To this end, KfW wants with three (3) qualified firms to conclude a framework agreement, these companies compete on the basis of which in the so-called mini competitions through appropriate offers to the individual contracts to be awarded.

The Internal Audit (IR) requires (Testing Accounting, trade and refinancing, credit, compliance and ICS) examinations or audit-related consulting services by external auditors for audit testing in the core areas of banking. The duration of the framework agreement will be two (2) years. Assignment of an experienced UXO consultancy for the independent QA/QC of documentation and execution of TenneT's offshore UXO campaigns.

Provision of independent data analysis and interpretation as well as final ALARP clearance certification.

Geophysical survey — in-field survey QA/QC,

The Consultant will provide suitably qualified and experienced UXO consultants to provide QA/QC supervision services during the field work, including but not limited to:

— Prior to commencing survey, attendance at the kick-off meeting with the Survey Contractor and TOG.

— Approval of all tests and calibrations during spread mobilisation, including any additional tests and calibrations during the project.

— Validation of the surrogate item trial methods, data and results; final approval of the trial to allow work to commence.

— Supervision of operations during the main survey, including continuous provision of information about circumstances and measures to TOG; monitoring of compliance with TOG instructions and management reporting.

— Data review of the acquired and processed data to confirm quality of target interpretation in order to reduce the number of targets identified within the data collected to date.

Consultant shall provide independent processing and interpretation of the survey using the raw acquired data provided by the survey contractor in order to identify all ferrous anomalies within the data set. The data will be processed using Oasis Montaj with the UX Detect add-on (or any other qualified software package), preliminary already offshore and onshore.

Upon conclusion of the acquisition and processing works, Consultant shall prepare with the contracting authority and participate in a route working group meeting to finalise the anomaly target list and a re-engineered route position list.

Anomaly identification and disposal — in-field survey QA/QC,

The Consultant will provide suitably qualified and experienced EOD consultants to provide QA/QC supervision services during the field work, including but not limited to:

— Prior to commencing survey, attendance at the kick-off meeting with the Survey Contractor and TOG.

— Review of Survey Contractor's operating procedures and Method Statements.

— Approval of all tests and calibrations during spread mobilisation, including any additional tests and calibrations during the project.

— Validation of the of the surrogate item trial methods, data and results; final approval of the trial to allow work to commence.

— Supervision of operations during the identification and if required, disposal works including continuous provision of information about circumstances and measures to TOG; monitoring of compliance with TOG instructions, compliance with regulatory requirements and management reporting. Specifically, the duties shall include daily oversight, keeping records of all activities, liaison with the Offshore Superintendent on the vessel and TOG onshore, Data review of the acquired and processed data to confirm identification of the targets and agreement of any disposal requirements.

Upon conclusion of the survey, anomaly identification and disposal operations Consultant shall issue an ALARP clearance certificate to warrant route clearance.

NordLink is an Interconnector, which requires 155 km of investigation from the landfall Büsum to Danish waters, operation is a multiple vessel operation running simultaneously. Water depth from 0 to 40 m.

Terms of Reference for expert services, procurement and assignment of experts for:

For the support of selected partner structures in the pilot countries the Consultant shall establish focal points in the pilot countries. The estimated total costs of Consulting Services are approx. 6 000 000 EUR. The prequalification of experienced Consultants is subject to the regulations contained in the ‘Guidelines for Assignment of Consultants in Financial Co-operation Projects ’(see www.kfw-entwicklungsbank.de).

The contract will be awarded to an independent Consultant firm with proven experience in setting up and managing funding facilities, in the technical and vocational training sector and civil works and construction activities, both in the region and with a minimum annual turnover of 7 000 000 EUR.

The objective of the assignment is to support the government of Vietnam in the development of an economically and technically feasible net metering scheme focusing on solar rooftop installations within the framework of the pending feed-in tariff regulation. The aforementioned FiT regulation, under which the net metering policy would fall, contributes to the solar energy targets under the National Master Plan for Power Development and forms part of the government's strategy to foster the country's energy sector transformation to a low-carbon sustainable energy system through renewable energy diffusion.

The assignment described in this document should support the Electricity Regulatory Authority of Vietnam (ERAV) in achieving the objectives stated in the following points.

1. Description of expected outcomes.

The main expected outcome is:

— ERAV has the capacity to develop an economically and technically feasible net metering policy for the promotion of solar rooftops in Vietnam within the framework of the pending feed-in tariff regulation.

2. Description of expected outputs.

The main expected outputs are:

— Package of all necessary net metering documentation for solar rooftop installations and countrywide application has been designed and submitted to ERAV. Such material would include:

a. A draft regulatory decision with appropriate design features for a net metering policy and options have been discussed in an accompanied by a recommendation paper.

b. The necessary technical requirements for integration into the distribution grid.

c. Licensing templates:

— The net metering documents have been validated in a specific limited grid area.

— The overall economic and technical solar rooftop potential in Vietnam has been estimated.

— Key personnel from ERAV, the General Directorate of Energy (GDE) of the Ministry of Industry and Trade (MoIT) and Vietnam Electricity (EVN) have been instructed and are familiar with the net metering documentation and its application.

