It is anticipated that the successful Consultant will be required to design and manage a wide variety of related issues ranging from the design of airport buildings and alterations, baggage handling systems, Information and Communications Technology (ICT) networks, utility services, buildings alterations, mechanical, electrical and plumbing (MEP) facilities and related structures.

It is intended that the Consultant will be appointed on a non-exclusive single party framework basis for up to five (5) years to facilitate future baggage handling and airport technologies projects.

Potential Applicants should note that daa does not anticipate that it will make further information about the Project or the Competition available to Applicants at this stage of the Competition (save for responses to clarification requests).

The Irish Government's seven year investment plan titled ‘Building on Recovery: Infrastructure and Capital Investment 2016–2021’ provided for a new metro project for Dublin, referred to as ‘New Metro North’ (NMN). The National Transport Authority's (NTA) Transport Strategy for the Greater Dublin Area, 2016-2035 provides a framework for the planning and delivery of transport infrastructure and services in the Greater Dublin Area over the next two decades. TII, in collaboration with the NTA, are engaged in the process of developing the design of the NMN project. TII seeks to appoint an Architectural Practice (the ‘Consultant’) for Phase 1 of the NMN (Emerging Preferred Route/Concept Design phase).The Consultant shall provide a Scheme Concept Architect who will develop an Architectural Vision and Strategy for NMN. The Vision will shape an Architectural Strategy that will provide a distinct character and form for NMN.

The Scheme Concept Architect will be expected to work within strict budgetary constraints to deliver a project which combines the very best in architectural vision, without losing sight of the overarching need to ensure value for money for public funds.

Working in consultation with TII/NTA, the Concept Architect's scope of services for this Phase 1 shall include the following:

— Development of an Architectural Vision for NMN, shaping an Architectural Strategy that will provide a distinct character and form for NMN.

— Development of an Architectural Strategy which shall indicate how NMN's physical infrastructure, including at grade track, tunnels, bridges and other elevated sections will inhabit its surroundings and integrate with the city streetscape and public realm in both city and suburban locations and will be required to advise on the visual impact of New Metro North's physical infrastructure on the public realm and landscape for the Emerging Preferred Route.

— Development of an Architectural Concept for city centre and suburban stations.

— Provide advice and input into the emerging preferred route concept design, ensuring that the concept design aligns fully with the overall Architectural Strategy for the scheme.

— Working closely with TII Chief Architect and TII consultants and utilising design workshops as required, the Concept Architect will develop conceptual studies and scheme design drawings, with 3D graphics as necessary, to illustrate the application of the Architectural Strategy for specific NMN stations and at-grade and elevated track sections of the proposed alignments. This work will be carried out at agreed stages in the Route Alignment Options Study.

— Participate in Public/Stakeholder consultation meetings as required by the NMN Project Director or TII Chief Architect, illustrating the Architectural Strategy and how it may relate to specific locations.

Iarnród Éireann has over 350 bridges (structures greater than 2 m) over water. All these bridges and riverbeds require periodic inspections. Some inspections are carried out yearly, other are every 3 years and more are on a 6 yearly cycle. Iarnród Éireann is looking to appoint specialist expertise to undertake inspection of railway bridges that traverse water courses as well as carry out bridge and river surveys. The consultant is to provide expertise in the following areas: 1. Provide divers/surveyors for a bridge and riverbed inspections/surveys; 2. Record the topography using surveying techniques; 3. Using the previous base line surveys (supplied by IE) identify changes in the structure and/or the river channel; 4. Provide factual report on findings; 5. Provide for Engineers review of the factual report. The Qualification System is also to include for inspection of any structure following a flood event. In the period after a flood event structures throughout the IE network may need to be inspected to determine the extent, if any, of damage caused by the event. The availability of divers will form part of the evaluation. The divers/surveyors are to be trained for Personnel Track Safety (PTS) on the awarding of any contract. The cost of this will be included in any tenders. The successful Contractor will be required to supply appropriately qualified personnel.

The Council is seeking to identify an economic operator that has all of the right skills and is considered most capable of working in collaboration with the Council, to identify the optimal solution for the development site in accordance with the Masterplan and the Council's requirements and to deliver it as efficiently as possible.
