CSS) strategy development process. It is the result of joint efforts and a series of activities conducted in the beginning of 2015. It has been developed in close collaboration with 9 national community networks in Myanmar working in the field of HIV and AIDS ‐ the Aye Myanmar Associations (AMA), the Myanmar Interfaith Network on AIDS (MINA), Myanmar Positive Group (MPG), the Myanmar Positive Women Network (MPWN), the Myanmar MSM Network (MMN), the Myanmar Youth Star (MYS), the National Drug User Network Myanmar (NDNM), the National NGO Network (HIV/AIDS) (3N), and the Sex Workers in Myanmar Network (SWiM) – and other local based organizations and NGOs. The CSS strategy presents a roadmap for strengthening community systems in Myanmar, in specifically regarding the role of community networks in order to achieve the targets set forward in the NSP. Purpose of Consultancy The purpose of this individual contract is to strengthen UNAIDS efforts in implementing the CSS Strategy for scaling‐up HIV prevention AND TREATMENT programs. I. Background The National Strategic Plan for HIV/AIDS 2011-2015 in Myanmar, developed in 2010, has been revised in 2013 and extended until 2016. More commonly known as “NSP II”, it has three main goals: To reduce new infections of HIV; To provide care and support to people living with and affected by HIV; and To alleviate the socio-economic and human impact of AIDS on the individual, family, community, and society. To achieve these goals, the NSP II identifies three strategic priorities, namely: Strategic priority I: Prevention of the transmission of HIV through unsafe behaviour in sexual contacts and injecting drug use Strategic priority II: Comprehensive Continuum of Care for people living with HIV Strategic priority III: Mitigation of the impact of HIV on people living with HIV and their families The plan also involves three cross-cutting interventions: Health (including private sector health services), non-health and community systems strengthening Favourable environment for reducing stigma and discrimination Strategic Information, Monitoring and Evaluation, and Research The national multisectoral response to HIV and AIDS in Myanmar is implemented by the Government in collaboration with partners including national and international non-governmental organizations, bi- and multilateral agencies, private sector and civil society. Overall, there are approximately 40-45 organizations involved with the national response in Myanmar. The most important sources of funding for the national response to HIV and AIDS in Myanmar are the GFATM, 3MDG, bilateral and multilateral donors. Myanmar has yet to adopt a decentralized fiscal system for financing development initiatives at the regional, provincial or commune levels. Myanmar, like other Member States, have committed to submit to the United Nations’ Secretary General, through the UNAIDS Secretariat, a progress report on the achievement of the 10 High Level Meeting targets that countries aim to reach by 2015. The Global AIDS Response Progress (GARP) includes four main elements of information, namely: Indicator data to measure progress made with the national response; A narrative report describing progress, challenges and recommendations; The National Commitments and Policy Instrument (NCPI); and The National Funding Matrix summarizing AIDS spending by funding source. Myanmar’s first NASA exercise was back in 2005, and the second one in 2014 for the years 2012-2013. This exercise is aimed at the years 2014 and 2015. 2014 NASA exercise was very successful and provided much-needed detailed information regarding HIV expenditure as well as detailed data to properly complete the GARP funding matrix. Moreover, this year’s exercise assessing National Aids Expenditures 2014-2015 will be very valuable for the development of National Strategic Plan III and its Operational plan as well as the redaction of the new Global Fund Concept Note. II. Objectives The overall objective of the assessment is to capture health and non-health related financial flows and expenditures related to Myanmar’s national AIDS response. Specific objectives include the following: (a) to gather data to assess HIV and AIDS financing flows and expenditure in 2014 and 2015; (b) to make data available that are needed to fill GARP funding matrix; and (c) to develop national capacity to conduct NASA and strengthen the national resource tracking system to provide continuous key information on HIV/AIDS resource flow in Myanmar. III. Methodology A globally recommended methodological approach will be used using six variables (financing sources, financing agents, functions or AIDS Spending categories (ASC), production factors, providers of services and intended beneficiaries). This will allow building the foundations for a national expenditure tracking system that will ensure financial data is regularly collected and used to make decisions about investment of limited resources to address the epidemic. IV. Scope of Work Two consultants, one international and one national, will be hired for this assignment. They will work hand in hand to apply NASA methodologies that have been developed by UNAIDS to assess the financing flows and expenditures in Myanmar for the past two years (2014-2015). The