3. den Entwurf, die Organisation, die Durchführung und die Bewertung eines strukturierten Schulungsprogrammes über den Einsatz bei Zwischenfällen für die Sicherheitsabteilung, auf der Grundlage einer bestehenden, geänderten Version des international anerkannten Systems für die Steuerung von Zwischenfällen (Incident Command System — ICS) und mit Schwerpunkt auf den 5 Funktionsbereichen (Einsatzleitung, operative Maßnahmen, Planung und Informationen, Logistik, Finanzen/Verwaltung) durch Anwendung von Bedrohungsszenarien, die im Voraus festgelegt wurden;

4. Ad-hoc-Beratungsleistungen, um der EZB praktische Erfahrung, Fachwissen und Kenntnisse bewährter Verfahren zur Krisenbewältigung/Bewältigung von Zwischenfällen in den Bereichen Geschäftskontinuitätsmanagement und organisatorische Belastbarkeit zu vermitteln.

3. the design, organisation, performance, and assessment of a structured incident response training programme for the Security and Safety Division, based on an existing, modified version of the internationally recognised incident command system (ICS) and with a focus on the 5 functional areas (incident command, operations, planning and intel, logistics, finance/administration) using pre-defined threat scenarios;

4. ad hoc consultancy engagements bringing operational experience, expertise and knowledge of good practice in crisis/incident management, business continuity management and organisational resilience to the ECB.

El diseño, la organización, la ejecución y la evaluación de un programa de formación estructurado en materia de respuesta ante incidentes para el Departamento de Seguridad y Protección, sobre la base de una versión existente modificada del Sistema de Comando de Incidentes (SCI) reconocido a escala internacional, con especial atención a los 5 ámbitos funcionales (comando de incidentes, operaciones, planificación e inteligencia, logística, finanzas/administración) mediante escenarios predefinidos de amenazas.

4. La prestación de servicios de consultoría «ad hoc», proporcionando experiencia operativa, asesoramiento especializado y conocimientos relativos a las buenas prácticas en materia de gestión de crisis/incidentes, gestión de la continuidad empresarial y resiliencia organizativa al BCE.

Palveluihin kuuluvat

1. kriisinhallintakehyksen soveltuvuutta ja EKP:n kriisinhallintavalmiuksien kypsyyden tasoa koskeva arviointi. Tämän arvioinnin perusteella laaditaan suunnitelma, jolla puututaan havaittuihin puutteisiin ja esitetään siten parannuskeinoja. Parannuskeinot on luokiteltava olennaisiksi (välttämättömiksi), suositelluiksi ja/tai täydentäviksi toimiksi vaaditun kypsyystason saavuttamista varten. Arvioinnissa on hyödynnettävä vakiintuneita parhaita käytäntöjä ja standardeja,

2. edellä mainitun osan 1 yhteydessä sellaisen jäsennellyn kriisinhallinnan koulutusohjelman suunnittelu, järjestäminen, suorittaminen ja arviointi, joka on tarkoitettu EKP:n kriisinhallintatyöryhmää (crisis management team – CMT), sen tukityöryhmiä ja muita osassa 1 tunnistettuja mahdollisia sidosryhmiä varten edellä osassa 1 kuvatun suunnitelman tukemiseksi,

3. sellaisen jäsennellyn häiriötilanteisiin reagoimista koskevan koulutusohjelman suunnittelu, järjestäminen, suorittaminen ja arviointi, joka on tarkoitettu turvapalveluista vastaavaa toimistoa varten ja joka perustuu nykyiseen, muokattuun versioon kansainvälisesti tunnistetusta häiriötilanteiden hallintajärjestelmästä (incident command system – ICS). Koulutusohjelman painopisteen on oltava 5 toiminnallisessa osa-alueessa (häiriötilanteiden hallinta, toimenpiteet, suunnittelu ja tiedustelu, logistiikka, rahoitus/hallinto), ja siinä on käytettävä ennalta määriteltyjä uhkamalleja,

4. yksittäiset konsulttitoimeksiannot, joiden avulla EKP:hen saadaan toiminnallista kokemusta, asiantuntemusta sekä tietämystä hyvistä käytännöistä, jotka koskevat kriisinhallintaa / häiriötilanteiden hallintaa, liiketoiminnan jatkuvuuden hallintaa sekä organisaation sietokykyä.

Ces services comprennent les demandes suivantes:

2. concernant le point 1) ci-dessus, la conception, l'organisation, l'exécution et l'évaluation d'un programme structuré de formation à la gestion des crises de l'équipe de gestion des crises de la BCE, ses équipes de soutien et d'autres intervenants potentiels identifiés au point 1 en vue de soutenir la feuille de route décrite au point précédent;

3. la conception, l'organisation, l'exécution et l'évaluation d'un programme structuré de formation sur l'intervention en cas d'incident pour la division Sécurité, basé sur une version existante, modifiée, du système de commandement des interventions (SCI) reconnu à l'échelle internationale et mettant l'accent sur les 5 domaines fonctionnels (commandement des interventions, opérations, planification et renseignements, logistique, finances/administration), en utilisant des scénarios de menace prédéfinis;

4. missions de conseil ad hoc mettant à la disposition de la BCE une expérience opérationnelle, des compétences et la connaissance de bonnes pratiques en matière de gestion des crises/d'incidents, de gestion de la continuité des activités et de résilience organisationnelle.

