Climate Change Adaptation Investments in the Port Sector in Morocco

Clarification 09/06/2015: The following amended has been made to the Consultant Profile: • Key Expert No. 3: Climate Change Expert with preferably 10 years' experience in advising on climate change adaptation measures relevant to ports; Assignment Description: The European Bank for Reconstruction and Development (EBRD or the Bank) is interested in supporting climate change adaptation in the Moroccan port sector and considering the provision of a loan or loans to the Moroccan National Ports Agency (Agence Nationale des Ports, ANP or the Client). These loans may be supported by additional grant funding for climate change adaptation measures, which may be used for both co-financing infrastructure components and targeted technical cooperation (the Project). The overall objective of the Project is to contribute to climate change adaptation in the Moroccan ports sector by implementing a detailed programme of viable physical investments together with associated TC activities to build capacity and promote skills transfer. Given the strategic role of the country’s ports in linking the Moroccan economy to wider markets, adapting ports to the impacts of climate change and building their resilience is therefore imperative. Awareness of this issue is also rising following recent episodes of severe weather and the unprecedented extreme storm surge (la houle exceptionnelle) of 2014. The Bank now intends to engage a consulting company (the Consultant) to provide detailed project scoping for physical investments in the upgrade or construction of port facilities and associated infrastructure combined with specific climate change adaptation measures, as well as identifying and developing associated technical cooperation (TC) activities to promote capacity building and skills transfer (the Assignment). The selected Consultant is expected to provide the following services for the Assignment: (i) Identify main players and stakeholders and their roles, priorities and resources, including their capacity and influence on the implementation of the Project. (ii) Scoping of physical investments: The output of the Assignment in this area will be a Priority Investment Programme (PIP) for the Moroccan ports sector that sets out an investment programme which incorporates climate change adaptation in the development of the ports sector, with indicative costing and timing estimates, to be developed in close consultation with ANP and EBRD. (iii) Scoping of associated technical cooperation activities: The main output of the Assignment in this area will be detailed list of priority associated TC activities that will complement the above PIP and which will support ANP through capacity building, skills transfer, twinning, and engagement with best international practice including emerging codes and standards. This may also include the identification of possible areas where civil society cooperation may be appropriate. Status of Selection Process: Interested firms or group of firms are hereby invited to submit expressions of interest. Assignment Duration: The Assignment is expected to being in Q3 2015 with a total duration of three months. Cost Estimate for the Assignment: USD 200,000 (exclusive of VAT). The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the Bank's special status as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a consultant incurs input VAT on goods and services purhcased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense. Funding Source: The Assignment will be funded by the Global Environment Facility (GEF). Eligibility: There are no eligibility restrictions. Consultant Profile: Corporate services are required. The Consultant will be a firm or group of firms with previous project experience preferably in the assessment of investment opportunities, infrastructure upgrade requirements and institutional reform within the ports sector as well as significant experience in the identification of climate change adaptation measures. The Client's working language is French and accordingly an ability to communicate in French, and work with information provided in French, will be essential. The Consultant’s team is expected to include the following key experts: • Key Expert No. 1: Project Manager with preferably at least 10 years' experience in engineering and climate change adaptation with proven experience in the field. The Project Manager must be able to communicate effectively with the Client in French; • Key Expert No. 2: Senior Engineer (ports) with preferably 10 years' experience in projects related to Port infrastructure; • Key Expert No. 3: Climate Change Expert with preferably 10 years' experience in advising on climate change adaptation measures relevant to ports; • Key Expert No. 4: Training/Institutional Development Expert with preferably 10 years’ experience in delivering similar assignments; and • Key Expert No. 5: Local Engineer (ports) with preferably 10 years' experience in the port sector in Morocco. Submission Requirements: In order to determine the capability and experience of Consultants seeking to be shortlisted, the information submitted should include the following: (a) Company/group of firm’s profile, organisation and staffing (max. 2-4 pages); (b) Details of previous project experience or similar assignments particularly undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration), assignment budget, percentage carried out by consultant in case of association of firms or subcontracting, main activities, objectives, etc.; (c) CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives. ONEE Hydro Rehabilitation Project

