The high-voltage electricity systems around the German city of Aachen in Germany and Liège in Belgium are relatively well developed and close to each other but they are not yet directly connected.
Therefore, the 2 transmission system operators (TSO) in these areas, Elia (Belgium) and Amprion (Germany) have decided to lay an underground direct-current link between their transmission systems.
The whole route for this link, which will be laid underground and known as ALEGrO (standing for the Aachen-Liège Electric Grid Overlay), will use direct-current technology.
At each end of the ALEGrO link a HVDC-converter station will be installed which is connected to the existing AC-Grid. On the Belgian side, the converter station will be constructed near the 380kV substation of Lixhe.
The connector is planned to be energized and enter into operational service in January 2020.
The Belgian part of the ALEGrO link includes 2 important civil constructions:
A converter station in the vicinity of Lixhe;
A micro tunnel underneath the Albert Canal and the Meuse at Cheratte, near Liège;
The civil design of both structures is fully included in the EPC contractors' scope and all design and construction is under the full responsibility of the EPC Contractors. However, ELIA wishes to verify the design and construction in order to comply with its own regulatory and statutory obligations.
For this purpose, ELIA is seeking support from a Study Contractor for:
— The review of the detailed design, and
— The follow-up of site and building construction until mechanical completion.
The Study Contractor shall be responsible for the verification of all engineering design, and on site control of the construction of the complete range of civil works, including, but not be limited to:
— Civil works such as foundations, bearing structures, concrete works, steel structures,
— Infrastructure such as rain water management system, cable trenches, roads and reinforcements, oil containment systems,
— Building services such as HVAC, fire protection, electrical systems, plumbing systems, lighting systems, sanitary installations, security systems.
— Civil works for the departing and receiving shafts such as foundations, revetment walls, bearing structures, concrete works, steel structures,
— Micro tunnelling (pipe jacking),
— Building services such as ventilation systems, electrical systems, lighting systems.
During construction phase, the Study Contractor represents the Client on the construction site and is responsible for the site supervision and coordination.
He follows the quality of the work and he is responsible for monitoring the planning.
This procurement concerns:
- Leasing, investment and annual maintenance of fire extinguishers that are currently leased by the contracting authority;
- Annual maintenance of fire extinguishers and hose reels (with or without hydrant) which the contracting authority owns.
