TERRE is a pilot project set by ENTSO-E for cross-border exchanges of balancing reserves between Transmission System Operators (TSOs). It is one among several initiatives to implement the ElectricityBalancing Guideline (network code).
6 European TSOs are directly involved as partners: National Grid (GB), REE (Spain), REN (Portugal), RTE(France), Swiss Grid (Switzerland) and TERNA (Italy). A 7th, ADMIE (Greece), acts as observer.
The short term objective of the TERRE platform is to support exchange of Replacement Reserves (RR) ona regional level. In a subsequent phase, the platform may support also the exchange of manual Frequency Restoration Reserves (mFRR).
The TERRE platform shall be capable of gathering in near-realtime all the offers for RR from participating TSOs' local balancing markets and to provide, on a regional level, an optimised allocation of the reserves that will cover the TSOs' imbalance needs.
The following RFI focuses on Lot E: Accounting Services.
Expected services:
— Settlement of the monetary values of the energy flows and other categories between the Transmission System Operators (TSOs) participating in the exchange of Replacement Reserves.
— Related support services such as help desk, follow-up, reporting or consultancy.
Close colaboration is expected with the TSOs involved and third-party vendors in charge of Lot B2 (Data Management, Integration & Workflow, and GUI) and Lot D (IT Monitoring).

The Italian Borders Working Table is a voluntary table in which TSOs cooperate in order to develop cross-border procedures on Italian exchange frontiers.
In order to facilitate the progress of this development, it was deemed necessary by the Parties to order Project Management Office services.
The tasks to be fulfilled by the PMO are split in 2 domains, the former domain intending to organise and facilitate discussions/decisions at the Italian Borders Steering Committee (SC) level with a close relationship to the technical task force (TTF), the market task force (MTF), the IT group, the Legal group and the Projects teams (e.g. Capacity Calculation teams, CounterTrading and Redispatching, etc.) on topics such as:
— cross-zonal capacity calculation in import and export:
— usual process of NTC calculation,
— new methodologies, such as flow-based, and continuous improvement of the ones currently adopted,
— multiple timeframes, such as long term (yearly/monthly), day ahead, intraday;
— cross-zonal capacity allocation rules;
— cross-zonal capacity splitting rules;
— coordinated operational procedures;
— improvements in coordination and optimization of the interconnection management;
— ad hoc tasks assigned by the SC i.e. analysis on grid expansion at short term.
The PMO tasks might also include the support for CEO meetings which are typically held once or twice per year in order to provide guidelines for the whole Working Table and receive the feedback about the activities.
The latter domain concerns the implementation of those processes foreseen in the market and operation network codes or Guidelines (e.g. CACM Guidelines) such as:
— steps for application of CACM Guidelines (e.g. agreements, methodologies, etc.);
— steps for application of FCA, SO and EB Guidelines provisions at Regional level (e.g. agreements, methodologies, etc.);
— completion of the D-2 ATC capacity calculation project;
— completion of the ID ATC capacity calculation project;
— cross-zonal capacity calculation and allocation process based on the Flow Based methodology;
— cross-border Re-Dispatching and Countertrading;
— link with the Pre and Post Coupling project as far as TSOs' related issues are concerned;
— link with cross-border Intraday project as far as TSOs' related issues are concerned.
Prior to a full launch of the above tasks, a project diagnosis period might be performed. The findings and recommendations of this diagnosis may influence the distribution of the hereunder tasks, or even the way the project is currently organised.
The PMO has to guarantee a fast and effective undertaking of the PMO service.
This contract is for the period mid 2017 - mid 2025, replacing the current image walls in control rooms operating centers of the electricity network operated by RTE, by standard solutions on the market without specific development (off setting). The scope of the provision covers the supply, installation, commissioning and maintenance of future display means and interaction with information from RTE, including images computational servers (including the sources from RTE several machines) to spread through links and dedicated telecommunication equipment (supplied by Licensee) to multiple screens sizes ranging from monitor (provided by the holder or by RTE) for video walls provided by the holder .
