Inland Fisheries Ireland (IFI) is the statutory body with the responsibility for the protection, development and management of the inland fishery resource within the State.  As part of their responsibility to manage the fish stocks on the River Dalligan it has been decided to decommission the weir near Ballyvoyle, Dungarvan, Co. Waterford.  This decommissioning will take the form of:
A.	The removal of a section of the weir and placing the material within the channel to form bank erosion protection measures and in-stream structures, OR
B.	To remove the entire weir using the material to form bank protection and in-stream measures, no material will be removed off site.
IFI wish to appoint a consulting engineer to assist in assessing both these options in terms of cost, maintenance, disturbance and other structural and ecological implications. The consultant engineer will be required to produce a report on each option and to follow through on the preferred option to satisfactory completion of the project.

The lead agency (LEO Wexford) together with the collaborative partners will engage an external consultant to undertake this feasibility study.  The feasibility study will involve 4 phases and will be delivered within a 12 month timeframe.
The lead agency together with the collaborative partners will be involved fully throughout the process, both with detailed input and to manage and evaluate its progress and delivery by means of a evaluate & review process following completion of each project phase.
A comprehensive report will be produced by the external consultant, submitted to the lead agency together with the collaborative partners.

(excluding residential works that pertain to Housing Strategy 2020), and require from time to time, the services of consultant quantity surveyors to assist in achieving the annual targets.
The Framework Agreement will be split into 2 Lots ( Lot 1 for projects with a project value not exceeding €5,000,000 and Lot 2 for projects with a project value exceeding €5,000,000) and
will be established using the Restricted Procedure and will be available to the Local Authorities outlined above and to current members of the Irish Council of Social Housing (see current list

There is now a requirement to procure a marine consultant to provide technical expertise for the development of the offshore elements of the project, in particular the planned marine surveys and marine engineering studies.

The marine consultant expertise should cover following fields:

— Marine engineering studies for cable installation. Developed knowledge of the related technical, environmental and legal constraints, plus the associated detailed studies.

— Submarine power cable installation (laying and protection). Experience of installation works methods and equipment.

— International offshore power cable project management.

EirGrid is the Transmission System Operator (TSO) and Market Operator (MO) in the wholesale trading system in Ireland, and is the owner of the System Operator Northern Ireland (SONI Ltd), the licensed TSO and market operator in Northern Ireland.

RTE is the French TSO; it owns, operates and develops the French Electricity Transmission System with the primary objectives of balancing electricity generation with consumption, guaranteeing the secure operation of the power system

EirGrid and RTE have recently completed the Feasibility Phase of the Celtic Interconnector project and have recently entered into the Initial Design & Pre-Consultation Phase of the project.

The marine surveys carried out in the Feasibility Phase confirmed that a feasible route existed between Ireland and France, albeit with several areas of challenging geology. Based on an in depth analysis of the findings of the marine survey in conjunction with that of recently available third party data that has become available, the project team have identified several opportunities to carry out route development to further refine the route and potentially avoid some of the areas of challenging geology.

There is now a requirement to procure a marine consultant to provide technical expertise for the development of the offshore elements of the project, in particular the planned marine surveys and marine engineering studies.

The marine consultant expertise should cover following fields:

— Marine engineering studies for cable installation. Developed knowledge of the related technical, environmental and legal constraints, plus the associated detailed studies.

— Submarine power cable installation (laying and protection). Experience of installation works methods and equipment.

— International offshore power cable project management. Communication and reporting to clients. Contractor coordination in a multicultural environment. Schedule, risks and Health, Safety and Environment (HSE) issues management. Counselling services and contracting strategy.

The objective of this Pre-Qualification Questionnaire (PQQ) process is to produce a short-list of suitably qualified companies who will be invited to tender for the provision of marine consultancy services as required by EirGrid and RTE.

EirGrid will lead the procurement process for this piece of work on behalf of EirGrid and RTE. The contract will be awarded on a tripartite basis with split 50:50 invoicing.

Iarnród Éireann is looking to appoint specialist expertise to undertake inspection of railway bridges that traverse water courses as well as carry out bridge and river surveys.
The consultant is to provide expertise in the following areas:
1. Provide divers/surveyors for a bridge and riverbed inspections/surveys;
2. Record the topography using surveying techniques;
3. Using the previous base line surveys (supplied by IE) identify changes in the structure and/or the river channel;
4. Provide factual report on findings;
5. Provide for Engineers review of the factual report.
The Qualification System is also to include for inspection of any structure following a flood event. In the period after a flood event structures throughout the IE network may need to be inspected to determine the extent, if any, of damage caused by the event. The availability of divers will form part of the evaluation. The divers/surveyors are to be trained for Personnel Track Safety (PTS) on the awarding of any contract. The cost of this will be included in any tenders. The successful Contractor will be required to supply appropriately qualified personnel.

The maximum estimated value of services over the lifetime of the framework is in the region of EUR5 million (ex VAT).It is emphasized that the above mentioned volume is provided strictly for indicative purposes only and there is no guaranteed expenditure or contracts under the framework agreement.

The framework agreement will be established on foot of an initial contract for Civil and Structural Design Engineering Services for stages (i) to (v) of the Capital Works Management Framework.

Specialist skills required will be Design Certifier, Assigned Certifier (under the Building Control Amendment Regulations 2014) and Project Supervisor for the Design Process. (Note — For the Initial Contract, the role of Project Supervisor for the Design Process will be fulfilled by separate appointment).

The initial contract is for a development which comprises circa 70 dwellings over partial basement as well as public realm works, including a new street, a high a quality ‘boulevard’ and general public realm renewal works. The estimated construction value of the initial contract is approximately EUR9 million (excl VAT).
