ONEE Water Project

GENERAL PROCUREMENT NOTICE

This General Procurement Noticed updated the General Procurement Noticed closing on 19 May 2015 (published on 19 May 2014)

Office National de l’Électricité et de l’Eau Potable intends using the proceeds of a loan from the European Bank for Reconstruction and Development [the Bank] for a project aimed to improve drinking water supply to 3 medium-sized cities and 260 rural communities in the regions of Azilal, Ben Guerir and Ouarzazate, including a nationwide programme for performance improvement. The proposed project, which has a total estimated cost of sixty five 65 million equivalent, will require the procurement of the following goods, works and services:

 

A) URBAN COMPONENT:

  1. Sub project n°1: Strengthening of drinkable water system in Benguerir centres:
  • 4 contracts including: extension of water treatment plant, supply and install of pumping station, extension of water distribution network and supply and install of power line
  1. Sub project n°2: Strengthening drinkable water system in the city of Ouarzazate from the dam Tiouine
  •  4 contracts including: supply and installation of a water treatment plant (200l/s), extension of water distribution network (4 lots of pipes), supply and installation of Scada system  and supply and install of power line
     

B) RURAL COMPONENT

  • Sub project n°1: Extension of the treatment plant (capacity 300 l / s) and gravity pipeline (DN 500) in Azilal
    • 2 contracts including: extension of treatment plant and rehabilitation of gravity pipeline (DN 500)
  • Sub project n° 2 : Improvement of rural drinking water system of Ouaoula centre (2nd part)
    • 4 contracts including: extension of water treatment plant, supply and install of recovery station, supply and install of equipment take over station and a water tank 250m3)and supply and install of power line
  • Sub project n°3: Improvement in rural supply network in Tidili Fatouaka, Anzou and Sidi Yacoub
    • 4 contracts including: extension of water system network, supply and install of equipment for recovery station, supply and install of take over station and a water tank 500m3)and supply and install of power line
  • Sub project n° 4 : Improvement of rural drinking water system of Ait Taguella and Ouzoud (2nd part)
    • 4 contracts including: extension of discharge line, supply and install of equipment take over station and a water tank 200m3),supply and install of equipment for recovery station (25l/s) of and supply and install of power line
  • Sub project n° 5: Improvement of rural drinking water system of Tidili Fatouaka
    • 4 contracts including: extension of discharge line, extension of water distribution network, supply and install of equipment for recovery stations (1.5l/s and 11l/s) of and supply and install of power line
  • Sub project n° 6: Improvement of rural drinking water system of Tamda Noumercid
    • 4 contracts including: extension of water distribution network, supply and install of equipment two take over stations and a water tank (100m3 and 300m3) supply and install of equipment for recovery station (5l/s) of and supply and install of power line
       

C) PERFORMANCE IMPROVEMENT PROGRAMME

  • Sub project n° 1 - Rehabilitation of network distribution - 21 small civil works contracts
  • Sub project n° 2 - Extension of distribution network – 1 small civil works contracts
  • Sub project n° 3 - Efficiency improvement of distribution networks - 36 small civil works contracts
  • Sub project n°  4 - Upgrading the storage capacity - 8 small civil works contracts
  • Sub project n° 5 – Supply and installation of meters and metering systems – 3 small supply and install contracts
  • Sub project n° 6 SCADA – 1 small supply and install contract

 

The following Consultancy Contracts will be financed from Technical Cooperation Funds:

  • PIU Support Consultant
  • Financial and Operation al Improvement Programme
  • Stakeholder Participation Programme

 

For some of the above mentioned supply and install and works contracts the tendering process is on going but the contracts have not been yet awarded. For the rest, the tendering is expected to begin in the second quarter of 2016. For the consultancy contracts the tendering is expected to commence in the second quarter of 2016.

Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

ONEE Hydro Rehabilitation

ONEE was created in 2012 as a result of a fusion between National Office of Electricity and the National Office of Potable Water. ONEE is responsible for providing both electricity and water to its customers.

 

The Project will significantly extend the life of the hydro assets as well as improving climate resilience, energy efficiency and safety. The Project will also include the establishment and financing of a Project Preparation and Implementation Unit (“PPIU”) to prepare the detailed design for the works, preparation of complete tender documents, assist with the procurement process and ensure the successful implementation of the Project.

 

The project, which has a total estimated cost of about EUR 35 Mln will be financed by EBRD loan proceeds. The Project consists of the major maintenance or overhaul of several hydro power plants and dams and will require the procurement of the following goods, works and services (non-exhaustive list):

I - SUPPLY AND INSTALLATION OF MATERIALS AND EQUIPMENT FOR:-

  • El Kansera (2x9 MW): Renovation of generators
  • Imfout HPP (2x15, 5 MW): Renovation of turbines
  • Taurart (2x1 MW): Rehabilitation of the complex due to flooding
  • Bou-Areg(1x6,4 MW): Rehabilitation of auxiliary equipment and installation of supervisory Control and Data Acquisition system « SCADA »
  • Taza (2x320 KW): Rehabilitation of auxiliary equipment and installation of supervisory Control and Data Acquisition system « SCADA »
  • Bin El Ouidane & Ait Ouarda (Dams) :-
    • Lot 1: Civil works and auscultation of two dams
    • Lot 2: Electromechanical works of two dams
       
  • Imfout (Dam): Rehabilitation of the spillway flood
  • Douarat (17 MW) : Repair of input valves groups.
     

2. Feasibility studies:-

  • Rehabilitation of five small hydro power plant: Askaw (0,22MW), Sefrou (0,260MW), Tabant (0,068MW), Maachou (24MW) et Talambot (14,2MW)
     

3.Rehabilitation works determined by feasibility studies for:-

  • Six small hydro power plant: Askaw (0,22MW), Sefrou (0,260MW), Tabant (0,068MW), Fès Aval (0.945 MW), Maachou (24MW) and Talambot (14,2MW)

4. The following studies:-

  • Feasibility Study to improve Operation Mode of Afourer Complex

  • Study of the production potential of hydropower fleet of Morocco, including the impacts of climate change

  • Modeling and simulation of high electricity network, high and medium voltage of Morocco to establish a renewable source of energy injection capacity

5. Consulting Services PPIU

II - CONSULTING SERVICES:-

  1. Consultant to Project Preparation and Implementation Unit (selection in process)
  2. Assessment Production Potential of all Moroccan HPPs
  3. Assessment of the Grid Capacity

Some tenders from those mentioned above are launched, the others are to launch preparation.