Consultant for the Project Preparation and Implementation Unit (PPIU) The Invitation for Expression of Interest follows the General Procurement Notice for this project published in Procurement Opportunities, on the EBRD website 15 May 2015. ONEE was created in 2012 as a result of a merger between Office National de l’Electricité, the state-owned national electricity utility, and the Office National de l’Eau Potable, the state-owned national water utility. ONEE is responsible for providing both electricity and water to its customers. ONEE intends using the proceeds of EBRD loan towards the cost of ONEE Hydro Rehabilitation Project. This notice relates to engagement of the Project Preparation and Implementation Unit (PPIU) Consultant. The main objective of the PPIU Consultant is to provide organizational and technical assistance to the Client to ensure the successful completion of the Project in accordance with the Project Implementation Plan (PIP) and with all the Bank’ requirements stipulated in the Loan Agreement. The proposed project, which has a total estimated cost of about EUR 40 Mln will be financed by EBRD loan proceeds. The Project consists of the major maintenance or overhaul of several hydro power plants and dams and will require the procurement of the following goods, works and services (tentative list): Supply and Installation of Plant and Equipment for: El Kansera (2x9 MW): rehabilitation of the two generators; Imfout HPP (2x15.5 MW): replacement of two Kaplan turbines; Taurart (2x1 MW): necessary rehabilitation after flooding; Bou-Areg (1x6.4 MW):rehabilitation of ancillary equipment and installation of SCADA; Taza (2x 320 kW): rehabilitation of ancillary equipment and installation of SCADA;; Bin El Ouidane dam and Ait Ouarda dam: overhaul of hydro- and electro-mechanical equipment and civil works Rehabilitation of Imfout Dam Spillway and Ancillary Equipment Douarat (17MW) Overhaul of intake valves Rehabilitation Works of 6 Small Hydropower Plants Maaser (0,1MW), Fes Aval (0,945MW), Sefrou (0,260MW), Tabant (0,068MW), Maachou (24MW) et Talambot (14,2MW) (to be done after completed study) The following Technical Assistance funded through Technical Cooperation (grant money) will be done: Study to improve the operation mode of Afourer complex Study of the production potential of the Moroccan HPPs including impact of climate change Assessment of the grid capacity to absorb renewable energy The principal objective of this assignment is to deliver assistance to ONEE’s PIU during Project preparation and implementation. The Consultant will assist PIU with the following tasks: TASK 1: Project Preparation Phase Development of Project Implementation Unit (PIU) operating procedures Inspection of hydroelectric plants Support during the procurement process: (i) preparation of tender documents, (ii) procurement of the works, goods and services, (iii) tender evaluation process, and (iv) contract finalisation and award: Diagnostic and study for the rehabilitation of the 6 small hydro power plants (SHPP) : Maaser (0,1MW), Fes Aval (0,945MW), Sefrou (0,260MW), Tabant (0,068MW), Maachou (24MW) et Talambot (14,2MW) ; Diagnostic and study for the rehabilitation of 4 dams (Imfout, Douarat, Maachou and Talambot/Ali Thailat) TASK II: Project Implementation Phase Reviewing site preparation including engineering supervision arrangement; Monitoring, supervision, and reporting on the implementation of contracts and overall completion of each Project component; Validation of project documents Monitor the contractors’ program for performance as well as documentation for required tests and commissioning in accordance with contract conditions; Control of execution of works Assistance in the implementation of the Environmental and Social Action Plan (ESAP); Testing, Commissioning and Operational Acceptance Follow up of the punch list during the defect liability period Knowledge transfer to Client TASK III: Project Completion Project completion report Project documentation Status of Selection Process: Interested firms are hereby invited to submit expressions of interest. Assignment expected start date and duration: The assignment is expected to take place from April 2016 and is expected to be carried out over a 48-month period. The input of the experts is expected to be intermittent during this period (detailed schedule to be agreed upon between the Client and the Consultant). Maximum Budget available for the Assignment: EUR 1,800,000 (exclusive of VAT). The consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the Bank's special status as an IFI and state this to the Bank and CGES in their response to the Invitation for Expressions of Interest. To the extent that a consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense. Funding Source: Through EBRD loan proceeds. Eligibility Restrictions: There are no eligibility restrictions. Consultant Profile: An international firm of consultants will be engaged for this assignment and is expected to procure the services of a multidisciplinary team of both international and local experts as appropriate. The Consultant is expected to have relevant expertise and experience the procurement and implementation of hydropower construction and rehabilitation projects. In addition, relevant experience in the EBRD’s countries of operation would be an advantage. The Consultant is expected to provide a team of experts with necessary qualification and skills to deliver the above-mentioned services timely and within budget. The Consultant team is expected to comprise the following key experts: The Team Leader (TL) shall be an Engineer with at least 10 years’ experience in construction or rehabilitation of hydropower plants including dams. The TL should have led projects in the past similar to the project under this Contract. The TL shall possess excellent knowledge of French and English language for coordination and report writing purposes. Hydro-mechanical Engineer with at least 10 years of experience in planning, design and construction of hydropower plants projects. Electro-mechanical Engineer with at least 10 years of experience in planning, design and construction of hydropower plants projects. Civil Engineer with at least 10 years of experience in planning, design and construction of hydropower plants projects Expert Hydrology with at least 10 years of experience in planning, design and construction of dams and hydropower plants similar to the projects. Procurement Expert with at least 10 years of procurement experience in power projects including construction or rehabilitation of hydropower plants including dams as well as the relevant experience to work with an IFI. Short Term Experts with at least 10 years’ experience in the following areas of work: SCADA (Supervisory Control and Data Acquisition; Factory acceptance tests and Commissioning for similar assets; Protection and Control Measures; Civil Works in the field of substation and tower foundations construction; Environmental and Social Measures. Local Experts (as required) with at least 5 years’ proven experience in OHL engineering and Substation Engineering; Civil Engineering; Dam Engineering; Social and Environmental; Site Supervision. Note that intermittent inputs are expected from the key experts. The Consultant should propose a suitable organisation staffing with anticipated input (man-months) from the key experts in a staffing schedule and work plan. The proposed Experts need to have appropriate skills in both French and English language. The above information should not exceed 10 pages excluding CVs. One original and two numbered hard copies together with electronic copy on CD-Rom of the above information in French and English should be submitted to the Client in an envelope marked “Expression of Interest for ONEE Rehabilitation Project: PPIU Consultancy Services”, to reach the Client not later than the above closing date. Consultant for the Project Preparation and Implementation Unit (PPIU The Invitation for Expression of Interest follows the General Procurement Notice for this project published in Procurement Opportunities, on the EBRD website 15 May 2015. ONEE was created in 2012 as a result of a merger between Office National de l’Electricité, the state-owned national electricity utility, and the Office National de l’Eau Potable, the state-owned national water utility. Morocco Women in Business - Segmentation study

