REQUEST FOREXPRESSION OF INTEREST FOR UPGRADING MEB'S OPERATIONAL SYSTEM
The Government of the Republic of theUnion of Myanmar has received financing in the amount of US$30 million equivalent from the World Bank, and US$20 milliongrant fromthe UK and Australian governments toward the cost of the Modernization of Public Finance Management Project. The government intendsto apply part of the proceeds to procure consulting services to support Myanmar Economic Bank in the conceptual design, acquisitionand implementation of a few key applications, such as centralized customerinformation repository, international standard generalledger, financial reporting tools, core banking and intrabank payments and settlements, in order to upgrade the bank's operationalsystem.
The scope of this assignment covers;
I. Orientation and Preparation Phase
? Collect and understand MEB's objective/mandate, organizational structure includinggovernance structure, and customers, products and services related to the fiscal agent role
? Take stock and document current business processes related to the fiscal agentfunction, and the existing IT environment (hardware, standard software, banking processing applications, communicationtechnologies, existing and proposed coverage of networking across Myanmar suitable to support secure banking data transfers,contingency arrangements, IT management and staff quality, etc.)
? Develop and draft a conceptual framework to outline, for the new system, i) theguiding principles/objectives, ii) the system diagram (overall design), iii) functionality architecture, iv) institutionalarrangement, and v) IT architecture. This must include analysis on how newfunctionalitieswould fit future development of MEB's operational systems and IT environment, such as a future Treasury system and aMIS reporting system.
? Provide training on modern fiscal agentbanking and related technologies and undertakean assessment of training needs for success of the project.
II. Procurement Phase
? Prepare specifications of user needs, functionality requirements and technicalrequirements.
? Develop a procurement strategy for the application software solution and the neededhardware and standard software, which should comply with the standard World Bank procurement requirements.
? Prepare the technical specifications requirements and other technical related inputsfor the bidding documents, in consultation with the International Procurement Specialist of the Project, in accordance with the WB procurement guidelinesand standard biddingdocuments for supply and installation of IT systems.
? Assist the Government Project Team inthe technical bid assessment process, technical evaluation including how to arrive at results, application ofgood governance to theevaluation process, technical bid clarification, presentation, reporting and Evaluated Bid Price calculation and evaluation ofbids.
III. Implementation Phase
? Develop a project management plan and risk management processes
? Support communication between the client and the contractor, and that between theclient and the
? Monitor and report the contract implementation progress and recommend on problemsolving
? Support system testing and system acceptance process and reporting
? Provide training on international practices related to management of commercialcontracts and IT projects
Acting on behalf of the Ministry ofFinance, PCAU now invites eligible consulting firms to indicate their interest in providing the Services. In submitting theirexpressions of interest, firms are kindly requested to indicate the following reference: C2-C003. Interested consulting firms must provide information indicating that they arequalified to perform the services (brochures, description of similar assignments, experience in similar conditions, availabilityofappropriate skills among permanent staff, etc.). Consultants may associate to enhance their qualifications. If Consultants choose to associate, they should specifyin their EOI response whether the association will be in the form a joint venture or sub-consultancy arrangement. Expressions ofInterest shall be submitted in hard copy or by an electronic copy sent by email to the below specified addresses.
A Consultant will be selected inaccordance with the selection method set out in the Consultant GuidelinesFirms that undertake this consultancy assignment would notbe eligible to bid for prospective contracts to supply the software solution. The attention of interested Consultants is drawn to paragraph1.9 of the WorldBank's Guidelines: Selection andEmployment of Consultants [under IBRD Loans and IDA Credits & Grants] by WorldBankBorrowers, January 2011("Consultant Guidelines"), setting forth the World Bank's policy onconflict of interest.
Per the TOR for this assignment, theshortlist criteria are below:
? at least 15 years of experience in similar projects in locations comparable toMyanmar.
? over 5 years of experience in working with and/or advising clients on procurementunder IT-based projects co-financed by the international donor community. In the expression of interest, the respondent mustclearly identify projects with which the consulting firm has been involved, the responsibility for those tasks, period ofinvolvement and references from the clients, either written and/or contact details to permit the Government of Myanmar to confirmthe Respondent's experience and competence
? satisfaction of qualifications for coreteam members
