P133828 Credit No.5456-GE Irrigation Modernization advisory services for Institutional Strengthening of GeorgianAmelioration (International Consultant) ReferenceNo. IDIC/CS/IC/22 Georgia has received Credit from the World Bank (WB) in order toto improve delivery of irrigation and drainage services in selected areas and to develop improved policies and procedures as abasis for national program of land registration. The Irrigation and Land Market Development Project (ILMDP) (US$50 million) consists of the threecomponents: Component 1 Irrigation and Drainage Improvement (US$45.65 million) Component2 Land Market Development (US$2.25 million)and Project Management (US$2.1 million). Component 1 is implemented by the Ministry of Agriculture through the Project Planning andMonitoring Division (PPMD). Component 2 is implemented by the Ministry of Justice through the National Agency for PublicRegistry. The Irrigation and Drainage Rehabilitationand Modernization Subcomponent is being financing preparation of the NationalIrrigation and Drainage Strategy. The Strategy will define the Government's long term vision for (i) national regulation andmonitoring of irrigation water delivery; (ii) institutional arrangements foron-farm and off-farm irrigation and drainage services:(iii) water pricing and cost recovery and (iv) rehabilitation and modernization. Thestrategy would also define the government'sapproach to increasing resilience to climate change through improved irrigation and drainage management. The main objective of the assignment is to review designs of the irrigation schemes and provideirrigation modernization advisory services. In particular the Consultant will undertake the following Tasks: i. Review existing designs for three ILMDP pilot projects and carry out scheme visits to each, together withGeorgian Amelioration (GA) and PPMD engineers, to gain familiarity with systems and command area delivery requirements. ii.   Identify opportunities for improving water control in main canals and laterals in the three pilot schemes byemploying modern water level and discharge measurement and control practices. iii.  Conducta seminar for GA and PPMD engineers on modern water control practices and technologies to familiarize them with these practices andto gain further understanding of their perceptions of the water control and management issues and challenges facing them incarrying out main system management activities. iv.   Outline a general planfor quantifying, scheduling and managing water deliveries to the roughly 1,000 hectare units making up the service areas of thethree pilot schemes, as delineated by GA. v.   Identify typesof structural modifications andadditional structures needed in pilotscheme main and lateral canals, relative to rehabilitation designs, along with associatedinformation needs, in order to permit the practice of modern data-based water control and management in the pilot schemes. vi. Prepare guidelines to be used byan engineering design firm in adding modern water control capabilities to the mainsystems of the three pilot schemes. vii.   Review designs, if available, for high priority Batch 2 schemes andadjust guidelines, as needed, so that they are applicable to these schemes as well, and more generally to irrigation schemes inEast Georgia. viii. Review design modifications for Batch 1 schemes prepared by engineering designfirm for conformance with guidelines, practicability, and economy. It is envisaged that theassignment will be undertaken over a period of 6 months and that the consultant will conduct two to three missions in Georgia, witha first mission to take place in April 2016. The total length of the assignment is 40 days (with minimum 30 days on field). The Ministry of Agriculture of Georgia now invites eligibleindividual consultants ("Consultants") to indicate their interest in providing the Services.