Για την ενίσχυση των ικανοτήτων διαχείρισης των κρίσεων, της ετοιμότητας όσον αφορά τη συνέχιση των δραστηριοτήτων και της συνολικής ανθεκτικότητας της, η ΕΚΤ αναζητά τώρα έναν πάροχο που δύναται να παράσχει υπηρεσίες παροχής συμβουλών σχετικά με τη διαχείριση κρίσεων στην ΕΚΤ (εφεξής αναφερόμενες ως οι «υπηρεσίες»). Οι υπηρεσίες περιλαμβάνουν τα εξής:

1. αξιολόγηση της καταλληλότητας του πλαισίου διαχείρισης των κρίσεων και του επιπέδου ωριμότητας των ικανοτήτων διαχείρισης των κρίσεων της ΕΚΤ. Βάσει της εν λόγω αξιολόγησης, ο ορισμός ενός χάρτη πορείας για να προσδιοριστούν καθορισμένα κενά, και κατά συνέπεια να ορισθούν μέτρα βελτίωσης που θα κατηγοριοποιηθούν ως βασικές (που πρέπει να εκτελεστούν), προαιρετικές ή/και επιθυμητές δράσεις έτσι ώστε να επιτευχθεί το προτεινόμενο επίπεδο ωριμότητας. Η αξιολόγηση πρέπει να στηριχθεί σε θεσπισμένες βέλτιστες πρακτικές και πρότυπα,

2. σε σχέση με το 1) ανωτέρω, ο σχεδιασμός, η οργάνωση, η διεξαγωγή και η αξιολόγηση ενός δομημένου προγράμματος κατάρτισης σχετικά με τη διαχείριση κρίσεων για την ομάδα διαχείρισης κρίσεων της ΕΚΤ (ECB CMT), τις υποστηρικτικές της ομάδες και άλλους πιθανούς ενδιαφερόμενους φορείς που αναφέρονται στο σημείο 1 ώστε να παρασχεθεί στήριξη για τον χάρτη πορείας που ορίζεται στο σημείο 1) ανωτέρω,

3. ο σχεδιασμός, η οργάνωση, υλοποίηση και αξιολόγηση ενός δομημένου προγράμματος κατάρτισης σχετικά με την αντιμετώπιση συμβάντων για το Τμήμα Ασφάλειας και Προστασίας, το οποίο να βασίζεται στην υφιστάμενη, τροποποιημένη έκδοση του διεθνώς αναγνωρισμένου συστήματος χειρισμού συμβάντων (ICS) και με εστίαση σε 5 λειτουργικούς τομείς (χειρισμός συμβάντων, λειτουργίες, σχεδιασμός και πληροφορίες, υλικοτεχνική υποστήριξη, οικονομικά/διοίκηση) με τη χρήση προκαθορισμένων σεναρίων απειλών,

4. αναθέσεις παροχής ad hoc συμβουλών που φέρουν επιχειρησιακή εμπειρία, εμπειρογνωμοσύνη και γνώση των βέλτιστων πρακτικών όσον αφορά τη διαχείριση κρίσεων/συμβάντων, τη διαχείριση της συνέχισης των δραστηριοτήτων και την οργανωτική ανθεκτικότητα στην ΕΚΤ.

Al fine di aumentare le proprie capacità di gestione delle crisi, la propria disponibilità per la continuità operativa e la resilienza complessiva, la BCE è alla ricerca di un prestatore in grado di prestare servizi di consulenza nella gestione delle crisi a favore della BCE (in seguito denominati «servizi»). I servizi saranno prestati attraverso un accordo quadro valido per 4 anni dalla data della firma del contratto. I servizi saranno prestati in inglese. Il luogo d'esecuzione sarà presso i locali della BCE a Francoforte sul Meno, Germania.

Al fine di aumentare le proprie capacità di gestione delle crisi, la propria disponibilità per la continuità operativa e la resilienza complessiva, la BCE è alla ricerca di un prestatore in grado di prestare servizi di consulenza nella gestione delle crisi a favore della BCE (in seguito denominati «servizi»). I servizi comprenderanno:

2. in relazione al punto 1 di cui sopra, la progettazione, l'organizzazione, la realizzazione e la valutazione di un programma strutturato di formazione sulla gestione delle crisi per il gruppo di gestione delle crisi della BCE, le sue équipe di supporto ed eventuali altre parti interessate individuate al punto 1 al fine di sostenere la tabella di marcia definita al punto 1 di cui sopra;

3. la progettazione, l'organizzazione, la realizzazione e la valutazione di un programma strutturato di formazione sull'intervento in caso di incidenti per la divisione Sicurezza e protezione, basato su una versione esistente, modificata del sistema di gestione degli incidenti riconosciuto a livello internazionale e con particolare riguardo alle 5 aree funzionali [gestione degli incidenti, operazioni, pianificazione e intelligence, logistica, finanza/amministrazione) utilizzando scenari di minaccia predefiniti;

4. incarichi di consulenza ad hoc che forniscano esperienza operativa, competenze e conoscenze di buone pratiche nella gestione di crisi/incidenti, gestione della continuità operativa e resilienza organizzativa a favore della BCE.

