The scope of the work may include some or all of the following as well as other related services: — Providing the services as engineer to the project; — Assimilating all documentation produced to-date in relation to the Enniscorthy Flood Relief Scheme; — Full review of the existing outline bridge designs contained in the preliminary bridge options report including examination of alternate bridge construction options to those contained in the bridge options report; — Procurement and supervision of ground investigation contracts; — Procurement and supervision of topographical survey contracts; — Procurement and supervision of all specialist sub-contractors; — Acting as the Project Supervisor Design Process as required under the Safety, Health and Welfare at Work (Construction) Regulations 2006; — Bridge design; — Preparation of all contract documentation; — Preparation of full tender analysis report and recommendation; — Preparation of full final account reports for all construction and related contracts; — Liaison and communication with the consultant for the main Flood Defence Project; — Liaison and communication with interested parties and those parties impacted or potentially impacted by the project; — And other duties considered appropriate to the brief.

The EPA is establishing a multi-operator framework agreement for the procurement of CRM services, under Framework Agreement EPA-2017-CRM-FA. It is divided into the following four (4) Lots:

The framework agreement has a term of 4 years and comprises a separate framework for each lot.

The tenders will be evaluated separately in respect of each lot, both in terms of the eligibility criteria and the award criteria in Section 6.

Tenderers can apply for admission for one or more lots. In each case tenderers will be required to provide evidence of the necessary experience and expertise.

The Contracting Authority is seeking to establish a single-party framework agreement for an integrated multi-specialist consultancy service to deliver a Spatial Implementation Plan and an Economic Development Plan for the revitalisation of the Wexford Quay Area in Wexford Town. The framework agreement will be established with a single economic operator comprising at a minimum the following disciplines: Spatial and Urban Planning Services; Economic and Business Service; Architectural Services; Cultural and Heritage Services; Transportation Services; Only those Applicants capable of delivering all of the services listed above without exception (will be considered. Therefore, applicants relating to one or several of those disciplines only are not acceptable and will be rejected outright. However parties are encouraged to come together as a group to meet the totality of needs. Applicants will be required to nominate a Lead Party who will have a single point of contractual responsibility, with the remaining disciplines providing collateral agreements for the benefit of the Contracting Authority. The single-party framework agreement will be established on foot of an initial contract with possible other related consultancy contracts awarded under the framework during the 4 year period.

The service requirements to be provided are those engineering services required by the Contracting Authority in connection with the Enniscorthy Flood Defence Scheme. This project forms the main part of a flood protection scheme for Enniscorthy town. The OPW has prepared a detailed report on a flood relief scheme for Enniscorthy. In addition to this project a separate phase of the Project involves the replacement of the Existing Seamus Rafter N11 Road Bridge, with a new bridge south of this location. The Engineering Consulting services now required include the preparation of a full design and the preparation of contract documents for the proposed flood relief scheme. The service requirements will also include for design of alterations to certain roads and footpaths and other related ancillary works. Assimilating all documentation produced to-date in relation to the Enniscorthy Flood Relief Scheme. (An EIS for the scheme has already been prepared and will be made available upon request) Providing the services as Engineer to the project; Preparation of all contract documentation; Preparation of Full Tender Analysis Report and Recommendation; Procurement and supervision of ground investigation contracts; Procurement and supervision of topographical survey contracts; Procurement and supervision of all contractors / specialist sub-contractors; Contract Management during all Construction on Site: Acting as the Project Supervisor Design Process as required under the Safety, Health and Welfare at Work (Construction) Regulations 2006; Liaison and communication with parties impacted or potentially impacted by the scheme Liaison with Consultants appointed by the Local Authority to the New Bridges Project associated with the Flood Defence Scheme Preparation of Final Account reports for all construction contracts associated with the Scheme and other duties considered appropriate to the brief.
