Technical Assistance and Support to DFRM for Implementationof PAW/LENS2 Subproject
Department of Forest Resource Management (DFRM) has received a $2.5 million from the EnvironmentProtection Fund Office (EPFO), executing agency to implement the second Laos Environment and Social (LENS2) project which issupported from GEF fund (from Biodiversity, LandDegradation, and Sustainable Forest Management focal areas) $6.83 million and $32million IDA funds (national and regional funding).
Department of Forest Resource Management (DFRM) seeks to mobilize an experienced International Technical Advisor for ProtectAreas Management to support DFRM subproject team.
As part of (LENS2) implementation, the Department of Forest Resource Management(DFRM) has obtained a sub grant from the EPF for to strengthen the policy and institutional framework and DFRM capacity toprotect and manage the NPA and PF system. To help achieve this objective DFRM isrecruiting an International Technical Advisor (ITA) for Protected Areas Management
It is anticipated that the Consultant will provide full time services throughout the 3 year of the sub project. The base stationwill be at the DFRM Office in Vientianewith travel in the provinces.
The consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selectionand Employment of Consultants by Bank Borrowers, dated January 2011.
The Consultant isexpected to assist and advise DFRM staff on all technicalaspect related, provide technical advisory service to DFRM to help build theinstitutional capacity to manage protected areas and guide the national reform in protected areamanagement.
To implement and achieve the objective of this subproject, The International Technical Advisor (ITA) is expected to respond, assist and advise onall technical matters ofprotected area management. Specifically, he or she will work closely with the sub-project team from DFRM, and protected areamanagement units, and with other technical advisors and short-term consultants to this subproject to carry out taskslisted in the terms ofReferences.
The consultant is expected to possess the following qualification and experience:
· Minimum of15 years working experience related to nationalparks/protected area management, wildlife conservation, conservation biology and/orsimilarspecializations;
· Minimum of 5years international experience related to protected area or wildlife institutional development, site planning, design and/ormanagement;
· At least Bachelor degree in protected area, wildlifemanagement, conservation biology, or related fields.
· At least one similar assignments successfully conducted(reference required);
· Excellentcommunication skills, including: fluency in Englishspeaking and writing;
· Computer skills, including Word, Excel, Power point andemail.