In samenhang met punt 1 hierboven: het ontwerp, de organisatie, uitvoering en beoordeling van een gestructureerd opleidingsprogramma inzake crisisbeheer voor het crisisbeheerteam van de ECB, zijn ondersteuningsteams en mogelijke andere, in punt 1 vastgestelde belanghebbenden, ter ondersteuning van het in punt 1 gedefinieerde stappenplan;

3. het ontwerp, de organisatie, uitvoering en beoordeling van een gestructureerd opleidingsprogramma inzake respons bij incidenten voor de afdeling Veiligheid op basis van een bestaande, gewijzigde versie van het internationaal erkende „incident command system” (ICS) en met de nadruk op de 5 functionele gebieden („incident command”, operaties, planning en inlichtingen, logistiek, financiën/administratie) aan de hand van vooraf vastgestelde dreigingsscenario's;

4. opdrachten voor ad-hocadvies die operationele ervaring, deskundigheid en kennis over goede praktijken inzake crisis-/incidentenbeheer, beheer van bedrijfscontinuïteit en organisatorische veerkracht ter beschikking stellen aan de ECB.

Em relação ao ponto 1 supra, a conceção, organização, execução e avaliação de um programa de formação estruturado em matéria de gestão de crises a favor da equipa de gestão de crises do BCE, as respetivas equipas de apoio e outros potenciais intervenientes identificados no ponto 1, a fim de apoiar o roteiro definido no ponto 1 supra;

3. A conceção, organização, execução e avaliação de um programa de formação estruturado de resposta a incidentes para a Divisão da Segurança e da Proteção, com base numa versão existente e modificada do sistema de controlo de incidentes reconhecido internacionalmente, com especial ênfase para as 5 áreas funcionais (controlo de incidentes, operações, planeamento e dados, logística, finanças/administração) utilizando cenários de ameaça pré-definidos;

4. Acordos de consultoria ad hoc que oferecem experiência operacional, especialização e conhecimentos de boas práticas em gestão de crises/incidentes, gestão de continuidade empresarial e resiliência organizacional a favor do BCE.

Tjänsterna omfattar följande:

1. En bedömning av krishanteringsramens lämplighet och mognadsnivån hos ECB:s krishanteringsförmåga. I anslutning till 1 ovan, utformning, organisation, genomförande och bedömning av ett strukturerat program för utbildning i krishantering för ECB:s krishanteringsgrupp (ECB Crisis Management Team – ECB CMT), dess stödgrupper och potentiella andra intressenter som fastställs i 1 för att stödja färdplanen som anges i 1 ovan.

3. Utformning, organisation, genomförande och bedömning av ett strukturerat utbildningsprogram avseende incidenthantering för avdelningen för skydd och säkerhet, baserat på en befintlig, modifierad version av det internationellt erkända incidentstyrningssystemet (incident command system – ICS) och med fokus på 5 funktionella områden (incidentstyrning, uppdrag, planering och underrättelser, logistik, finans/administration) och förutbestämda hotscenarier ska användas.

4. Rådgivningsåtaganden ad hoc för att tillföra ECB operativ erfarenhet, sakkunskap och kunskap om god praxis i krishantering/incidenthantering, förvaltning av verksamhetskontinuiteten och organisatorisk återhämtningsförmåga.

S cílem posílit svou akceschopnost v oblasti krizového managementu, připravenost na zajištění kontinuity provozu a celkovou pružnost hledá ECB poskytovatele služeb, který bude s to poskytnout poradenské služby v oblasti krizového managementu pro ECB (dále jen „služby“). Tyto služby budou poskytovány na základě rámcové smlouvy platné po dobu 4 let od data podpisu smlouvy. Služby budou poskytovány v angličtině. Místem plnění budou prostory ECB ve Frankfurtu nad Mohanem v Německu.

Služby zahrnují:

1. posouzení vhodnosti rámce krizového managementu a úrovně vyspělosti schopností ECB v oblasti krizového managementu. Na základě tohoto hodnocení bude definován realizační plán řešící stanovené mezery, čímž budou nastíněna opatření pro zlepšení, která budou klasifikována jako zásadní (je nutno je provést), doporučená a/nebo jako opatření, která by bylo výhodné provést, s cílem dosáhnout doporučené úrovně vyspělosti. Toto posouzení bude vycházet ze stanovené osvědčené praxe a z norem;

2. v souvislosti s bodem 1) výše, návrh, organizace, provedení a posouzení strukturovaného programu školení v oblasti krizového managementu pro tým krizového managementu (CMT) ECB, jeho podpůrných týmů a případně dalších zainteresovaných činitelů stanovených v bodě 1 s cílem podpořit realizační plán stanovený v bodě 1 výše;

3. návrh, organizace, provedení a posouzení strukturovaného programu školení v oblasti reakce na incidenty pro oddělení bezpečnosti a ochrany na základě stávající modifikované verze mezinárodně uznávaného systému velení v případě incidentů (ICS) a se zaměřením na 5 funkčních oblastí (velení při incidentech, operace, plánování a zpravodajství, logistika, finance/správa) pomocí předem stanovených scénářů ohrožení;

4. zakázky na poradenství v režimu ad hoc, na jejichž základě budou čerpány provozní zkušenosti, odbornost a znalost osvědčených postupů v krizovém managementu / zvládání incidentů, řízení kontinuity provozu a organizační pružnosti ECB.