financing flows need to be accounted by reconstructing the financial transactions among the six economic entities described for the financing, production and consumption functions (as described in the “National AIDS Spending Assessment (NASA): Classifications and Definitions”. To produce the results expected under these TOR, the consultants will conduct a survey involving all of the institutions involved in the response to HIV and AIDS at different levels. In particular, the international consultant will be required to undertake the following tasks: I. Desk review and preparatory work Review information and data from various sources. Meet with the NAP and partners in Nay Pyi Taw and the NASA Steering Committee to: Be briefed on national epidemic and response Explain NASA methods and lessons learned from other countries Refine NASA work plan to produce the desired outputs and outcomes Finalise the data collection instruments II. Capacity development 2.1 Facilitate a meeting to introduce NASA aims and methods to stakeholders. 2.2 Train NASA team in specific data collection methods and tools, how to operate NASA tool and carry out the data entry, cleaning, analysis and interpretation. 2.3 Advise NAP and NASA Team on technical issues (onsite and via email). III. NASA Data Collection and Analysis 3.1 Collect data from various sources 3.1.1 Collect data from secondary sources of information (e.g., financial reports). 3.1.2 Conduct a self-administered survey. 3.1.3 Carry out interviews with key organizations to obtain/clarify financial data 3.2 Process and analyse the data collected from different sources 3.2.1 Clean, analyse and interpret the data 3.2.3 Organize the data in a systematic way for easy future reference 3.3 Stakeholder validation of NASA preliminary results 3.3.1 Prepare and facilitate a meeting to validate NASA findings 3.3.2 Incorporate comments and suggestions from stakeholders IV. Completion of data analysis and report drafting 4.1 Complete the data analysis based on recommendations made by stakeholders 4.2 Prepare a draft report including the findings and recommendations for the future 4.3 Incorporate comments of the Steering Committee and key stakeholders to finalise report 4.4 Complete GARP National Funding matrices for 2014 and 2015. The international consultant will be supported by a national consultant who will be responsible in particular for the preparation of the in-country mission, compilation of data from existing sources, mapping of the national response, organization and facilitation of meetings with representatives of various institutions and collection of additional information and data that may be needed after the international consultant has already left the country and the analysis and interpretation of the data including the preparation of tables and graphs. V. Expected Deliverables A workplan that has been agreed by NAP, UNAIDS and the Steering Committee An outline of the methodological approach and instruments to collect data for the NASA (assessment tools and guidance) Agendas, ppts and materials to be used to conduct workshops and meetings Raw and processed data obtained from the survey contained in an organized data base (filed according to organization in different folders) All of the hard copies and electronic data files containing relevant data Copy of background and other documentation used to inform and train team members Improved capacity of national staff measured through their level of interest in NASA and ability to conduct this kind of survey in the future on their own. A comprehensive report with findings following agreed structure, including graphs and tables and reflecting comments of SC and stakeholders. VI. Expected level of effort and timeframe: The international consultant will be engaged for a total of 32 days from 1 February to 30 March 2016 of which s/he will spend at least 25 days in the country. S/he is expected to work hand in hand with the national consultant and train and mentor this person on site and remotely. Data to complete GARPR 2015 should be available by March 25, 2016. The final report will need to be completed by March 30, 2016. VII. Collaboration and reporting: The consultant hired under these TOR will work under the overall supervision of the UNAIDS Country Coordinator and the day-to-day supervision of the Strategic Information Adviser and Investment and Efficiency Adviser. The consultant will closely together with the national consultant and coordinate efforts effectively with the NAP, UNAIDS and other partners. VIII. Myanmar is exposed to a wide range of natural hazards, triggering different types of small scale to large-scale disasters across the country’s territory. A total of 27 natural disasters have been recorded between 1980 and 2010, causing the death of approximately 140,000 people, and affecting the lives and livelihoods of 3.9 million people; an average of 125,000 people a year. By far the most devastating natural disaster in Myanmar’s history, cyclone Nargis tore through the Delta region in May 2008, affecting 2.4 million people and claiming the lives of 135,000. It is estimated that around 870,000 people in Myanmar live in areas that are exposed to cyclones, and a similar proportion are vulnerable to earthquakes, with