Background

Under direct supervision of Health System Team Leader, the consultant will implement activities aimed at coordinating sustainable health systems strengthening efforts with focus on quality of services and human resources for health (HRH). The consultant will work directly with the national Government to facilitate coordinated approaches in the implementation of the various initiatives within the mandate of the different WHO programmes.

Tasks
• Provide technical support to the Government on key aspects of HRH related governance, which include among others: legislation, regulations and policy framework to improve performance, productivity and utilization of the health workforce; evidence-based policy dialogues to address HRH challenges; analyze specific action points and assist in implementation of the national HRH plan;

• Assist in developing strategies and initiatives to improve the technical skills and competence of the health workforce such as efforts to strengthen pre-service education and in-service training; capacity of training institutions; a formalized governance framework to oversee the accreditation of institutions, quality standards, curricula and processes such as the National Exam;

• Help strengthen management practices to improve workforce sustainability such as better utilization of HRH information system to plan, train, appraise, and support the workforce performance management: performance appraisal, supervision, and productivity;

• Provide technical assistance to the Ministry of Health and government sectors for the implementation of the strategic agenda for health systems capacity development as stated in the national health strategy, especially on aspects of quality improvement and integrated service delivery;

• Support the principal- and sub-recipient of the Global Fund New Funding Model Health System Strengthening grant to implement activities related to infection prevention control, quality improvement initiatives, private sector regulation and community systems development;

• Provide technical assistance to the Ministry of Health in the process of defining the service delivery package at health centers, with an aim to strengthen primary health care and promote patient-centered service delivery; and

• Perform other related and assigned duties as required.

Required profile of the consultant

Education
University degree in the field of health or relevant social science with postgraduate degree in public health, health systems development, human resource for health management, or related field.

Experience
Minimum of 7 years progressively responsible experience in HRH management & planning, health systems development, including experience at international level and in developing or transitional economy settings.

Languages

Written and spoken fluency in English is essential.

Short-term Consultant in Community and Health Systems Strengthening

Background

Under direct supervision of Health System Team Leader, the consultant will support the National Center for Health Promotion (NCHP), Ministry of Health (MOH) to implement activities on community health system strengthening in Cambodia. The consultant will also work directly with the national Government to facilitate coordinated approaches in the implementation of the various initiatives within the mandate of the different WHO programmes.

Tasks

  • Provide support to the SR (NCHP) in the overall management, coordination, implementation, monitoring of work plans for the Global Fund NFM HSS grant component on implementing an integrated community approach in Cambodia;
  • Provide technical support to NCHP in the mapping of the existing Village Health Support Group (VHSG) in the country (not limited to volunteers involved in the HIV/Malaria/TB and RMNCH programmes);
  • Based on the mapping exercise and in discussion with different stakeholders, assist NCHP in developing a comprehensive strategy and roadmap (with timelines) for integration of the village/community-based health workforce;
  • Assist NCHP to design the strategy for the harmonization of VHSG incentives within the GFATM financed grants and other donor supported programs;
  • Support NCHP in developing the proposed roles, responsibilities and skill requirements for VHSG to adopt and implement an integrated role;
  • Assist NCHP in the development of an Integrated Training Module and IEC material that fulfils the capacity needs for an integrated VHSG role;
  • Support NCHP in the development and roll-out of training plans for VHSGs;
  • Develop a communication strategy for health centers to commune councils (local authorities) with the aim of integrating the functioning of Health Center Management Committee (HCMC) and VHSGs into Commune Investment Plan (CIP);
  • Support NCHP in the development of appropriate monitoring tools to assess the implementation of the roadmap for integration of VHSGs;
  • Plan the optimal use and adoption of existing policies such as community participation policy, to strengthen the role of the HCMC and VSHGs;
  • Advise NCHP on mechanisms to support leadership at all organizational levels (HCMC, Health Center and Commune Council) to ensure accountability, efficiency and sustainability of the health system and responsiveness to the health needs of communes;
  • Work with disease-specific and public health programs to develop a coherent and integrated approach to service delivery;
  • Support current efforts of the Ministry of Health to strengthen primary health care, including the adoption of a patient-centered approach to health care at all service delivery levels;
  • Provide technical assistance to the Ministry of Health and government sectors for the implementation of the strategic agenda for health systems capacity development as stated in the national health strategy;
  • Perform other related and assigned duties as required.

Required profile of the consultant

Education
Advance Degree in Medical & Health Sciences, in Public Health or other related field with 10 years of relevant work experiences (PhD/Master’s Degree or equivalent).

Experience

S/he must have minimum 7-10 years of relevant professional experiences in the community system strengthening, preferably in a developing country setting
Prior experience of working on Global Fund grants will be an advantage

Languages
Written and spoken fluency in English is essential.

Background

The Greater Mekong subregion (GMS) has long been seen as a source of resistance to antimalarial drugs, potentially spreading and endangering malaria elimination efforts elsewhere. This is one of the reasons why malaria elimination by 2030 has recently been declared a goal in the GMS. Success in eliminating malaria in this region would be recognised as a victory for the global malaria elimination efforts.

