Project Description Per the Secretary General memo and the Memo signed by four United Nations Under-Secretary Generals, the United Nations Department of Safety and Security (UNDSS) Somalia has been informed to integrate UNDSS, the United Nations Mission Somalia (UNSOM) and the United Nations Support Office in Somalia (UNSOS) Security into the UNDSS Integrated Security Structure. Part of this integration is creation of a Security Operations Centre (SOC). These duties are being handled by the Security Information and Operations Centre (SIOC). An expert is required in order to make this transition.The consultant is to train security officers, integrate UNDSS/UNSOM/UNSOS Security Operations Centre personnel, create Standard Operating Procedures (SOPs), Response Plans and enhance Communications. The relevance is that the Somalia mission is the one of the last missions that is not integrated in security. The creation of the SOC is essential in order to provide the support required across Somalia. The stakeholders are then entire UN Country Team, all UN Staff members; International and National and including all UNSOS/UNSOM staff members in the entire country. The bulk of the work will be in the MIA, UNSOS compound in Mogadishu.

REQUEST FOR EXPRESSIONS OF INTEREST (ECONOMIST-INDIVIDUAL CONSULTANT) SOMALIA INSTITUTIONAL SUPPORT TO FINANCIAL GOVERNANCE (ISFGP) 1. The Ministry of Finance of the Federal Government of Somalia has requested for Technical Assistance (TA) from the African Development Bank to support the Financial Governance Program (FGP) and intends to contract an Advisor (individual consultant) to the Ministry of Finance as part of the TA. 2. The Advisor’s (individual consultant’s) ToRs are aimed at ensuring achievement of the project objectives which are to improve financial and economic governance in Somalia, as a foundation for overall good governance, economic development and political stability. More specifically, the project is expected to play an important role in addressing the Government’s institutional capacity deficiencies and improving the management of overall PFM systems. 2.1. Duties and responsibilities The key tasks and responsibilities of the Advisor (Individual Consultant) include, but are not limited to the following:  Provision of policy advice to the Ministry of Finance in order to enhance the Government’s ability to design and coordinate policies and actions in the areas of planning, medium term expenditure framework (MTEF), budgeting, public financial management, procurement, debt management, and related macro-finance matters in the framework of the financial governance agenda.  Assisting the Ministry and the AfDB in the implementation of ongoing and planned partnership programmes with the Bank, including: the Economic and Financial Governance Institutional Support Project; National Statistical Capacity Building Programme; Financial Governance Programme etc.;  Liaising with other International Financial Institutions and development partners on critical issues concerning the MoF including actions to strengthen budget credibility by limiting expenditure commitments to available resources; etc. 2.2. Required qualification and experience  An Advanced degree qualification in the area of Public Financial Management, Public Economics and/or Fiscal Policy Management.  Ability to communicate effectively in writing and orally in Somali and English, including situations requiring debate and difficult negotiations;  Experience of working on similar assignments in fragile and post-conflict states is highly desirable.  Must have at least 10 years of working experience, 5 of which should be at a senior management position in public and/or private sector organisations; 3. The Ministry of Finance now invites eligible individual consultants to indicate their interest in providing these services. Il a entre autres, joué le rôle de Récipiendaire Principal de la subvention VIH depuis 2012. Dans son rôle de Récipiendaire Principal, le Bureau Pays est responsable de la gestion financière et programmatique de la subvention du Fonds mondial ainsi que des achats de produits pharmaceutiques. Dans tous les domaines de mise en œuvre des subventions, le Bureau Pays fournit des services de développement des capacités aux institutions nationales, sous-bénéficiaires et partenaires opérationnels. A partir de janvier 2018, le PNUD va transférer le rôle Principal Récipiendaire au Secrétariat Exécutif du Haut Conseil National de Lutte contre le SIDA (SE/HCNLS) qui va gérer la nouvelle subvention pour la période 2018 - 2020. 1 Request for Expressions of Interest (Individual Consultants) SOMALIA Somaliland- Preparation of Water Resources Management and Investment Plan Project Project Manager Grant Agreement No. 5600155004001 Project ID NO: P-SO-EAZ-001 1. The Ministry of Water Resources of the Government of Somaliland is beneficiary of an African Water Facility grant fund administered by the African Development Bank for the preparation of water resources management and investment plan for Somaliland. 