two fault lines running through the country across some densely populated areas. Furthermore 440,000 people are vulnerable to flooding and 390,000 are exposed to drought. These risks are being further exacerbated due to processes attributed to climate change and variability. Myanmar’s vulnerability to hazards is compounded by socio-economic factors: widespread poverty and poor infrastructures are at the heart of the country’s relatively low capability to recover from a significant event, be it natural or man-made. It is this combination of hazard vulnerability and low capacity which makes Myanmar the “most at-risk country” in Asia-Pacific according to the InfoRM model. A positive impact of Cyclone Nargis was that it increased Government’s awareness of the need to plan and prepare for future disasters, and of the need for prevention, mitigation and community awareness activities. The Post-Nargis Response and Preparedness Plan (PONREPP) developed by the Tri-Partite Core Group (TCG) outlined ways to reduce hazards and limit the effect of future disasters. Myanmar is one of the 168 countries that endorsed the Hyogo Framework for Action (HFA) and is also a signatory of the ASEAN Agreement on Disaster Management and Emergency Response (AADMER), which came into force in 2009. The AADMER is a proactive regional framework for cooperation, coordination, technical assistance, and resource mobilization in all aspects of disaster management, and the first legally binding HFA-related instrument. In order to meet regional and international commitments on DRR, the Ministry of Social Welfare, Relief and Resettlement (MSWRR) published the Myanmar Action Plan on Disaster Risk Reduction (MAPDRR) in 2009 with the goal ‘To make Myanmar Safer and more Resilient against Natural Hazards, thus Protecting Lives, Livelihood and Developmental Gains’. The Government officially endorsed MAPDRR in 2012, in an effort to provide greater impetus for DRR work in Myanmar. The document was updated to reflect the political changes in the country and the post-Nargis environment characterized by a multiplicity of natural hazards. The Government of Myanmar continued to demonstrate its commitment to DRR by introducing a Disaster Management Law, in 2013 and assorted Rules and Regulations currently awaiting Cabinet’s approval. MAPDRR provides the foundations for the youth volunteer programme, particularly component 6 on community-based disaster preparedness and risk reduction, and within that project 6.3: Promoting Community based Disaster Risk Reduction Volunteerism. To support the Government’s efforts on DRR, the Disaster Risk Reduction Working Group (DRRWG) was established in 2008 and has since grown into a diverse network of more than 60 agencies and organizations working for DRR interventions in Myanmar. The DRRWG is characterized by high levels of commitment, broad participation and a strong partnership relation with the line Government Unit, the Department of Relief and Resettlement under the MSWRR. The DRRWG provides the umbrella under which most of the DRR activities are being designed, agreed and implemented and, as such, will play a key role in the strategy development process. Rationale of the consultancy In 2014, in an attempt to reinforce their capacities in CBDRR and in line with MAPDRR, the Relief and Resettlement Department launched the DRR youth volunteer programme with the aim of raising disaster awareness at the grassroots level and improving communities’ knowledge of early warning systems. The volunteers are also seen as first responders, the operational arm of township disaster management committees, and are expected to play a role of interface between the community and external service providers for DRR, as well as response and recovery activities. With this goal in mind, RRD rolled-out an initial training program in a short timeframe, which has benefitted 3000 volunteers (30% women) from over 800 villages in 14 Regions and States as of March 15. The training follows a cascade approach whereby training is provided to a number of master trainers at district level, following which they conduct multiplier trainings at township level. The volunteers ultimately receive a 3-day course on Disaster Risk Reduction that covers issues such as “understanding risks and natural hazards of Myanmar”, “DRM approaches: Preparedness, response and recovery”, “disaster resilience and safer development”, etc. UN-Habitat and ADPC, which have supported several of the trainings technically and/or financially, have collected and/or documented key lessons learnt. RRD is facing financial limitations to scale up training programs and provide trained volunteers with basic equipment, including early warning equipment, IEC and training materials, etc. Issues of complementarity and coordination with existing volunteer networks, in particular the Myanmar Red Cross Society, also need to be addressed to ensure that there is a clear and shared understanding of the division of roles and responsibilities on the ground. The programme has not received the level of support expected, mostly due to the fact that it lacks a clear strategic vision and road map that would lay down its objectives, operationalization plan, sustainability mechanisms and linkages with