Surveillance has become a core intervention necessitating use of real time data and improved information sharing for prompt and evidence based response. The need for dedicated data manager has arisen to focus on data management including storage and information sharing across the GMS countries.  Improved data management and data sharing will be important for the attainment of malaria elimination.

Purpose/Specific Objective of the Activity

The purpose of the activity is to support GMS countries to accelerate towards malaria elimination as a component of the Mekong Malaria Elimination Hub coordination efforts especially in the area of data management, information sharing and use for action including planning, accountability and resource mobilization.

Description of activities to be carried out

The contractual partner will work as a member of the MME Hub, under direct supervision of the MME Hub Coordinator, to carry the following tasks:

  • In collaboration with country malaria program and MOH/HMIS focal points, support countries and implementing partners to generate, collect, collate, clean, validate, analyze, store and disseminate malaria and related data across the GMS;
  • In collaboration with GMS malaria and HMIS focal points in countries and regional level, maintain/ manage and update the web-based GMS malaria database with relevant  and validated country data including timeliness, consistency, completeness, accuracy and reasonableness; generate report and share information;
  • Support data management related capacity building at sub-, national and regional levels in the context of the SME system strengthening for malaria free GMS by 2030
  • Facilitate use of timely data for programmatic decision-making and action;
  • Travel to GMS countries to support data management including training and re-training; and
  • Perform any other task as may be assigned by the Coordinator of the MME Hub. 

Description of the tasks/process involved in carrying out the activity

  • Consultation with relevant focal points in the MME Hub, country malaria programs, DoH and partners and stakeholders;
  • Data generation, collation, analysis, mapping, and storage (real-time database management);
  • Data presentation, information sharing and promoting use for action;
  • Knowledge management including capacity building for quality data management; and
  • Writing and publication of malaria epidemiological (surveillance) bulletin.

Required profile of the consultant

Functional skills and knowledge

  • Sound knowledge of and skills in data management including database management and application of Information Technology (IT) in information sharing and knowledge management;
  • Basic knowledge of epidemiology of communicable diseases especially malaria
  • Excellent communication and reporting skills;
  • Specialized knowledge of WHO guidelines and procedures would be an asset;
  • Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds, and maintain high standard of personal conduct; and
  • Knowledge of standard office software applications (word processing or other software packages and standard office equipment, spreadsheet and emails) and WebIT.

Education

  • University degree in Mathematics / Statistics / Data management, Information science and knowledge management, Information technology, and Management / Computer Sciences.
  • Postgraduate qualification in Strategic Information / Business Management at masters level, a plus.

Experience

  • Experience with data management (including web-based database management), producing high quality reports.
  • Three years’ experience in supporting evidence based strategic plan development / updating, especially with donor funded projects or programs, preferably at international level.
  • Familiarity with WHO data management and publication policies and procedures, a plus.

Languages

Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage.

Background

   The Global Fund to Fight AIDS, Tuberculosis and Malaria allocated USD$ 100 million to tackle artemisinin resistance in the Greater Mekong Sub-region (GMS) through the Regional Artemisinin-resistance Initiative (RAI) and covers 5 countries (2014-2017):  Myanmar, Cambodia, Thailand, Viet Nam and Lao PDR. This grant is undergoing renewal for its second phase (2018-2020) and a Funding Request was submitted in March 2017. The grant is overseen by the RAI Regional Steering Committee, a multi-stakeholder governance body which is hosted by WHO in Cambodia.

Under the leadership of the RSC civil society representatives, a Regional Malaria CSO Platform was initiated in 2014, as a network of organizations (NGOs, INGOs, CBOs, community networks) from the GMS who are working in the context of malaria programs and malaria-affected populations. The main purpose of platform is to provide a common space to the civil society organizations in RAI implementing countries (Myanmar, Cambodia, Thailand, Laos and Viet Nam) for communication, harmonized programmatic interventions, capacity strengthening and coordinated actions for advocacy to address malaria issues affecting vulnerable populations such as migrants/mobile groups, ethnic communities, forest and farm workers, etc.

Purpose/Specific Objective of the Activity

The purpose of this consultancy is to conduct a brief survey-based evaluation of civil society engagement efforts undertaken in the Greater Mekong Subregion in the context of the Global Fund Regional Artemisinin-resistance Initiative (RAI) in 2014-2017.

In preparing for the next Global Fund financing cycle (2018-2020), this exercise will be based on a survey to collect feedback from NGOs, CBOs, mobile migrant organizations and networks, ethnic communities and networks, academia and community advocates, working in malaria in the Greater Mekong Subregion (Cambodia, Lao PDR, Thailand, Myanmar and Viet Nam), especially with experience working in Global Fund grants.

Based on information and feedback provided by informants, the consultant will evaluate the effectiveness of the CSO engagement, advocacy and representation effort in the context of the RAI Regional CSO platform and will formulate recommendations to strengthen civil society engagement in malaria for the future cycle of implementation of RAI.

  • Minimum 10 years of experience working in the global health sector (required)
  • Extensive experience working with non-governmental organizations and/or communities and their networks (required)

  • Experience working in Southeast Asia (required), preferably in the Greater Mekong Subregion (desirable).
  • Experience working with the Global Fund (desirable)
