The Government of India, Ministry of Water Resources, River Development and GangaRejuvenation has received financing from the World Bank toward the cost of theNational Ganga River Basin Authority, and intends to apply part of the proceeds for consulting services.
The consulting services [the Services] include the assessment of the existing arrangements for wastewater in the Hooghly Basin onKolkata, a tributary of Ganga, identify the issues which contribute to the pollution and consequent environment degradation of thetributary basins and develop strategies to redress the situation in the short term, the medium term and long term; prepare detailedengineering designs, contract packages, bidding documents, implementation plan; and recommend institutional arrangements forimplementation, monitoring and sustained operation and maintenance.
The Kolkata Municipal Corporation now invites eligible consulting firms[Consultants] to indicate their interest in providing the Services. Interested Consultants should provide information demonstratingthat they have the required qualifications and relevant experience to perform the Services. Consulting firms must have prepareddetailed project reports [Detailed engineering, designing and estimating cost, preparing bidding documents, etc.] for:
1. Interception anddiversionschemes
2. Sewerage, pumping/lifting station and sewage treatmentplan
The short listing criteria are as follows:
A. Experience of the firm :
a) Core Business Area, Organization and number of years ofrelevantexperience
b) Must have successfully completed at least three assignments of similarnature in last ten years [Letter of Award from employer/Project Completion Certificate is to be submitted]
B. Financial Soundness, turnover andprofitability:
a) Turn over figure for last three years
b) Net Profit figure for last three years
The attention of interested Consultants is drawn to paragraph 1.9 ofthe World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans andIDA Credits & Grants] by World Bank Borrowers,January 2011 (Consultant Guidelines), setting forth the World Bank's policyon conflict of interest.
Consultants may associate with other firms in the form of a jointventure or a sub-consultancyto enhance their qualifications.
Consultant will be selected in accordance with the Quality and CostBased Selection [QCBS] methodset out in the ConsultantGuidelines.
