In June 2017, the Government of Lesotho initiated the development of the National Strategic Development Plan II 2019-2023 (NSDP II) that will mainstream the SDGs. Based on the lessons learned from the current United Nations Development Action Plan (UNDAP) and the gap analysis undertaken, the United Nations Country Team (UNCT) agreed to develop a strategic United Nations Development Assistance Framework (UNDAF) at outcome level for the period of 2019-2023. The UNDAF document will be drafted through a consultative process and finalized by end of December 2017 with signing envisaged for January 2018. The Government of Lesotho has committed to implementing the Sustainable Development Goals. At the National level, this implementation involves integration of the agenda into the National Strategic Development Plan (NSDP) and aligning it to the National Budget. Implementation of SDGs will require substantial additional financial resources, coupled with more efficient and effective use of the available resources. Lesotho will need to make effective use of its domestic resources and other official and private flows and explore alternative innovative ways of financing.In this regard, UNDP is looking for a consultant to undertake a preliminary mapping of available resources for SDG implementation to support financing for the achievement of the Agenda 2030 in Lesotho.This study will serve as a starting point in mapping the financial resources currently available from various sources such as the public finance, sovereign debt, ODA, FDI, private finance and others, for SDGs implementation in the country. The UNDP and Global Environment Facility’s (GEF) Small Grants Programme (SGP) in partnership with the Maloti Drakensberg Park World Heritage Site (MDP WHS) and UNESCO, requires individual consultants with expertise in landscape management, community and stakeholder participatory processes, experience with community-led initiatives as well as knowledge and experience of working in and around the MDP WHS. The consultant will undertake a baseline assessment of the MDP WHS, develop a conceptual framework/model and a COMPACT Site Strategy, for establishment of the COMPACT project in Heritage Site. The objective of COMPACT is to demonstrate how community-based initiatives can significantly increase the effectiveness of biodiversity conservation in World Heritage Sites while also helping to improve local community livelihoods. The COMPACT approach has been successfully piloted in eight world heritage sites and is now being replicated in the MDP WHS.The Assignment is expected to be carried out in 30 working days, from May 2017 to June 2017.Education: A Bachelor’s degree or higher in Environmental Management or related field with at least 5 years of relevant working experience.
