Dublin City Council is seeking to establish 2 no. multiple-operator framework agreements (to be established on the basis of initial competitions) for the provision of architect-led, multi-disciplinary consultancy services in connection with a number of projects for the design and delivery of system build apartment developments delivered through the use of volumetric construction solutions within the Dublin City Council's administrative area (over a maximum of 4 years).

Qualification System for the Provision of Structural Design Consultancy Services

Iarnród Éireann (IE) invites Applications from suitably qualified companies to
participate in the Pre-
Qualification process for appointment to a Qualification System for the provision of
Structural Design
Consultancy Services. This Qualification system will operate for a period of three
years.
Iarnród Éireann is responsible for the suitability of their infrastructure and may
need to renew structures following inspection due to deterioration or due to the
need to improve clearances for the passage of rail traffic. There is a continual body
of design works that needs to be undertaken and IÉ is seeking expertise from
suitable Consultants for the provision in the area of bridge design, detailing and
the preparation of tender documentation, in the following areas for Bridge
Renewals and Bridge repairs (this information is included in the attachment
specification that can be downloaded from the etender notice)

River Bridge and Channel Survey Services (Qualification System)

Iarnród Éireann has over 350 bridges (structures greater than 2m) over water. All
these bridges and riverbeds require periodic inspections. Some inspections are
carried out yearly, other are every 3 years and more are on a 6 yearly cycle.
Iarnród Éireann is looking to appoint specialist expertise to undertake inspection of
railway bridges that traverse water courses as well as carry out bridge and river
surveys.
The consultant is to provide expertise in the following areas:
1.	Provide divers/surveyors for a bridge and riverbed inspections/surveys
2.	Record the topography using surveying techniques
3.	Using the previous base line surveys (supplied by IE) identify changes in the
structure and/or the river channel.
4.	Provide factual report on findings.
5.	Provide for Engineers review of the factual report.
The Qualification System is also to include for inspection of any structure following
a flood event. In the period after a flood event structures throughout the IE network
may need to be inspected to determine the extent, if any, of damage caused by
the event. The availability of divers will form part of the evaluation.
The divers/ surveyors are to be trained for Personnel Track Safety (PTS) on the
awarding of any contract. The cost of this will be included in any tenders.
The successful Contractor will be required to supply appropriately qualified
personnel.

Technical Consultancy Services - Electricity Networks Regulation

The Commission for Energy Regulation (CER) is Ireland’s independent energy and water regulator. The CER was established in 1999 and now has a wide range of economic, customer protection and safety responsibilities in energy. The CER is also the regulator of Ireland’s public water and wastewater system. The CER’s primary economic responsibilities in energy cover electricity generation, electricity and gas networks, and electricity and gas supply activities. As part of its role, the CER jointly regulates the all-island wholesale Single Electricity Market (SEM) with the Utility Regulator in Belfast. The SEM is governed by a decision-making body known as the SEM Committee, consisting of the CER, the Utility Regulator and an independent member. The overall aim of the CER’s economic role is to protect the interests of energy customers. The CER has an important related function in customer protection by resolving complaints that customers have with energy companies.
The CER currently wishes to engage consultancy support to provide technical expertise and support on all areas of electricity networks regulation including both electricity transmission and distribution.
The consultancy support will require expertise in key areas including:
•	Resolutions of Connection Disputes
•	Grid Code and Distribution Code Derogations Applications and Modifications
•	European Network Code on Requirements for Grid Connection Applicable to all Generators
•	Regulated Charging
•	Generation Connection Issues
•	Connection Policy
