Third Party Monitoring in Syria.
Cross-border, third party monitoring of civilian development projects in Northern Syria from Turkey. On behalf of the German Federal Foreign Office, GIZ supports local structures of self-governance in Northern Syria with capacity development measures and provision of goods for improved local civilian service delivery, in fields such as education, waste-management, health, water and energy supply. Physical access to the project areas is not possible for the commissioning party as well as the implementer. In addition to the project's own remote monitoring efforts, a consultant in the field of third party monitoring is requested to support with data gathering and analysis regarding output-level, as well as outcome and impact of the project to the extent possible. The consultant will need to be able to liaise closely with the project, based in Gaziantep (Turkey), have substantial experience to design and manage remote monitoring of development projects, possess sufficient access to first-hand data from the project areas in Northern Syrian (governorates of Idlib, Aleppo and Hama) and have the analytical and thematic expertise to report the findings in a concise way.
The German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) has commissioned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to implement the project ‘Global Carbon Market’, hosting Carbon Market Units in Chile, India, and Uganda as well as in Germany. The objective of the assignment of this procurement by tender is for the Consultant to provide high quality, state-of-the-art advisory services and knowledge products in the field of Carbon Markets and New Market Mechanisms in a flexible, demand-driven manner. The scope of work can be divided into 3 different categories: advisory services, knowledge product development and presentation of results.
The German government considers carbon markets as an important instrument within the international climate architecture. Emission trading allows emission reductions to take place where they are least expensive which helps making mitigation less costly overall. Carbon markets can therefore contribute to governments committing to more ambitious climate goals and the private sector making more climate-friendly investments.
The BMUB has commissioned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to implement the project ‘Global Carbon Market’, hosting Carbon Market Units in Chile, India, and Uganda as well as in Germany. The objective of this long-term international cooperation project is for public and private decision makers to have the capacity to use existing and new carbon market instruments for the implementation of nationally adapted climate activities. Further, the Carbon Market Units facilitate market access for German businesses, technology providers and project developers.
Striving for excellence in providing the BMUB with state-of-the-art expertise, advisory services as well as high level knowledge products within the scope of this project, GIZ is seeking to engage a highly qualified consulting firm or a consortium of firms (the ‘Consultant’) to support the achievement of the project objectives.
The objective of the assignment is for the Consultant to provide high quality, state-of-the-art advisory services and knowledge products in the field of Carbon Markets and New Market Mechanisms in a flexible, demand-driven manner.
The scope of work can be divided into 3 different categories: advisory services, knowledge product development and presentation of results.
a) Advisory services which will be delivered in the form of policy briefs, short technical papers, in-depth studies and detailed technical analyses.
b) Knowledge product development which will be delivered in the form of power point presentations, articles, brochures and fact sheets.
c) Presentation of respective results at selected events and occasions.
The thematic fields of this Carbon Markets and New Market Mechanisms assignment can include:
— Carbon Pricing,
— (Linking of) Emission Trading Systems,
— Paris Agreement, in particular §6,
— Nationally Determined Contributions,
— Clean Development Mechanism,
— Joint Implementation,
— Programme of Activities,
— Standardised Baselines,
— Monitoring, Reporting and Verification,
— Environmental Integrity and Accounting,
— Results-based Finance,
— Climate Finance, including the Green Climate Fund,
— Sustainability evaluation.
GIZ will determine the specific thematic fields which shall be covered by the Consultant in a flexible manner during the term of this assignment.
The Consultant is expected to deliver the following products and services:
— 4 policy briefs or technical input papers.
— 3 in-depth studies.
— 1 detailed technical analysis including data collection.
— 4 knowledge products such as fact sheets, brochures, articles, power point presentations.
— Take part and give input in up to 5 events upon request of GIZ.
To overcome more market orientation, development of economic structures, balanced diet and improving the productive infrastructure are offered. This includes:
a) an international long-term expert for up to 18 months specialist which will work in Lomé, Togo, for the management and control of the field of action C.
The He / She is a member of the management committee of the TC measure.
b) a regional / national long-term expert for up to 18 months specialist which will work in Lomé, Togo as a consultant / in for financial education (Financial Literacy);
c) a national long-term expert for up to 18 Specialist months, which is in Lome, Togo, in the agronomic advice Süd (Lomé) and work in support of the action-oriented monitoring;
d) is a national long-term expert for up to 18 Specialist months, which in Sokode, Togo, in the agronomic advice Central North (Sokodé) and in support of the action-oriented monitoring work;
e) a pool of international short-term experts for up to 4 months compartment;
f) a pool of national short-term experts for up to 5 months compartment.This includes regular and active participation of the team leader / team leader of the contractor in meeting the management team and the entire team at project meetings and for joint planning.
The main qualifications and skills of the contractor are:
- Regional experience: Togo and / or in the region (West Africa);
- Extensive expertise in the development and delivery of agricultural financial services (in particular loans, insurance, savings products and payment systems);
- Extensive experience in the management of change processes and in cooperation with financial services (microcredit banks, cooperative banks);
- Previous experience with and knowledge of the German development cooperation.
Support of the implementation of the programme ‘Modernization of Local Public Services’ (MLPS) in close cooperation with the GIZ programme and other involved donors (SCD, SIDA, EU).
The Firm of Consultants is responsible to support the implementation of the programme ‘Modernization of Local Public Services’ (MLPS) in close cooperation with the GIZ programme manager who is responsible to BMZ and the other directly involved donors (SDC, SIDA, EU). On partner side, responsibility for the commission is assumed by the MRDC as political partner of the programme.
The design and methodological concept of MLPS follows a multi-level and multi-stakeholder approach. The advisory and support-services include policy advice as well as capacity development for relevant stakeholders on national, regional and local level to support the implementation of regional development strategies and to strengthen their respective capacities. Focus lies on the improvement of local public services in the Moldovan priority sectors:
i) water supply and sanitation,
ii) solid waste management,
iii) energy efficiency in public buildings and rehabilitation,
iv) and maintenance of regional and local roads in rural areas.
MLPS' advisory and support services therefore have to cover a broad range of different topics and have to be delivered in a flexible, demand-driven and needs-based way according to the Moldovan priorities. Promoting good governance is a main objective and principle in all advisory and support services.