existing institutional frameworks at national and sub-national levels. This includes clarifying the role of the volunteer programme vis a vis the planned Community Disaster Resilience Framework, the National Policy and Program on CBDRR (MAPDRR projects 6.1 and 6.2), and the roll-out of the social protection strategy through integrated social protection services aimed to provide a comprehensive response to all types of vulnerabilities. It is also important to clarify the linkages between the youth volunteer programme and the National Disaster Management Training Centre established by the Government of Myanmar in 2014. The DRR Working Group is committed to support RRD’s DRR youth volunteer programme. Three members of the DRR WG, namely UNDP, UNICEF and UNV, have technical and financial resources available to support the development of a strategic framework for the youth volunteer programme, which will enhance the effectiveness and sustainability of RRD’s ongoing efforts. This will be done through the hiring of an international consultant commissioned jointly by all three agencies in support of RRD, and who will work in close coordination with the DRR WG as a whole. The strategic framework will constitute the foundations upon which the DRR WG can continue to engage and support the youth volunteer programme. The consultancy will managed by UNDP Myanmar but the consultant will receive guidance from a committee made of representatives from UNDP, UNICEF and UNV, and will work in direct support of RRD. Additionally, the consultant will work in close collaboration with the DRR Working group of Myanmar. The overall objective of the intervention is to support RRD in developing a strategic framework for the DRR youth volunteer programme to enhance the effectiveness and sustainability of the programme (including but not limited to: vision and mission, objectives, costed road map for implementation and resource mobilization strategy).

In Myanmar, epidemiological modelling suggests that in 2014, there were around 210,000 people living with HIV (PLHIV), 34% of whom were females. As part of this global health campaign, World AIDS Day (WAD) stands as a landmark opportunity to raise awareness health issues, including HIV and communicable diseases, as well as to address social and structural issues such as fighting stigma, improving education, mobilising resources and raising funds for the global response to HIV/AIDS. Under the “Getting to Zero” thematic (zero new HIV infections, AIDS related deaths and zero stigma discrimination), this year’s WAD in Myanmar takes place in the midst of the review of the current National Strategic Plan and the development of a new one for the next 5 years (2016-2020). International Consultant for technical assistant to facilitate the GFATM CCM Eligibility and Performance Assessment

Background The current Global Fund (GFATM) grants to Myanmar are ending December 2016 and a new grant proposal needs to be prepared and submitted by June 2016. As a Board-mandated exercise, the annual CCM Eligibility and Performance Assessment (EPA) is compulsory for all CCMs prior to the submission of a Concept Note (CN). The objective of this facilitated self-assessment is to evaluate CCM compliance with CCM Eligibility Requirements and Minimum Standards, in order to determine the level of functionality of the CCM. The CCM in Myanmar is the M-HSCC. There are six Eligibility Requirements (ERs) with which CCMs must comply in order to be eligible for funding. Eligibility Requirements embody good governance practices with which all CCMs must comply. Eligibility Requirement 1: Transparent and inclusive concept note development process Eligibility Requirement 2: Open and transparent PR selection process Eligibility Requirement 3: Oversight planning and implementation Eligibility Requirement 4: CCM membership of affected communities, including and representing people living with diseases and of people from and representing Key Affected Populations Eligibility Requirement 5: Processes for electing non-government CCM member Eligibility Requirement 6: Management of conflict of interest on CCMs The CCM Eligibility and Performance Assessment (EPA), conducted on an annual basis, evaluates CCM compliance with CCM Eligibility Requirements (ERs) 3 to 6 and Minimum Standards (MS). The objective of the EPA is to determine the level of functionality of a CCM and ultimately improve overall CCM performance. Designed to result in a milestone-driven improvement plan, the EPA incorporates existing evidence of CCM functionality as well as feedback from key in-country stakeholders. CCMs that demonstrate success in complying with the six CCM ERs and related MSs will be granted a CCM Eligibility Clearance (valid for one year from the assessment to submit any Concept Note), following CCMs dedicate resources to the Country Dialogue and CN Development stages. For non- or indeterminate-compliant CCMs, the CCM is to elaborate a milestone-driven improvement plan with the support of a TA provider. Technical Assistance for CCM Eligibility and Performance Assessment I. Objectives To facilitate the CCM Eligibility and Performance Assessment (EPA), and provide necessary technical support to ensure that the M-HSCC (CCM) are fully compliant with