Theintegration of sector strategy formulation and policy implementation has already occurred with a focus being to first increaseaccess to, and completion of primary education in the poorest districts by financing (i) community-based contracting for classroomconstruction, (ii) community grants for schooling program to lower the cost of education to communities, and (iii) in-serviceteacher training.