Euroopa Keskpank (EKP) otsib praegu tarnijat, kes suudaks EKP-le osutada kriisiohjamise valdkonna nõustamise teenuseid (edaspidi "teenused"), et parandada panga kriisiohjamise suutlikkust, talitluspidevuse valmisolekut ja üldist vastupidavust. Teenuseid osutatakse raamlepingu kaudu, mis kehtib 4 aastat alates lepingu allkirjastamisest. Teenuseid tuleb osutada inglise keeles. Teenuseid osutatakse EKP ruumides Saksamaal Frankfurdis Maini ääres.

Nimetatud teenused hõlmavad järgmist:

1. kriisiohjamise raamistiku sobivuse ja EKP kriisiohjamise suutlikkuse terviklikkuse hindamine. Sellele hindamisele tuginedes määratletakse tuvastatud lünkade käsitlemiseks tegevuskava ning kavandatakse selle abil parandusmeetmed, mis jaotatakse sellistesse kategooriatesse nagu oluline (väga vajalik), soovitatav ja/või mitte hädavajalik, et saavutada vajalik terviklikkuse tase. Hindamine põhineb olemasolevatel parimatel tavadel ja standarditel;

2. eespool esitatud punktiga 1 seoses EKP kriisiohjamise meeskonna (Crisis Management Team (CMT)), selle tugimeeskondade ja potentsiaalsete muude punktis 1 määratletud sidusrühmade struktureeritud kriisiohjamise koolitusprogrammi kavandamine, korraldamine, elluviimine ja hindamine, et toetada eespool punktis 1 määratletud tegevuskava;

3. turvalisuse ja ohutuse osakonna struktureeritud vahejuhtumitele reageerimise koolitusprogrammi kavandamine, korraldamine, elluviimine ja hindamine, mis põhineb rahvusvaheliselt tunnustatud vahejuhtumite juhtimissüsteemi (incident command system (ICS)) olemasoleval muudetud versioonil ning millega keskendutakse eelnevalt kindlaks määratud ohustsenaariumide abil 5 funktsionaalsele valdkonnale (vahejuhtumite juhtimine, toimingud, kavandamine ja teave, logistika, rahandus/haldus);

4. sihtotstarbeline nõustamine, millega pakutakse EKP-le käitamiskogemusi, eksperditeadmisi ning teadmisi kriiside/vahejuhtumite juhtimise, talitluspidevuse haldamise ja organisatsioonilise vastupidavuse heade tavade kohta.

A szolgáltatások az alábbiakat foglalják magukban:

1. a válságkezelési keretrendszer megfelelőségének, valamint az EKB válságkezelési kapacitásai érettségi szintjének értékelése. A fenti értékelés alapján a feltárt hiányosságok kezelésére irányuló ütemterv meghatározása, és ezáltal olyan, az ajánlott érettségi szint elérését szolgáló javító intézkedések felvázolása, amelyek alapvető fontosságú (szükséges), ajánlott és/vagy kiegészítő intézkedések kategóriájába sorolhatók. Az értékelésnek a bevált gyakorlatokon és meglévő normákon kell alapulnia;

2. a fenti 1. ponttal összefüggésben egy strukturált válságkezelési képzési program kidolgozása, megszervezése, lebonyolítása és értékelése az EKB Válságkezelési Csapata (CMT), annak támogató csapatai, valamint az 1. pontban meghatározott egyéb lehetséges érintett felek számára a fenti 1. pontban meghatározott ütemterv támogatása céljából;

3. eseményekre történő reagálással kapcsolatos strukturált képzési program kidolgozása, megszervezése, lebonyolítása és értékelése a Védelmi és Biztonsági Osztály számára, a nemzetközileg elismert ICS (incident command system, eseményekre való reagáláshoz alkalmazott irányítási rendszer) meglévő, módosított verziója alapján, valamint az 5 funkcionális területre helyezve a hangsúlyt (eseményekre való reagálás irányítása, műveletek, tervezés és megvalósítás, logisztika, pénzügy/igazgatás), előre meghatározott fenyegetettségi forgatókönyvek alkalmazásával;

4. eseti jellegű tanácsadási feladatok a válság-/eseménykezeléssel, üzletmenet-folytonossággal, és szervezeti rezilienciával kapcsolatos műveleti tapasztalatoknak, szakértelemnek és bevált gyakorlatoknak az EKB részére történő átadása céljából.

