This consultation relates to the choice of a future provider will conduct a study on the typology of port charges in France and the terms of perception.La intellectual benefit that will be entrusted to the future the contractor chosen through this consultation aims: for France and abroad, establish an inventory of existing types of fees and collection circuits (at least, in Belgium, Germany, the Netherlands, Italy and Spain); only for France, evaluated for each type of traffic, and globally for all ports, the weight of each charge on actors (port authorities destinatrices, more or less break-vessel owners or liable chargers, etc. ) determine, in connection with the DGDDI, DGITM and ports, which are the possible organizations for french ports for the different categories of charges (especially in terms of merger or abolition of certain charges) and collection circuit taking into account the need to maintain the competitiveness of french ports, the constraints related to the evolution of their information system, changes to come because of the entry into force of the EU Customs code and the legal constraints both European and national law; study the direct and indirect impacts of these developments for the different categories of actors (State, port authorities, shipowners, importers, shippers, port areas, etc.) and associated risks; [ optional tranche] ensure, among all stakeholders, support in the implementation of the re-engineering of port dues.