2. The African Water Facility is the Executing Agency of the project and intends to recruit a Project Manager to be stationed in Hargeisa, Somaliland to support the overall management and implementation of the project. 3. The Project Manager who will be operationally accountable to the Coordinator of the African Water Facility will work closely with the Ministry of Water Resources (MoWR) of the Government of Somaliland on all project implementation matter. 4. The main responsibility of the Project Manager will be to oversee the implementation of all aspects of the Project and be fully responsible for its day to day management and oversee the activities of the Project Implementation Unit (PIU) to ensure timely and efficient delivery of the Project in accordance with the Project work plan and schedules. 5. He/She will provide professional guidance in the IWRM plan and investment project preparation and oversee and follow-up the activities and work progress of the consulting firm undertaking the technical work in accordance with their contractual obligations. 6. The qualifications and experiences required for this assignment are a minimum of Masters degree in water management or engineering or related disciplines relevant to the project with a minimum of ten years at a senior level in a relevant public or private sector institution, or international organization, with proven capabilities in the management and coordination of internationally financed development projects and programmes. Experience of working in Somaliland or similar regions in Africa particularly with respect to IWRM and managing multi-disciplinary team of professionals and consulting firms is essential. 7. The estimated duration of services is 30 months renewable yearly subject to satisfactory performance. The estimated starting date is Nov 1, 2015 and the duty station is in Hargeisa, Somaliland. 1 Request for Expressions of Interest – Extension of Deadline for Submission (Individual Consultants) SOMALIA Somaliland- Preparation of Water Resources Management and Investment Plan Project Project Manager Grant Agreement No. 5600155004001 Project ID NO: P-SO-EAZ-001 1. The Ministry of Water Resources of the Government of Somaliland is beneficiary of an African Water Facility grant fund administered by the African Development Bank for the preparation of water resources management and investment plan for Somaliland. 2. The African Water Facility is the Executing Agency of the project and intends to recruit a Project Manager to be stationed in Hargeisa, Somaliland to support the overall management and implementation of the project. 3. The Project Manager who will be operationally accountable to the Coordinator of the African Water Facility will work closely with the Ministry of Water Resources (MoWR) of the Government of Somaliland on all project implementation matter. 4. The main responsibility of the Project Manager will be to oversee the implementation of all aspects of the Project and be fully responsible for its day to day management and oversee the activities of the Project Implementation Unit (PIU) to ensure timely and efficient delivery of the Project in accordance with the Project work plan and schedules. 5. He/She will provide professional guidance in the IWRM plan and investment project preparation and oversee and follow-up the activities and work progress of the consulting firm undertaking the technical work in accordance with their contractual obligations. 6. The qualifications and experiences required for this assignment are a minimum of Masters degree in water management or engineering or related disciplines relevant to the project with a minimum of ten years at a senior level in a relevant public or private sector institution, or international organization, with proven capabilities in the management and coordination of internationally financed development projects and programmes. Experience of working in Somaliland or similar regions in Africa particularly with respect to IWRM and managing multi-disciplinary team of professionals and consulting firms is essential. 7. The estimated duration of services is 30 months renewable yearly subject to satisfactory performance. The estimated starting date is Nov 1, 2015 and the duty station is in Hargeisa, Somaliland. The Project Development Objective is to finance and support an operational payroll andpayment system for the non-security sectors. The RCRF project is closely linked with the MPF fund-level objective which is to "tofoster socio-economic recovery and stabilization bysupporting the payment of civil service salaries, and the running costs ofgovernment institutions; financing technical assistance and supporting the building blocks of larger public investment programsacrossa range of sectors." OBJECTIVE AND SCOPE OFWORK A Public Financial Management (PFM)Consultant is required to provide public financial management technical assistance to the Puntland External Assistance Section(EAFS), a newly established unit within the Puntland Office of the Accountant General. The main objective of the Consultant'sservices is to provide technical assistance to the Puntland EAFS on matters relating to the fiduciary assurance and to alimitedextent implementation of the PFM reforms action plans within the EAFSunit.  