Paslaugos:

1. Krizių valdymo sistemos tinkamumo vertinimas ir ECB krizių valdymo gebėjimų išvystymo lygis. Remiantis šiuo vertinimu, gairių parengimas siekiant spręsti nustatytas spragas ir taip bendrais bruožais nusakyti tobulinimo priemones, kurios bus laikomos svarbiausiomis (privalomos), rekomenduojamomis ir (arba) geromis imtis veiksmų, kad būtų pasiektas rekomenduojamas išsivystymo lygis. Vertinime bus remiamasi nustatyta geriausia patirtimi ir standartais.

2. Dėl 1 punkto: struktūrinės krizių valdymo mokymo programos, skirtos ECB krizių valdymo grupei, jos paramos grupėms ir potencialioms kitoms suinteresuotosioms šalims, nustatytoms 1 punkte, rengimas, organizavimas, vykdymas ir vertinimas siekiant remti 1 punkte nustatytas gaires.

3. Struktūrinės incidentų valdymo mokymo programos, skirtos Saugumo ir saugos padaliniui, paremtos esama pakeista tarptautiniu mastu pripažintos incidentų valdymo sistemos (incident command system – ICS) versija ir orientuotos į 5 funkcines sritis (incidentų valdymas, operacijos, planavimas ir žvalgyba, logistika, finansai / administravimas), kūrimas, organizavimas, vykdymas ir vertinimas naudojant iš anksto parengtus grėsmių scenarijus.

4. Ad hoc konsultacijos, kuriose pasitelkiama operatyvinė patirtis, kompetencija ir gerosios patirties, kaip valdyti krizes ir incidentus, valdyti veiklos tęstinumą ir užtikrinti organizacinį atsparumą ECB, žinios.

Lai uzlabotu savas krīžu pārvarēšanas spējas, gatavību nodrošināt darbības nepārtrauktību un kopējo noturību, Eiropas Centrālā banka (ECB) pašreiz meklē pakalpojumu sniedzēju, kas spēj ECB nodrošināt konsultāciju pakalpojumus krīžu pārvarēšanas jomā (turpmāk "pakalpojumi"). Pakalpojumi tiks sniegti saskaņā ar pamatnolīgumu, kas būs spēkā 4 gadus, sākot no līguma parakstīšanas dienas. Pakalpojumi jāsniedz angļu valodā. Pakalpojumi ietver:

1. Krīžu pārvarēšanas sistēmas atbilstības un ECB krīžu pārvarēšanas spēju gatavības līmeņa novērtēšanu. Noteikto trūkumu novēršanas plāna izstrādi, pamatojoties uz minēto novērtējumu un aprakstot uzlabojumu pasākumus, kas jāiedala ieteicamā gatavības līmeņa sasniegšanai svarīgajos (obligāti veicamajos), ieteicamajos un/vai vēlamajos pasākumos. Novērtējuma pamatā jābūt iedibinātajai paraugpraksei un standartiem;

2. Saistībā ar iepriekš minēto 1. punktu – tādas strukturētas krīžu pārvarēšanas apmācību programmas izstrādi, organizēšanu, īstenošanu un novērtēšanu, kura paredzēta ECB krīzes vadības grupai (crisis management team – CMT), tās atbalsta grupām un iespējamām citām ieinteresētajām personām, kas noteiktas 1. punktā minētā uzdevuma ietvaros, un ar kuru tiks atbalstīta iepriekš 1. punktā minētā plāna īstenošana;

3. Tādas strukturētas apmācību programmas izstrādi, organizēšanu, īstenošanu un novērtēšanu, kura veltīta reaģēšanai incidentu gadījumā un paredzēta Drošības nodaļai un kuras pamatā ir starptautiski atzītās incidentu vadības sistēmas (incident command system – ICS) modificēta versija; programmas uzmanības centrā jābūt 5 darbības jomām (incidentu vadība, operācijas, plānošana un izlūkošana, loģistika, finanses/administrēšana), un tajā jāizmanto iepriekš noteikti apdraudējumu scenāriji;

4. Ad hoc konsultāciju uzdevumus, kuros ECB tiks atbalstīta ar darbības pieredzi, kompetenci un zināšanām par labo praksi krīžu/incidentu pārvarēšanā, darbības nepārtrauktības vadībā un organizāciju noturībā.

W celu zwiększenia możliwości zarządzania kryzysowego, gotowości do zachowania ciągłości działania oraz ogólnej odporności EBC poszukuje dostawcy usług doradztwa w zakresie zarządzania kryzysowego na rzecz EBC (zwanych dalej „usługami”). Usługi mają być świadczone na podstawie umowy ramowej obowiązującej przez 4 lata od daty podpisania umowy. Usługi mają być świadczone w języku angielskim. Miejscem świadczenia usług będą pomieszczenia EBC we Frankfurcie nad Menem (Niemcy).

W celu zwiększenia możliwości zarządzania kryzysowego, gotowości do zachowania ciągłości działania oraz ogólnej odporności EBC poszukuje dostawcy usług doradztwa w zakresie zarządzania kryzysowego na rzecz EBC (zwanych dalej „usługami”). Usługi mają być świadczone na podstawie umowy ramowej obowiązującej przez 4 lata od daty podpisania umowy. Usługi mają być świadczone w języku angielskim. Miejscem świadczenia usług będą pomieszczenia EBC we Frankfurcie nad Menem (Niemcy).