Project Description:
The European Bank for Reconstruction and Development (the EBRD or the Bank) is planning to launch a Women in Business (WiB) Programme in Morocco to promote women entrepreneurship by improving women-led businesses' access to finance and business advisory services (the Project).

The Project is expected to include three components, inter alia; (1) the dedicated WiB Financing component; (2) the Technical Cooperation component to support Participating Financial Institutions (PFIs) in adjusting their business models and delivering products and services to women-led Small and Medium Enterprises (SMEs); and (3) the WiB Small Business Support component to facilitate increased access to know-how and non-financial development services for women-led businesses, as well as access to markets through networking opportunities.

Assignment Description
The Bank now intends to engage a consultant (the Consultant) to conduct a market segmentation study of the SME market in Morocco with a particular focus on women-led businesses (the Assignment).

The objective of this Assignment is (i) to provide a clear understanding of the different segments available in the Moroccan WiB market; (ii) to identify the characteristics of women-led businesses in Morocco (size, sector, socio-demographic characteristics of the manager, etc.) and (iii) to understand the related financial needs of each sub-segment of entrepreneurs. The results of this Assignment will be used to support EBRD in advising PFIs on how to develop WiB strategies to enter the women in business segment in Morocco. This Assignment will further contribute to the testing of a new operational approach for the package of technical support to commercial banks essential to all WiB programmes (i.e. component 2 of the Project).

The contracting entity shall be the Bank.

The expected outcome of the Assignment is the submission of a comprehensive market segmentation study and the presentation by the Consultant of the research approach and findings to the EBRD and PFIs.

The selected Consultant is expected to provide comprehensive study comprising the following:
1.Behavioural Research and SMEs Segmentation of Entrepreneurs in Morocco with a focus on women-led SMEs;
2.Organisation of a Workshop with potential banks in Morocco to facilitate the customisation of the market research;
3.Focus groups and Ethnographic Research with the high value target segments to support development of value proposition with banks in Morocco; and
4.Preparation and Delivery of a presentation on the methodology, approach and findings of the segmentation study at the EBRD HQ in London.

Assignment Description: The Office National de l’Electricité et de l’Eau Potable (the "Client or ”ONEE”) has signed a loan with the European Bank for Reconstruction and Development ("EBRD" or the "Bank") in order to rehabilitate hydropower plants and dams in Morocco, and to help increase their resilience to risks associated to climate change (the “Project”).