Inparticular, strengthen and support PFM fiduciary systems for more transparent and accountable management and use of public funds inthe State Government ofPuntland (both Government as well as external financing from development partners). While focusing on thekey aspects of this assignment, the Consultant is expected to take into account all the elements of thePFM fiduciary system i.e.budgeting, banking and funds flow arrangements, accounting, internal control, cash management, reporting and internal and externalaudits. ASSIGNMENTDESCRIPTION The consultant shall do everything necessaryto meet the above objectives, including but not limited to carrying out the following, by advising and or by doing as necessary: 1)     Support the EAFSto ensure that the Government projects are implemented in line with the provisions of the of legal framework which shall includebut not limited to projects documents, grants agreements, External Assistance Fiduciary Section (EAFS) and the respective ProjectsImplementation Manuals; 2)     Support the EAFSto ensure all the payments that require prior approval by the development; partners are fully supported and supportingdocumentation filed accordingly; Support the EAFS to ensure that no projects activities/categories/components are not overspentwithout proper authorization from the Donors; 3)     Carry outfinancial management training needs analysis across MDAs implementing externally funded projects and develop capacity developmentandtraining plans. 4)     Carry out periodicfinancial management capacity building and trainings for the implementing MDAs; 5)     Support the EAFSto ensure all the projects receipts and payments are recorded in compliance with the approved procurement plans and budgets, thegrant agreement and the external assistance fiduciary procedures manuals and respective Projects Implementation Manuals(PIMs); 6)     Keep EAFS Unit andSenior Management within the Puntland Ministry of Finance informed on processed, unprocessed and to be processed vouchers andpresent to management challenges faced and mitigation measures for the challenges faced during payment process in order to avoiddelays. Conduct of Work The Consultant shall work under the overallguidance of the Puntland Accountant General.  He/She is expected to work in closecoordination with the Senior Management within the Puntland Ministry of Finance in particular, Accountant General and his/herDeputy, Director General Expenditure, Director General Revenue, PIUs Coordinators, Procurement/Financial Management Specialists andMDAs Accountants, EAFS staff including other Consultants supporting the EAFS and the Ministry of Finance. The Ministry ofFinance (MOF) of the Federal Republic of Somalia (FRS) has undertakenthe SPFMCSP with the objective to achieve overall fiscal discipline that ensures effective use ofpublic funds and avoids fiscal waste. The project refers to the legal and institutional framework for supervising all phases of thebudget cycle, including formulation and preparation of the budget, budget execution and expenditure management, internal controlsand audit, procurement, monitoring and reporting arrangements, and external audit. In this context, the Federal Government of Somalia has passed the Public Procurement Concessions andDisposal Act (PPCDA). The PPCDA will cover all public entities, including central government agencies, local governments,state-owned enterprises, independent organisations and other public institutions. In this regard, the project aims to provide thebest international technical expertise in this field to ensure that the designs of secondary legislation, institutional setup, andcapacity development strategy will lead to effective implementation of PPCDA and successful public procurement reforms. The projectwill take a systematic approach to support the reform efforts at the legislative, policy, and operational levels to fulfil thegoals of "value for money" in public procurement with integrity. ASSIGNMENTDESCRIPTION The international consultant is to support the ProcurementDirectorate of the Ministry of Finance to conduct a comprehensive review of legal infrastructure and development of additionalguidance to support effective implementation of the new PPDCA. She/he will work closely with the relevant Ministry of Financeofficials as well as national and international consultantsto provide technical inputs and assist in reviewing the current andproposed legal infrastructure as well as in designing/drafting/reviewing secondary legislations and regulatory frameworks in linewith relevant best practices.