Usługi będą polegały na:

1. przeprowadzeniu oceny adekwatności ram zarządzania kryzysowego oraz poziomu zaawansowania zdolności EBC w zakresie zarządzania kryzysowego. Na podstawie tej oceny zostanie sformułowany plan działania ukierunkowany na wyeliminowanie stwierdzonych niedociągnięć, a tym samym wskazanie ulepszeń sklasyfikowanych jako niezbędne (wymagane), zalecane oraz pożądane w celu osiągnięcia zalecanego poziomu zdolności. Ocena zostanie przeprowadzona w oparciu o utrwalone najlepsze praktyki i standardy;

2. w związku z powyższym pkt 1): opracowaniu, zorganizowaniu, zrealizowaniu i ocenie programu szkoleń w zakresie zarządzania kryzysowego na rzecz zespołu EBC ds. zarządzania kryzysowego (Crisis Management Team – CMT), zespołów wspierających jego działalność oraz innych potencjalnych zainteresowanych stron wskazanych w ramach pkt 1 w celu wsparcia realizacji planu działania, o którym mowa w pkt 1);

3. opracowaniu, zorganizowaniu, zrealizowaniu i ocenie programu szkoleń dla Działu ds. Bezpieczeństwa i Ochrony w zakresie usystematyzowanego reagowania na zdarzenia na podstawie istniejącej, zmienionej wersji systemu zarządzania zdarzeniem (incident command system – ICS), ze szczególnym uwzględnieniem 5 obszarów funkcjonalnych (zarządzanie zdarzeniem, operacje, planowanie i wywiad, logistyka, finanse i administracja) oraz z wykorzystaniem opracowanych wcześniej scenariuszy zagrożenia;

4. doraźnym doradztwie na rzecz EBC z wykorzystaniem doświadczenia operacyjnego, wiedzy fachowej i znajomości dobrych praktyk w zakresie zarządzania kryzysowego / zarządzania zdarzeniami, zarządzania ciągłością działalności oraz odporności organizacji.

Služby zahŕňajú:

1. hodnotenie príslušnosti rámca riadenia kríz a úrovne vyspelosti kapacít ECB v oblasti riadenia kríz. Na základe tohto hodnotenia sa má pripraviť pracovný plán na riešenie určených nedostatkov a tým načrtnúť opatrenia zamerané na zdokonalenie, ktoré sa majú kategorizovať ako dôležité (musia sa vykonať), odporúčané a/alebo užitočné činnosti v záujme dosiahnutia odporúčanej úrovne vyspelosti. Pri hodnotení by sa mali využiť už stanovené osvedčené postupy a normy;

2. v súvislosti s vyššie uvedeným bodom 1) návrh, organizácia, vykonanie a hodnotenie štruktúrovaného programu odbornej prípravy v oblasti krízového manažmentu pre tím riadenia kríz ECB, jeho podporné skupiny a možné iné zainteresované strany určené v bode 1 s cieľom podporovať realizáciu pracovného plánu určeného v bode 1) vyššie;

3. návrh, organizácia, vykonanie a hodnotenie štruktúrovaného program odbornej prípravy v oblasti riešenia incidentov pre oddelenie pre bezpečnosť a ochranu na základe existujúcej a upravenej verzie medzinárodne uznávaného systému riadenia incidentov a s dôrazom na 5 funkčných oblastí (riadenie incidentov, operácie, plánovanie a spravodajstvo, logistika, financovanie/správa) použitím predbežne určených scenárov hrozieb;

4. príležitostné poradenské poverenia, ktorými sa odovzdajú Európskej centrálnej banke prevádzkové skúsenosti, odborné poznatky a znalosti o osvedčených postupoch v oblasti riadenia kríz/incidentov, riadenia obchodnej kontinuity a organizačnej odolnosti.

Z namenom okrepitve svoje zmogljivosti na področju kriznega upravljanja, pripravljenosti glede neprekinjenega poslovanja in vsesplošne odpornosti ECB išče ponudnika, ki ji bo sposoben zagotoviti storitve svetovanja na področju kriznega upravljanja (v nadaljnjem besedilu: „storitve“). Storitve je treba zagotoviti prek okvirnega sporazuma, veljavnega 4 leta od datuma podpisa pogodbe. Pri zagotavljanju storitev je treba uporabljati angleški jezik. Izvedba storitev bo potekala v prostorih ECB v Frankfurtu na Majni, Nemčija.

Z namenom okrepitve svoje zmogljivosti na področju kriznega upravljanja, pripravljenosti glede neprekinjenega poslovanja in vsesplošne odpornosti ECB išče ponudnika, ki ji bo sposoben zagotoviti storitve svetovanja na področju kriznega upravljanja (v nadaljnjem besedilu: „storitve“). Storitve je treba zagotoviti prek okvirnega sporazuma, veljavnega 4 leta od datuma podpisa pogodbe. Pri zagotavljanju storitev je treba uporabljati angleški jezik. Izvedba storitev bo potekala v prostorih ECB v Frankfurtu na Majni, Nemčija.