The Bank accompanies the loan with technical cooperation support to assist ONEE to engage a consultant (the “Consultant”) responsible for realising a detailed study on the production potential of the hydropower stations in order to optimise the use of water resources by the dedicated regional agencies and improve the productivity of hydropower stations (the “Assignment”).

The objective of the Assignment is to assess the HPPs production potential, to optimise the use of water resources by the dedicated regional agencies and to improve the productivity of hydropower stations.

The selected Consultant is expected to provide the following services:

1. Task 1

a. Undertake the diagnosis and expertise of the hydroelectric facilities;
b. Study the opportunities to increase the hydroelectric potential of these facilities in terms of power and production; and
c. Assist ONEE in adopting the best international practices (such as those used in OECD countries) to adapt to climate change and in spreading these practices across the whole hydropower sector.

2. Task 2

a. Undertake the preparation of the Detailed Preliminary Draft (DPD) documents of the retained solution for the relevant facilities; and
b. Prepare the related tender documents for the facilities’ rehabilitation.

Status of Selection Process: Interested firms or groups of firms are hereby invited to submit expressions of interest.

Assignment Start Date and Duration: The Assignment is expected to start in September 2017 and has an estimated overall duration of 18 months.

Maximum Cost Estimate: EUR 495,000 (exclusive of VAT). Subject to availability of funding, the performance of the selected Consultant and the specific needs of the Bank the Assignment may be extended beyond the current scope.
The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.

Funding Source: This Assignment is funded by the EBRD Shareholder Special Fund SEMED. Please note that selection and contracting will be subject to the availability of funding.

Eligibility: There are no eligibility restrictions.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with previous related project experience in implementing similar studies and required expertise.

The Consultant’s expert team is expected to include key experts as follows:

a. The Team Leader (TL) shall be an engineer with preferably an experience of 10 years in the construction, the expertise and the rehabilitation of similar hydropower facilities (dams, galleries, stations or micro-stations, basins…). The TL shall have previous professional experience in supervising similar assignments. The TL shall have a perfect knowledge of French and preferably of English for the project coordination and reports writing. Knowledge of Arabic language would be an advantage.

b. An Electromechanical Expert will need to be an electromechanical engineer with preferably 10 years of previous professional experience in the planning, the conception and building of similar projects of dams and hydropower stations.

c. A Hydro-mechanical Expert will need to be a hydro-mechanical engineer with preferably 10 years of previous professional experience in the planning, the conception and building of similar projects of dams and hydropower stations.

d. A Hydrology Expert with preferably 10 years of previous professional experience in the planning, the conception and building of similar projects of dams and hydropower stations.

e. A Climate change Expert with preferably 10 years of previous professional experience in climate change impacts management advisory on climate resilience measures. A considerable previous professional experience in the hydropower sector would be a notable asset.

f. Non key experts available on short notice with preferably 10 years of previous professional experience in the following fields:
-Supervisory Control and Data Acquisition (SCADA) ;
-Factory validation tests and commissioning of corresponding assets;
-A sedimentology and currentology expert;
-Protection and control/command measures;
-Hydraulic expert;
-A civil engineer with previous professional experience in the planning, the conception and building of similar projects of dams and hydropower stations.

Proposed experts (key or non-key) should have an appropriate working knowledge of English and French.
 
Any expert can cover one or two roles if she/he has the relevant experience.

Submission Requirements: In order to determine the capability and experience of Consultants seeking to be shortlisted, the information submitted should include the following:

(a) brief overview of the firm/group of firms including company profile, organisation and staffing (max. 2-4 pages);

(b) details of similar experience of firm or group of firms and related assignments undertaken in the previous ten years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, percentage carried out by consultant in case of association of firms or subcontracting, main activities, objectives;

(c) CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous ten years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.

Description de la mission: L’Office National de l'Electricité et de l’Eau Potable (le « Client» ou « l’ONEE ») a obtenu un prêt de la Banque Européenne pour la Reconstruction et le Développement (« BERD » ou la « Banque ») dans le but de financer la réhabilitation de centrales hydroélectriques et de barrages au Maroc, et d’aider à améliorer leur résistance face aux risques associés aux changements climatiques (le « Projet »).

La BERD a accompagné son prêt d’une coopération technique dans le but d’assister l’ONEE pour recruter un consultant (le « Consultant ») en charge de réaliser une étude détaillée du potentiel de production des centrales hydroélectriques au Maroc dans le but d’optimiser, entre autres, l’utilisation des ressources en eau par les agences régionales dédiées et d’améliorer le rendement des centrales hydroélectriques (la « Mission »).

