The Project Development Objective of theproposed project is to improve: (i)access and quality of municipal services; and (ii) the energy efficiency ofurban infrastructure in participating municipalities. The projectwillfinance investments aimed at improving service provision in 3-4 participatingmunicipalities. It is expected to finance sub-projects for the upgrading and orexpansion of municipal infrastructure in the areas of water supply, solid wastemanagement, basic social infrastructure and municipal roads and supportinginfrastructure (i.e. lighting and drainage). In addition it is expected tocover some investments to improve the Energy Efficiency of municipalinfrastructure in participating municipalities such as: switching to moreenergy efficient street lighting options and reducing the energy intensity ofexisting water and sanitation networks. A small pilot aimed at improving theenergy efficiency of public buildings ? through building retrofit ? such asschools and health centres is also proposed. Theproject is currently being prepared by Community Development and InvestmentAgency (ARIS). This assignment is expected to provide inputs for projectpreparation. The objective of the assignment is to teach vodokanal employeesmethodsand techniques of measuring drinking water consumption and loss during watertransportation, distribution and storage in public water systems.
