Danmarks Nationalbank (Nationalbanken) is the central bank of Denmark and is an independ-ent, self-governing institution established by law. One of Nationalbanken's objectives is safe payments; Nationalbanken promotes safe settlements of cash and electronic payments. This is done by issuing banknotes and coins and ensuring that payments can be settled between banks. Nationalbanken uses the Calypso system front-to-back across assets as the portfolio management system.

Nationalbanken is currently in the process of making adjustments/changes to the trading plat-form, Calypso. This process requires the development of an automated regression test which will replace or partly replace the current manual regression test. To support this, National-banken has established a project group that is responsible for the implementation hereof in-cluding the development of test scripts using the selected automation tool, CATT.

For the development of test scripts Nationalbanken requires a consultant that will be responsi-ble for the selection of manual test cases for automation, development/maintenance of test scripts, execution of test scenarios and analysing test results.

The consultant shall have the following competencies:
• Knowledge of the Calypso system and capital markets products
• Experience in testing of Calypso functionality and the workflows in Calypso
• Documented experience using the CATT tool
• Basic programming awareness
• It will be very beneficial if the consultant have experience with system testing and inte-gration testing
• Ability to plan and work independently
• Good communication skills

Nationalbanken requires one resource from the 28 September to 24 February 2017.
Nationalbanken shall have the option to prolong the period until the end of April 2017. Na-tionalbanken shall notify the supplier of such a prolongation on 31 January 2017 at the latest.

The consultant shall work onsite at Nationalbanken's address. The consultant shall bear all ex-penses associated herewith.

Nationalbanken requires a security clearance of the offered consultant prior to the assignment, cf. section 12 of the contract.

Tender and award of contract

The tenderer is requested to submit a tender containing the following information within the deadline:
• A description of the qualifications and competencies of the Calypso consultant allocated to the assignment. The tenderer should submit one résumé.
• A description of the offered Calypso consultant's role in the performance of the assignment
• The hourly rate for the offered consultant in DKK exclusive VAT

When selecting the economically most advantageous offer, Nationalbanken will take price and quality into account. The sub-criteria quality will be assessed on the basis of an overall assess-ment of the résumé of the Calypso consultant selected to perform the services as described above.
Quality will weigh 70 % and price will weigh 30 %.

The Ministry of Foreign Affairs of Denmark is in the process of constructing a new Danish chancellery and staff housing in New Delhi, India. This contract concerns the construction phase consultance for the project as described further below. Based on a detailed design of the chancellery and the staff housing the Ministry of Foreign Affairs of Denmark has conducted a tendering process in India to select the contractor to complete the construction of the chancellery and the staff housing. The procedure is currently being finalised and the winning tenderer selected. The Ministry of Foreign Affairs of Denmark has been assisted by COWI and local Indian advisors in the preparation of the detailed design, based on a project developed by Vilhelm Lauritzen Architects (VLA) and sub-consultants. Further COWI and the local Indian advisors have assisted the Ministry of Foreign Affairs with the tender process for the selection of the constructor. The detailed design, the tendering material for the tender of the construction of the chancellery and the winning tender will be provided as part of the tender material. The construction is conducted on basis of a FIDIC-contract (FIDIC Red Book), and thus the basis of contract for the construction phase consultancy will also be FIDIC (FIDIC Client/Consultant Model Services Agreement). The construction phase consultancy will mainly consist of construction management and supervision. The consultant is expected to handle all communation between the Ministry of Foreign Affairs of Denmark and the contractor as well as dealing with the local authorities in New Delhi in conjunction with the Ministry of Foreign Affairs of Denmark. The Ministry of Foreign Affairs of Denmark expects the consultant to conduct meetings with the relevant parties regularly. Meetings with the Ministry of Foreign Affairs of Denmark will be in Copenhagen and/or at the embassy in New Delhi as required by the Ministry of Foreign Affairs of Denmark. The consultant will assume the task of the overall management of the project, including but not limited to cost management, time management and risk management. The Ministry of Foreign Affairs of Denmark expect the consultant to post an employee in India during the construction phase as the experience of the Ministry of Foreign Affairs of Denmark is that ad hoc supervision does not necessarily secure the needed results, also taking into account the duration of the construction phase (approximately 12 months). The Ministry of Foreign Affairs of Denmark expect the posted employee to be supported by off site employees of the consultant and/or local advisors in India in order to secure full compliance with Indian building regulations. On behalf of Tanzania Revenue Authority (TRA) the Ministry of Foreign Affairs(MFA) procures a framework agreement regarding it-consultancy services. TRA is increasingly focusing on the use of ICT in order to deliver on its vision and mission. During November 2015 security issues were identified and principles for a new security setup were agreed to implement critical security controls that address milestones in migration projects.