Le but de la Mission est d’évaluer le potentiel de production actualisé des aménagements hydroélectriques, d’optimiser l’utilisation des ressources hydrauliques et d’améliorer la productivité des stations hydroélectriques.

Le Consultant retenu doit fournir les services suivants:

1. Sous-Mission 1:

a. Réaliser le diagnostic et l’expertise des aménagements hydroélectriques ;
b. Etudier les opportunités d’augmentation du potentiel hydroélectrique de ces aménagements en terme de puissance et de production; et
c. Assister l’ONEE dans l’adoption des meilleures pratiques internationales (comme celles utilisées dans les pays de l’OCDE) pour s’adapter au changement climatique et dans la diffusion de ces pratiques à travers l’ensemble du secteur de l’hydroélectricité.

2. Sous-Mission 2:

a. Réaliser la préparation des dossiers d’Avant-Projet Détaillé (APD) de la solution retenue pour les aménagements concernés ; et
b. Etablir les dossiers des appels d’offres correspondants en vue de leur réhabilitation.

Etape du processus de sélection: Les Consultants intéressés sont invités à fournir toutes les informations pertinentes prouvant qu’ils sont qualifiés pour mener à bien les prestations demandées, et seront invités, plus tard, à répondre à la demande de proposition y afférente.

Date de début de la mission et sa durée: Le début de la mission d’assistance technique est envisagé vers Septembre 2017 et devrait s’étendre sur environ 18 mois.

Coût estimé des prestations d’assistance technique: EUR 495000.00 (hors TVA).
Sous réserve de disponibilité du financement, de la performance du Consultant sélectionné et des besoins spécifiques de la Banque, la Mission pourrait être étendue au-delà de la description actuelle.
Le Consultant doit déterminer si une quelconque taxe indirecte / TVA serait due sur les services proposés et indiquer le fondement d'une telle perception. Si des taxes indirectes / TVA sont payables, le Client de la BERD devra directement payer au Consultant ces taxes indirectes / TVA dues sur les services proposés, sauf accord contraire.

Profil du Consultant: Services corporatifs sont requis. Le Consultant sera une entreprise ou un group des entreprises disposant de l’expertise et l’expérience requises dans la réalisation d’études similaires.

Le consultant devra constituer une équipe d‘experts clés comme suivants:

a. Le chef d’équipe (Team Leader, TL) devra être un ingénieur disposant d’une expérience de préférence de 10 ans ou plus dans la construction, l’expertise et la réhabilitation d’ouvrages hydroélectriques similaires au Projet (barrages, galeries, centrales et microcentrales, bassins…). Le TL aura supervisé des expériences similaires au Projet du présent contrat. Le TL devra parfaitement maitriser le français et de préférence l’anglais pour la coordination du Projet et la rédaction des rapports. Une connaissance de l’arabe sera valorisée.

b. Expert électromécanicien avec une expérience de préférence de 10 ans ou plus dans la planification, la conception et la construction de projets de barrages et centrales hydroélectriques similaires au Projet.

c. Expert hydromécanicien avec une expérience de préférence de 10 ans ou plus dans la planification, la conception et la construction de projets de barrages et centrales hydroélectriques similaires au Projet.

d. Un expert hydrologue avec une expérience minimale de 10 ans dans la planification, la conception et la construction de projets de barrages et centrales hydroélectriques similaires au Projet.

e. Un expert en changement climatique avec une expérience d’au moins 10 ans dans l'évaluation et de la gestion des impacts des changements climatiques et le conseil sur les mesures de résilience climatique. Une expérience avancée dans le secteur hydroélectrique représentera un atout notable.

f. Des experts non clés disponibles à court terme avec une expérience de préférence d'au moins 10 ans dans les domaines d'activité suivants :
- Système de contrôle et d'acquisition de données (SCADA) ;
-Tests de validation en usine et mise en service des actifs correspondants ;
-Un expert en sédimentologie et courantologie - Mesures de protection et de contrôle commande;
-Expert hydraulique
-Un ingénieur Génie civil avec une expérience dans la planification, la conception et la construction de projets de barrages et centrales hydroélectriques similaires au Projet.

Les experts proposés doivent avoir une connaissance appropriée à la fois du français et de l’anglais.

Remarque : un même expert (clé ou non clé) peut couvrir deux domaines s’il en a les compétences et l’expérience.

Informations requises : Afin de déterminer la capacité et l’expérience des consultants cherchant à être sélectionnés, les informations requises doivent comprendre les éléments suivants:

(a) profil du consultant, nombres d’employés et fonctions;