Eligibility Requirements and Minimum Standards at the time of submission of the Concept Note, or have a clear corrective action plan to achieve compliance. II. Scope of Work The CCM EPA consists in the following steps: Validate all existent supporting documents for each indicator (desk review type), including gathering missing supportive documentation; Stakeholders interviews to validate generate an additional evidence that will fine-tune development of the improvement plan; Compare current results against the draft improvement plan; and facilitate discussion about the gaps identified. Support to the M-HSCC (CCM) in preparation of their new improvement plan. Using the framework above, Technical Assistance will be divided in three phases: - Phase I The M-HSCC (CCM) will self-evaluate their compliance; the role of the TA provider is to guide the M-HSCC (CCM) in this process. The TA Provider will facilitate the EPA base in the latest results and level of advance in the implementation of their improvement plan, including the revision of all the indicators and documents that demonstrate compliance. - Phase II The TA Provider will carry out interviews with Bilateral, Multilateral, Private Sector, Civil Society and key Government stakeholders, to gain additional insight and evidence with regard to M-HSCC (CCM) performance and recurrent issues. - Phase III Based in the previous improvement plan, the M-HSCC (CCM) will develop and or update the improvement plan with corrective actions and associated timeline. The implementation of the improvement plan should enable M-HSCC (CCM) to meet the eligibility requirements and Minimum Standards. The TA provider is to assist the M-HSCC (CCM) in the preparation of its improvement plan (in case of non- compliance). III. In Myanmar, epidemiological modelling suggests that in 2014, there were around 210,000 people living with HIV (PLHIV), 34% of whom were females. Commemorated every year on 1 December since 1998, World AIDS Day (WAD) is dedicated to raising awareness, fighting stigma, improving education, mobilising resources and raising funds for the global response to HIV/AIDS. The Global WAD 2015 Theme is in its last year of the Five-Year “Getting to Zero” Campaign ”, which means ensuring zero new HIV infections, AIDS related deaths and zero stigma discrimination. For Myanmar, this year’s WAD takes place in the midst of the review of the current National Strategic Plan and the development of a new one for the next 5 years (2016-2020). Therefore, this WAD provides an opportunity to raise the profile of HIV and highlight some relevant issues, while increasing public commitment and awareness. The organization of WAD will be led by UNAIDS Country Office, in cooperation with a wide range of partners. Events and campaigns around WAD will be organized in the first week of December. UNAIDS seeks a short-term consultant to support and implement a media strategy to ensure a successful communication and media mobilization on WAD. Purpose of Consultancy As part of effort to increase coverage of key health issues and challenges for the people of Myanmar, the WAD communication and media strategy to be developed aims to advocate for health-seeking behaviour using the opportunity of World AIDS Day and the HIV testing campaign to increase public awareness of importance of health.  Issues to include range from Universal Health Coverage, HIV/Aids testing, and emerging issues such as HIV co-infections (hepatitis B, hepatitis C, tuberculosis) The specific objectives of this consultancy are as follows: To coordinate the media coverage around WAD events and campaigns including: Liaison with the media prior to, during and after the events and campaigns Manage social media communication To ensure a media relation by organising press briefing and press conference when needed. Objectives: Reinforce and reignite the engagement and leadership in the AIDS response of people living with HIV, women and key populations Ensure the HIV response has a powerful human face and is an engine for community mobilization for prevention, treatment and HIV-related social justice Provide global leadership, advocacy, strategic information and programme coherence on human rights, gender equality, GIPA, community mobilization and civil society leadership towards achievement of the 10 goals of the 2011 Political Declaration and Fast-Track the response on the road to ending AIDS by 2030 Support excellence in national efforts to achieve HIV-related human rights, gender and GIPA goals through mobilization of leaders in government and civil society on law, gender equality, civic and social action, and faith. It is the result of joint efforts and a series of activities conducted in the beginning of 2015. It had been developed in close collaboration with 9 national community networks in Myanmar working in the field of HIV and AIDS - the Aye Myanmar Associations (AMA), the Myanmar Interfaith Network on AIDS (MINA), Myanmar Positive Group (MPG), the Myanmar Positive Women Network (MPWN), the Myanmar MSM Network (MMN), the Myanmar Youth Star (MYS), the National Drug User Network Myanmar (NDNM), the National NGO Network (HIV/AIDS) (3N), and the Sex Workers in Myanmar Network (SWiM) – and other local based organizations and NGOs.