Storitve zajemajo:

1. oceno primernosti okvira kriznega upravljanja in stopnje zrelosti v zvezi z zmogljivostmi ECB na področju kriznega upravljanja. Na podlagi te ocene bo opredeljen delovni načrt, ki bo osredotočen na ugotovljene vrzeli in v okviru katerega se bodo torej oblikovali ukrepi za izboljšave, razvrščeni kot bistvene (nujne), priporočene in/ali koristne dejavnosti za uresničitev priporočene stopnje zrelosti. V okviru ocene bodo opredeljeni ustaljena dobra praksa in standardi;

2. v povezavi s točko 1 zgoraj storitve zajemajo načrtovanje, organizacijo, izvedbo in oceno strukturiranega programa usposabljanja na področju kriznega upravljanja za ekipo kriznega upravljanja ECB, njene podporne ekipe in morebitne druge deležnike, navedene v točki 1, z namenom podpore delovnemu načrtu iz zgornje točke 1;

3. načrtovanje, organizacijo, izvedbo in oceno strukturiranega programa usposabljanja na področju odziva na incidente za Oddelek za varnost in zaščito, in sicer na osnovi obstoječe, spremenjene različice mednarodno priznanega sistema upravljanja incidentov (incident command system – ICS) ter s poudarkom na 5 funkcionalnih področjih (upravljanju incidentov, operacijah, načrtovanju in obveščanju, logistiki, financah/administraciji) in ob uporabi predhodno določenih scenarijev nevarnosti;

4. ad hoc svetovalne posege za ECB, ki bodo zajemali operativne izkušnje, strokovno znanje in poznavanje dobrih praks na področju kriznega upravljanja/upravljanja incidentov, vodenja neprekinjenega poslovanja in organizacijske odpornosti.

Cuimsíonn na seirbhísí:

Оценяването ще трябва да използва установени добри практики и стандарти;

2. във връзка с 1) по-горе, проектиране, организиране, изпълнение и оценяване на структурирана програма за обучение по управление на кризи за екипа за управление на кризи на ЕЦБ, нейните помощни екипи и потенциалните други заинтересовани лица, определени в 1, за да се подкрепи пътната карта, определена в 1) по-горе;

Pe baza acestei evaluări, definirea unei foi de parcurs pentru a aborda lacunele identificate, prin care să se prezinte măsuri de îmbunătățire care trebuie să fie clasificate ca acțiuni esențiale (obligatorii), recomandate și/sau indicate pentru a ajunge la nivelul de dezvoltare recomandat. Evaluarea trebuie să se bazeze pe cele mai bune practici și standarde stabilite;

2. în legătură cu punctul 1 de mai sus, conceperea, organizarea, realizarea și evaluarea unui program de formare structurat privind gestionarea crizelor pentru echipa de gestionare a crizelor a BCE, echipele sale de susținere și, eventual, alte părți interesate identificate la punctul 1 în vederea susținerii foii de parcurs definite la punctul 1 de mai sus;

3. conceperea, organizarea, realizarea și evaluarea unui program de formare structurat privind intervenția în caz de incidente pentru Serviciul Protecție și Pază, pe baza unei versiuni existente modificate a sistemului de comandă privind incidentele recunoscut la nivel internațional (ICS), cu accent pe cele 5 domenii funcționale (comandă privind incidentele, operațiuni, planificare și informații, logistică, finanțe/administrație), utilizând scenarii de amenințări predefinite;

4. angajamente de consultanță ad-hoc care să pună la dispoziția BCE experiență, expertiză și cunoștințe operaționale în materie de bune practici privind gestionarea crizelor/incidentelor, gestionarea continuității activităților și reziliența organizațională.

Na temelju ove procjene, definiranje plana za rješavanje utvrđenih nedostataka, na taj način navodeći mjere za poboljšanje koje se kategoriziraju kao ključne radnje (moraju se provesti), preporučene radnje i/ili radnje koje bi bilo dobro provesti kako bi se dosegla preporučena razina zrelosti. Procjena se temelji na ustanovljenim najboljim praksama i normama;

2. u vezi s prethodnom točkom 1., osmišljavanje, organizaciju, provedbu i procjenu strukturiranog programa osposobljavanja u području upravljanja krizama za tim za upravljanje krizama (Crisis Management Team – CMT) ESB-a, njegove timove za podršku i druge potencijalne dionike utvrđene u točki 1. kako bi se pružila podrška planu definiranom u prethodnoj točki 1.;

3. osmišljavanje, organizaciju, provedbu i procjenu strukturiranog programa osposobljavanja u području odgovora na incidente za Odjel za zaštitu i sigurnost, na temelju postojeće, izmijenjene inačice međunarodno priznatog sustava za upravljanje incidentima (incident command system – ICS) i s fokusom na 5 funkcionalnih područja (upravljanje incidentima, operacije, planiranje i obavještajni podaci, logistika, financije/administracija) korištenjem prethodno utvrđenih scenarija prijetnji;

4. ad hoc savjetovanje kojim se operativno iskustvo, stručnost i znanje o dobroj praksi u upravljanju krizama/incidentima, upravljanju kontinuitetom poslovanja i organizacijskoj otpornosti dovodi ESB-u.