In April 2016 TRA with the assistance of consultancy under DANIDA conducted a security assessment on TRA core applications and designed TRA Network zones and environment. The assessment identified issues in the TRA applications environment that need to be addressed within short and long term plans. TRA is entitled to call upon the services included in the framework agreement whenever the services are needed in the duration of the framework agreement. However, the estimated value of the contract, c.f. contract notice section II.1.5) cannot be seen as a promise to the awarded tenderer. TRA is entitled to call-of services on the framework agreement, but TRA is not obliged to do so.

The successful tenderer is expected to assist TRA in identifying challenges and propose realistic solutions and execute (projects) agreed upon with the TRA. The framework agreement requires on-site (in Tanzania) delivery of services.

The framework agreement includes, at least, the below mentioned service areas:

— Infrastructure Security,

— Automated Deployments,

— Information Systems Security Assessment,

— Systems Interfaces,

— Security Services,

— Enterprise Event Management,

— Project Management,

— Software Security Quality Assurance.

The framework agreement also includes training/education of TRA.

The framework agreement includes at least the following consultant categories:

1) Consultant;

2) Senior Consultant;

3) Expert with special qualifications.

A further description of the service areas and the consultant categories can be found in the Tender Document, Appendix 1.

The procurement procedure is subject to the Danish Procurement Act, and the specific procedure (competitive procedure with negotiation) is subject to the Danish Procurement Act section 61-66.

Prequalified tenderers, who submits a tender will be invited to a negotiation meeting. The meeting will be held as a SKYPE meeting between the Tenderer and the Tender Commitee. However, the MFA retains its right to award the contract based on the initial written tenders without a negotiation procedure.

The South African Minister of Water and Sanitation Ms Nomvula Mokonyane has initiated the development of a National Water and Sanitation Master Plan (MP). The objective of the MP is to give action to the priorities of the National Development Plan, the National Water Resources Strategy and the relevant UN SDGs. The MP is to serve as an operational implementable plan that takes stock of the current situation, considers the future government plans and commitments and defines specific actions, interventions and deliverables that various government structures responsible for the water sector should achieve, ensuring that the overall government commitments are met. The plan of actions should provide a clear definition of the required interventions, its deliverables, the responsible party, target dates and estimated costs, where applicable.

The masterplan falls in 3 sections and 19 chapters (the presentation in the final draft could be different)

A: Rationale (background, objectives and outcomes)
B: Road map (Interventions and actions)
C: Enablers (governance, facilitation and finance, etc. (there are others)

A national PSP is being procured to support the development and write up of chapter 10: Finance and funding. The chapter shall clarify and document financial arrangements to support the interventions and actions in the MP in terms of funding models, funding sources, out-of-budget financing and modalities to attract investors such as PPPs and performance based contracting, donor funding, etc. and the necessary governance and regulatory interventions needed to achieve these. The objective of the present international PSP assignment is to secure that international best practises are reflected and quality assure the product: the chapter 10, towards functional and applicable international state of the art. The international PSP will alongside with the national PSP have reference to the theme leader of the Chapter 10 task force.
